# Public signals for restoration readiness.

## The blind spot

A restoration company preparing the next shift needs to compare regional conditions with equipment and staff already committed. A forecast river rise can justify reviewing capacity. It cannot identify a damaged building or tell a crew where entry is safe.

The useful tool puts public observations, forecasts, and alerts beside the company's own availability record. It then preserves the preparation decision and the actual work that followed. That history gives the next shift something more specific than a general weather impression.

The [restoration company page](/for/restoration-and-water-fire-damage) covers intake, drying updates, and claim-document preparation after a loss is reported. The readiness board addresses regional preparation before the company has confirmed a new job.

## The flagship tool: regional readiness board

**Your question:** “Where should I review equipment and staffing before the next shift, and what happened in our territory during similar conditions?”

Start with the [NOAA National Water Prediction Service API](https://water.noaa.gov/about/api) and [National Weather Service alerts](https://www.weather.gov/documentation/services-web-api). The source review on 2026.10.27 verified NWPS gauge metadata and stageflow responses for Smithfield, North Carolina.

The [SMFN7 gauge record](https://api.water.noaa.gov/nwps/v1/gauges/SMFN7) identifies the Neuse River at Smithfield. It supplies gauge identity, units, timestamps, and published flood thresholds. The [stageflow endpoint](https://api.water.noaa.gov/nwps/v1/gauges/SMFN7/stageflow) supplies observed and forecast series.

Those are different kinds of evidence. An observed stage records a measurement at a stated time. A forecast stage has an issuance and a future valid time. A threshold describes the gauge's published reference level. None can be relabeled as water depth at a customer building.

### Build the board around reviewed geography.

The operations director chooses the supported service zones and relevant gauges. A qualified reviewer maps gauges to those zones. Nearest-gauge distance alone is not an adequate relationship rule.

The collector preserves gauge LID, USGS identifier where provided, units, observation time, forecast issuance, and valid time. It rejects missing or invalid readings and keeps unknown states visible. A stale forecast cannot quietly become today's outlook.

NWS alert records supply their own identifiers, geographic references, update relationships, and expiry. Match alert polygons or reviewed UGC zones to service territories. If geography cannot be resolved, mark coverage unknown rather than guessing from a county name.

The company can add authorized commercial account counts within those zones. Keep site details inside the company's record. The public-source request does not need customer names, private addresses, claim numbers, or insurer information.

### What the next shift receives.

A same-day board shows the selected gauge, observation and forecast times, official thresholds, active alert evidence, and source age. Beside that evidence, it shows equipment availability and current commitments from the company's approved record.

An account-exposure count is labeled “exposure, loss unconfirmed.” It means the account falls within the reviewed geographic relationship. It does not mean the property flooded or that a customer requested service.

The operations director defines standby questions. A qualified field manager checks conditions, capacity, access constraints, and any proposed preparation. Dispatch, purchases, site entry, equipment settings, and customer communications remain separate human decisions.

Source failure needs a visible state. Retain the last valid observation with its original time and show that collection failed. An empty or unavailable response must never appear as an all-clear signal. Official emergency information remains the controlling source for public warnings.

### Save the event after the weather changes.

Preserve the source snapshots the team used, the decision made, and when it was made. After the event, reconcile aggregate inbound demand, verified job types, equipment commitments, and unused standby capacity.

A review can then ask whether a particular gauge relationship was useful for this company's operating area. It can also identify false alarms or situations where available equipment was overstated. Small histories stay labeled as limited evidence.

The record grows through the company's actual experience. It does not assume that another branch's weather-to-demand relationship applies locally. No model-generated loss estimate replaces verified job information.

The design has two working functions: dated alert and gauge collection, and a capacity board with event review. Acceptance checks include mismatched units, expired alerts, missing forecasts, stale equipment records, and unresolved zone mappings.

## Two more tools

### Commercial reconstruction scope watch.

“Which published repair projects fit our reconstruction work and still need stage verification?” Local permits can provide explicit loss-repair wording. The source review checked NYC DOB NOW and a Raleigh permit layer.

The distinction matters. A NYC fire-damage result described drywall replacement but was already signed off. A Raleigh search for fire returned fireplace work. Neither result established an available reconstruction assignment.

A weekly research queue requires explicit repair language, commercial scope, and a usable project status. It rejects fireplace and routine fire-rated assembly matches. The estimator confirms current scope and whether the work is already assigned. No household victim list is created.

### Public recovery work-mix report.

“Which categories of public recovery work should we understand before developing our capabilities?” [OpenFEMA Public Assistance project data](https://www.fema.gov/api/open/v2/PublicAssistanceFundedProjectsDetails?$top=1) supplies historical project, category, status, and obligation information.

A quarterly report groups regional history by consistent categories and periods. An obligation is not an open bid. The report cannot determine which work remains available or whether the company qualifies to perform it.

Use the data within [OpenFEMA's terms](https://www.fema.gov/about/openfema/terms-conditions), including statistical reporting, attribution, and the required disclaimer. Keep applicant targeting, individual-benefit decisions, and reidentification outside the design. Separate procurement research needs its own verified sources.

## Try the public demo

[Open River readiness view](/tools/river-readiness)

Choose a supported gauge to inspect observations, forecasts, published thresholds, and related alert context. Read issue and valid times with each series. A missing forecast should remain missing.

The public demonstration uses gauge selection rather than a property address. It shows environmental evidence and its age. The private function adds the company's reviewed zones, equipment availability, operating decisions, and event history.

The demo collects no visitor location, occupant identity, claims, loss photographs, or medical information. It cannot show building inundation, safe access, insurance coverage, or a promised response time. NOAA redistribution terms remain a release check for the public view.

## The limits that shape the design

River stage does not establish a loss. A regional alert does not justify victim-directed outreach. The board does not classify water, determine contamination, design drying, interpret coverage, or make an insurance eligibility decision.

Preparation also needs a clear intake route when someone chooses to contact the company. The [restoration emergency-call website guide](/articles/restoration-emergency-call-website) covers that separate path. Its availability statements must reflect the company's actual approved process.

## Build the function your company owns

Scale With Search defines supported gauges, territory mappings, source timing, outputs, and handoff checks before building. Your company owns the snapshots, corrections, decisions, and instructions for the next shift. Each working function starts from $7,500.
