It also needs to know what that evidence cannot establish about staffing, payer participation, and actual service availability. HRSA mental-health shortage designations provide a structured starting point. They are relevant to a behavioral-health planning question. They cannot substitute for physical, speech, or occupational therapy access data. A practice in those disciplines should begin with the payment-publication watch below. Patient records, appointment selection, and clinical decisions remain outside their inputs and outputs. ## The flagship tool: behavioral-health access planning watch **Your question:** “Which shortage designation changed in our area, and what should we check before committing a clinician or studying another location?” The source is [HRSA shortage-area data](https://data.hrsa.gov/data/download?titleFilter=Shortage+Areas). The source review on 2026.10.27 verified both a mental-health CSV and the [mental-health component layer](https://gisportal.hrsa.gov/server/rest/services/HealthCareShortage/HealthCareShortage/MapServer/8). The ArcGIS layer supplies designation identity, name, type, status, score, and county FIPS. Its field names include `HPSA_SOURCE_ID`, `HPSA_NM`, `HPSA_TYP_DESC`, `HPSA_STATUS_DESC`, `HPSA_SCORE`, and `STATE_COUNTY_FIPS_CD`. A row can describe a component of a designation. It does not necessarily describe one whole county or one independent shortage. Geographic, population, and facility designations must remain distinguishable. Counting every component row as a separate shortage would distort the view. ### Preserve the meaning of the designation. The proposed function collects dated snapshots for the owner's approved counties. It preserves discipline, designation ID, component identity, type, status, and source dates. It compares versions to identify new, withdrawn, or rescored records for review. Deduplicate components before producing counts. Do not sum overlapping designated populations. Keep an active designation separate from a withdrawn one, and retain the history needed to explain a status change. A county query also needs a completeness check. The verified ArcGIS response exposed an `exceededTransferLimit` flag. A truncated result must not appear as the county's complete designation picture. The collection must finish its supported retrieval or label the result incomplete. The first snapshot establishes a baseline. A change queue becomes available only after comparable evidence exists. An empty successful query, a failed request, and an incomplete response need different labels. ### What the owner receives. The weekly queue shows changed designation, type, status, score, source age, and a link to the public evidence. A monthly planning sheet adds the practice's questions and independently checked operating facts. Those questions can include whether the measure fits the intended discipline, whether suitable staff are available, and whether the proposed service fits current authority. Payer participation, accessible premises, and partner capacity need their own confirmation. A shortage score cannot answer them. The practice owner defines the service-area question. The clinical director checks discipline relevance. The operations lead verifies local organizations and capacity facts. A public change can justify a study; it does not automatically justify recruitment or expansion. ### Add relationship evidence with restraint. An approved partner register can sit beside the designation history. Where separately scoped, public NPPES changes can prompt staff to verify an organization's office details. A registry update does not prove a new practice, open appointments, or network participation. Keep confirmed business facts distinct from published ones. A missing record in a partial query cannot establish closure. An individual provider's published address may also be a home, so row-level location handling requires particular care. The initial planning watch works without any patient information. It needs no diagnoses, visit histories, counseling notes, referral lists containing patients, or identifiable demand records. The practice supplies its service model and organization-level planning criteria. ### What becomes the practice's history. Keep reviewed designation changes, corrected geographic mappings, and the reasons a proposed location was accepted for study or rejected. Record which operating assumptions staff confirmed and when those facts need another check. That history preserves the reasoning behind a planning decision through staff changes. It also prevents the same unsuitable location from returning with every fresh download. A public designation file cannot supply your practice's documented constraints and prior findings. The design has two working functions: versioned designation collection and a checked planning report. Acceptance cases include repeated components, overlapping areas, withdrawn status, wrong discipline, incomplete responses, and unavailable sources. ## Two more tools ### Funded-program partnership watch. “Which funded organizations merit research for services we are qualified to deliver?” The verified pilot uses the [DOJ Office on Violence Against Women awards table](https://www.justice.gov/ovw/awards/fy-2026-ovw-grant-awards-state). Its rows identify an organization, city, award amount, and program. A weekly research queue compares program wording with the practice's approved competencies. Where the table exposes no durable award identifier, preserve the composite match and its uncertainty. An award is not an available subcontract or permission to spend funds with this practice. The partnerships lead verifies the institution and purchasing process. Clinical and compliance reviewers check scope and any proposed arrangement. Participant identities, survivor details, and private shelter locations stay outside the output. ### Outpatient payment and policy publication watch. “Which official publication changed since our billing owner reviewed it?” A bounded watch can start with the [CMS physician fee schedule publication](https://www.cms.gov/medicare/payment/fee-schedules/physician/federal-regulation-notices/cms-1832-f) and separately selected state policies. Record document identity, publication status, effective-date text, source link, and version change. A weekly receipt identifies changed attachments or says that no change was detected. A qualified reviewer reads the controlling text before changing an internal instruction. This is the better starting point for outpatient disciplines outside the mental-health designation scope. Each practice still needs relevant payer and service categories. The function does not interpret procedure codes, determine benefits, calculate reimbursement, or edit claims. Read designation type, status, score, and source date together. One county can contain several designation areas; the display must preserve their different meanings. The public view demonstrates designation retrieval. It cannot show appointment availability, clinician vacancies, paid demand, or grant eligibility. The private function adds checked planning assumptions and the practice's own history of decisions. No patient, facility contact person, visitor symptom, or identity-linked county selection belongs in the public record. The source layer's reuse terms remain a release check. The demo is not an emergency-care locator or a treatment recommendation. ## The limits that shape the design These functions do not route patients, select clinicians, pay for referrals, or score residents. They require no clinical records. Any later workflow involving patient information needs a separate authorized privacy and access design.
