# Public employer intelligence for staffing firms.

## The blind spot

A federal contract award can identify work an employer has won before your agency receives an assignment brief. It cannot tell you whether the employer needs outside staffing, which entity hires at the site, or whether those positions are already filled.

The owner needs a research queue that starts with evidence and names what remains unknown. A contract description can suggest questions about skills and timing. Confirmed demand must come from the employer's actual staffing plan.

The [recruiting and staffing overview](/for/recruiting-and-staffing) covers office preparation from accepted briefs and scheduling records. This intelligence layer supports employer research and market planning. It never ranks applicants or decides who receives an interview.

## The flagship tool: new federal work employer watch

**Your question:** “Which employers near us just won contracts we should ask about, and what work will those contracts involve?”

**What it collects:** [USAspending's award search](https://api.usaspending.gov/docs/endpoints) can return contract identifiers, descriptions, recipient organizations, performance locations, and dates. Start with approved industry codes and a defined territory. Keep modifications separate from newly recorded awards.

The date filter requires care. A search over recent award activity can return a contract whose original start predates the selected window. The verified research used the new-awards-only date mode with contract types A through D. That distinction belongs in the collector's written rules.

A 2026.10.27 query for NAICS 541512 returned two contract records with recorded start dates in 2027. One description concerned interpretation services. That is evidence of a reported award and its stated work. It is not evidence of an unfilled requisition or a staffing budget.

Industry codes alone can also be misleading for a particular agency's specialty. Read the description before mapping it to a role family. If the source is ambiguous, retain an employer research question instead of inventing a job title or headcount.

**The join to your records:** preserve the generated award identifier, public award number, source dates, recipient identity, performance location, and description. Match recipient organizations to the firm's approved account list through reviewed aliases.

Headquarters and place of performance are different fields. Neither proves which entity employs the people at the site. The account manager must establish the actual employer, subcontract route, and relevant location before treating a record as an account opportunity.

Join only business-level relationship records and service capabilities. The result can show that an account fits an approved specialty or has already been reviewed. Candidate profiles, resumes, salary histories, and protected attributes do not belong in this join.

**Output and cadence:** prepare weekly employer evidence cards. Each card carries the award source, recorded dates, work description, location evidence, possible role-family questions, and “staffing need unconfirmed.” Include a reason when the collector rejects a record as irrelevant.

Keep fetched-at time separate from award and performance dates. An amended record should update the existing history. It should not appear as another employer winning the same work.

**Who directs and who checks:** the business development director chooses specialties and territory. The account manager confirms worksite, employer identity, staffing arrangements, and any procurement restrictions before an approach. The research function sends nothing.

**Why it compounds:** the firm retains which awards led to useful discussions, actual award-to-requisition intervals, identity corrections, and signed-assignment outcomes. False positives teach the next review which terms and contract types deserve less attention.

Scope two functions: award collection with event history, then employer matching and review cards. Start with one specialty that the account team can judge from a small checked sample.

## Two more tools

### Territory and pay-context review

“Which county and industry deserve our next sales month, and which assumptions need better evidence?” BLS [Quarterly Census of Employment and Wages data](https://www.bls.gov/cew/additional-resources/open-data/home.htm) supplies area and industry observations.

The checked North Carolina first-quarter 2026 slice contained a private-sector NAICS 5613 row with 6,136 establishments and 131,349 jobs in month three. Its average weekly wage was $1,199. The row identifies a state, industry, ownership group, and quarter. It does not describe an applicant pool or the pay for a specific role.

Keep those identifiers when comparing periods. Respect suppressed values and compare compatible quarters. Join the aggregates to the agency's own service coverage, assignment history, and delivery constraints. A two-function design can prepare comparable tables and a company-specific territory review.

Occupation-level pay analysis needs separately verified occupational records and a checked role mapping. The research confirmed an official OEWS download route but did not validate its numerical contents. No role-specific wage output should depend on that unfinished step.

### Employer layoff-notice watch

“Which regional employer events should our workforce-partnership team understand?” The [New York WARN dashboard](https://dol.ny.gov/warn-dashboard) provides an employer-level source. The research verified a current CSV with employer, county, notice dates, and affected-worker counts.

One function can preserve versions and prepare a weekly event review. The inspected export had two affected-worker columns that must not be added together. Amendments and repeated site records also need reconciliation before counting events.

A notice does not identify which people want work or what skills they have. Keep it separate from any opt-in candidate system. Do not build a worker prospect list from an employer notice. Additional states require individual access and commercial-use checks; the research excluded automated commercial ingestion of North Carolina WARN records.

## Try the public demo

[Open New federal work by state](/tools/new-federal-work)

Choose a supported state and industry to inspect new contract-award evidence with a separately labeled QCEW context figure. The public result should preserve the award period and aggregate-data vintage. A quarterly employment figure must never appear as today's available labor.

The demonstration shows bounded public research results. It does not predict vacancies, identify available workers, or estimate placements. Recipient values that could identify individuals should be withheld. Resumes, personal contacts, visitor searches, and applicant scores stay outside the tool.

The private function adds reviewed account identities, relationship exclusions, accepted matches, and outcomes. Source reuse and field suppression must pass their checks before public release.

## The limits that shape the design

An award amount is not a payroll budget. A recorded start date is not a hiring deadline. Require the account manager to confirm the employer's current position before moving the record into an actual assignment process.

The [employer-page guide](/articles/staffing-agency-employer-landing-page) covers that separate intake step. It explains how a confirmed employer request becomes a usable brief while remaining distinct from an accepted assignment.

Keep this function at the employer and aggregate-market level. Candidate screening, background reports, protected-trait inference, and individual employment decisions require a separate process and are excluded. Public wage aggregates must not become a mechanism for coordinating pay with competitors.

## Build the function your firm owns

Scale With Search defines the specialty, territory, data fields, review owners, and acceptance checks in a written scope. Each function starts from $7,500. Your firm keeps the evidence history, identity corrections, review decisions, and operating instructions.

Acceptance should include an older modified award, a headquarters mismatch, an ambiguous recipient, a suppressed aggregate, and a duplicate notice. The team should be able to explain why each record was included or rejected.
