A client page cites a rule. Months later, the agency publishes more articles while that citation remains untouched. A new proposal, final rule, or correction may create a reason to review the old claim. A keyword report cannot tell the editor which authority the paragraph depends on. The useful record connects each claim to its controlling source. A scheduled collector can then bring relevant changes to the right reviewer. It gives the agency a specific maintenance question: which published statements now need expert attention? This intelligence function adds a public-source trigger for reviewing client content. Each client's page map and decisions stay separate. ## The flagship tool: rule-to-page review watch. **Your question:** “Which client pages could be wrong now because the rule they cite changed?” **What it collects:** the [Federal Register documents API](https://www.federalregister.gov/api/v1/documents.json?per_page=2&order=newest) provides document identity, type, publication dates, agencies, and official links. Detail records provide additional fields such as effective dates and CFR references. The collector checks the detail before treating a date missing from search results as missing from the document. The 2026.10.27 check illustrates the difference. Document 2026-21923 appeared as a Rule in search results. Its detail record supplied an effective date of 2026.11.27. A second document, 2026-21922, was a Proposed Rule. Record the page, current statement, cited authority, reviewer, and last accepted interpretation. Collect documents daily against a controlled agency and CFR watchlist. Normalize the source identifiers before matching them to page claims. An exact mapped reference receives a different label from a broad topic match. Both can require review, but their evidence differs. The ticket includes the old claim, existing citation, new document, date semantics, and unresolved applicability. It does not write a legal conclusion from the title. **Output and cadence:** a mapped final-rule change creates an internal review ticket on the daily run. Proposed rules and comment deadlines enter a weekly editorial brief. Corrections reopen the relevant record. The page owner can see whether the change was accepted, rejected as unrelated, or left unresolved. **Who directs and who checks:** the SEO strategy lead selects topics and maintains the page map. The client's subject expert checks applicability and the official edition. The client approves the resulting edit. No collector publishes a rewrite or changes a date merely because a document appeared. **Why it compounds:** the agency and client retain mapped authorities, false matches, superseded citations, approved wording, and the time between publication and review. A replacement editor can trace why a paragraph says what it says. Access to the same public API cannot reproduce that editorial history. The proposed build has two working functions: source-change collection and a claim-to-page review queue. ## Two more tools. ### Search event timeline. “Was there a documented search event during this client's change, and what else happened?” The [Google Search status feed](https://status.search.google.com/incidents.json) provides public event dates and incident references. A private function places those intervals beside the client's approved Search Console exports and release log. The analyst checks affected products, time zones, reporting slices, and concurrent site changes. An overlap is context. It cannot establish that an update caused the client's traffic change. The record keeps explanations later accepted or rejected, with evidence, instead of repeating an unsupported causal story each month. ### Competitor service-section watch. “Which monitored businesses changed their service or city coverage?” A bounded sitemap comparison can group newly observed paths into service and geography sections. [Common Crawl's index](https://index.commoncrawl.org/) offers historical observations where coverage exists, subject to its terms and retrieval limits. Each monitored domain needs a separate terms and robots check. A first-seen path does not establish a launch date, indexing, traffic, or commercial success. The analyst confirms meaningful changes before reporting them. The tool retains path metadata and reviewed classifications without copying competitor articles or harvesting personal information. ## Try the public demo. Official links let the reader inspect the original record. The demo demonstrates public-source discovery. Client URLs, private search exports, commenter identities, and unpublished drafts stay out of the public result. An empty response cannot certify that no applicable rule changed. ## The limits that shape the design. [FederalRegister.gov's legal-status notice](https://www.federalregister.gov/reader-aids/government-policy-and-ofr-procedures/about-this-site) describes its presentation as informational and directs legal reliance to official editions. Preserve the official document link and require expert interpretation. A proposed rule cannot be described as an operative requirement. Federal publication coverage does not include every state or local requirement. Additional jurisdictions need verified sources and a separate mapping. A missing effective date stays unresolved until the source is checked. A failed refresh leaves an explicit source-age warning rather than an empty review list presented as current. Public event dates also have limits. The search-status feed's dedicated reuse license was not established in the source review, so reports should use short factual references and links. Common Crawl access does not remove the rights or privacy limits attached to source material. The intelligence function provides the trigger and evidence. It does not promise rankings, traffic, leads, or an automatic correction that fits every client. ## Build the function your agency owns. Start with a bounded page set whose claims already have identified sources. Acceptance checks should include a proposal, a future effective date, a correction, a false topic match, and a missing source response.
