# Public project evidence for solar installation planning.

## The blind spot

An installer deciding where to place its next crew needs a defensible view of local activity. An estimator reviewing a quote needs comparable scope and cost evidence. Public project records can help frame both questions, provided the comparison preserves what each field means.

A county total cannot establish an available customer. A reported project cost cannot establish a competitor's margin or today's selling price. The useful system connects carefully defined public groups to your own quotes, capacity, and completed-work records.

The [solar installation page](/for/solar-installation) covers inquiry summaries and updates from approved job files. This intelligence layer supports market and quote review before anyone makes a new commitment.

## The flagship tool: market pipeline and comparable-cost desk

**Your question:** “Where should we investigate adding capacity, and is this quote unusual compared with similar reported projects?”

The [NYSERDA Solar Electric Programs dataset](https://data.ny.gov/resource/3x8r-34rs.json) provides New York supported-project records. Fields include county, sector, utility, purchase type, application date, completion-related date, status, reported cost, and DC nameplate capacity. A check on 2026.10.27 returned a record with a September 2026 reporting period.

The reporting period describes the source snapshot. It is different from the project's application or completion date. A current snapshot may contain projects from earlier years. Counting every row as a new project for that month would misstate the activity.

The [dataset metadata and dictionary](https://data.ny.gov/api/views/3x8r-34rs.json) provide another important distinction. The installation-date field reflects program completion and closeout treatment, rather than a universal physical-installation milestone. Reported project cost is expected installation cost. Neither field can establish pure utility delay or your own realized job margin.

**What it collects:** the proposed function saves monthly snapshots and preserves project identity internally. It normalizes status, sector, utility, purchase type, capacity, and dates. It checks repeated project records before counting activity and retains earlier versions for comparison.

**The market comparison:** group records by county, sector, utility where relevant, and size band. Show applications, completed projects, and the age of open applications separately. Recent applications have had less time to complete. Their unfinished status cannot be compared directly with a mature group's final outcome.

The output must also state that it covers supported projects in this dataset. It cannot claim to count every solar installation or every potential customer in the county. Missing fields and excluded records belong beside the totals.

**The quote comparison:** select completed records with usable costs and positive DC capacity. Convert capacity consistently before calculating reported dollars per DC watt. Preserve the source period, purchase arrangement, size band, and sample count. Reject comparisons when financing, storage, roof work, or other scope differences remain material and unresolved.

Join your quote identifier and version to that group definition. Do not match the quote to an inferred household. The estimator sees a reference range and the reasons it may fail as a comparison. The function supplies no replacement price.

| Comparison-card field | What the estimator checks |
| --- | --- |
| Source coverage | Supported projects and the exact reporting period |
| Comparable group | County, sector, purchase type, size band, and exclusions |
| Reported cost basis | Usable cost, positive DC capacity, and stated units |
| Missing scope | Equipment, storage, financing, or roof details still unknown |
| Private decision | Keep the quote, investigate a difference, or reject the comparison |

**Output and cadence:** prepare a monthly county market card and an on-demand quote review card. The market view includes open-application age and missingness. The quote view includes sample size, exclusions, and a clear explanation of why the comparison may be unsuitable.

**Who directs and who checks:** the general manager selects service territories and comparator rules. An operations reviewer checks the grouping and dates. The estimator confirms equipment, financing, and scope before a quote changes. No function allocates crews, sends proposals, or reprices work automatically.

**Why it compounds:** your company records wins, losses, actual costs, labor availability, permitting friction, and decisions beside the public comparison. Later reviews can examine the difference between reported market activity and work your company performed. That private history improves the questions your team asks without promising a pricing advantage.

Scope two functions: monthly snapshots with quality checks, then market and quote comparisons connected to approved company records. Begin with a bounded New York territory and clearly separated residential and commercial groups.

## Two more tools

### Utility interconnection timing comparison

“Is our delay before the application is complete, or after it reaches that stage?” [California DGStats](https://www.californiadgstats.ca.gov/downloads/) publishes an interconnection-time workbook with utility and project-category measures. Its complete-application-to-permission interval differs from total project duration.

A private comparison can align your milestone records with the matching published category. Keep application preparation separate from the utility-stage measure. An average cannot promise a permission date for the next job. This is a separate California source, with redistribution conditions requiring resolution before a public product uses its tables.

### Incentive-language exception watch

“Which proposal statements need review when their official source changes?” A bounded function can compare dated [IRS Form 5695 instructions](https://www.irs.gov/instructions/i5695) and other approved official guidance with the company's claim library.

Each claim needs a source, applicable period, and reviewer. A qualified tax adviser approves the interpretation before the system flags affected proposal templates. Keep residential provisions separate from commercial and ownership arrangements. The function determines no customer's tax result and stores no tax returns.

## Try the public demo

[Open Solar activity comparison](/tools/solar-activity-comparison)

Use the New York county, sector, and reporting-period choices to inspect aggregate supported-project evidence. Read the coverage note, group size, and missingness before comparing activity. A narrow group may need suppression instead of a displayed number.

The public view excludes project numbers, contractor names, coordinates, household fields, affordability indicators, and financing-participation details. Residential coordinates in the source can represent tract centroids. They must never be reverse-geocoded into a supposed customer address.

The private function adds your quotes and outcomes. For the separate task of reviewing public savings wording, use the [solar website claims guide](/articles/solar-installer-website-savings-claims). A public project comparison supplies no savings promise.

## The limits that shape the design

Open applications do not establish unassigned work, utility congestion, or installer distress. Reported cost does not establish a current offer, cash price, or realized margin. Unsupported source fields cannot be filled with assumptions merely to produce a county ranking.

Another state requires its own verified project or utility source and reuse review. Transmission-scale queue data cannot silently replace rooftop project records. The scope must name the market it covers.

Before handoff, test missing cost, zero capacity, recent unfinished groups, repeated snapshots, and incompatible purchase types. Ask the estimator to reproduce one comparison and explain each exclusion. A source failure must remain visible rather than appearing as a month with no applications.

## Build the function your company owns

Scale With Search defines the territory, source meanings, private inputs, and review checks in writing. Your company keeps the snapshots, comparison rules, corrections, and operating history. A working function starts from $7,500. The handoff leaves pricing, technical design, tax interpretation, and customer commitments with your team.
