# Public letting intelligence for paving contractors.

## The blind spot

A tentative roadwork package can help an owner prepare questions about equipment, plant access, and estimating capacity. An invitation supports a different decision. A bid tabulation answers a third question about what was submitted previously.

A useful intelligence tool keeps those records separate and connects their versions. It shows which dates moved, which scopes fit the company, and which historical item comparisons deserve inspection. The estimator retains the decision about whether to pursue and how to price.

The [paving overview](/for/paving) covers inquiry summaries, approved quotes, and crew updates. This page focuses on public roadwork research. A company serving only private driveways needs a different source and customer-fit discussion before adopting a letting watch.

## The flagship tool: letting package and schedule-change watch

**Your question:** “Which upcoming packages should I inspect before my next equipment decision, and which dates moved?”

**What it collects:** NCDOT publishes a [12-month tentative letting list](https://connect.ncdot.gov/letting/Pages/12month.aspx), pavement-treatment lists, letting invitations, and bid tabulations. Start with those North Carolina sources. Another state's documents need their own collection and field checks.

The researched November 2026 through October 2027 tentative list included contract C205252 in Wake County. Its scope named milling, resurfacing, and shoulder reconstruction. That gives an estimator something concrete to inspect before treating it as a possible fit.

The list is tentative. Its date is not a promise that the project will be advertised or opened then. A later invitation and current addenda must establish the procurement step. A 2026.10.27 source check confirmed that the published PDF was accessible; it did not verify every future package's availability.

The [NCDOT letting index](https://connect.ncdot.gov/letting/pages/default.aspx) supplies the next document family. The inspected November 2026 central invitation named a 2026.11.17 opening. The company still needs the current package, qualification requirements, and addenda before deciding to prepare a bid.

**The join to your records:** normalize contract number, WBS or project identifiers, county, division, work description, and tentative date. Preserve several WBS entries inside one contract. Save the document version and page reference with each extracted row.

Match packages to owner-approved work classes, hauling radius, plant access, and equipment constraints. Connect a project to previous company research or known prime relationships only after identity review. A county match alone cannot establish an economical haul.

Compare saved list versions by contract and project identifiers. A missing row needs investigation before being labeled canceled. A date-change marker needs a prior observed version; it cannot be inferred from the current list alone.

**Output and cadence:** prepare a weekly shortlist with scope evidence, tentative date, source page, and unresolved fit questions. Provide a separate changed-date list. Keep a visible last-success date when a source cannot be read.

After a letting, add historical item cards from reviewed bid tabulations. The inspected DH00594 resurfacing tab contained bidder columns, quantities, units, unit prices, and totals. Those columns must stay aligned during extraction.

Tons, square yards, gallons, and lump sums need separate comparisons. Keep item description, quantity band, project context, and sample count visible. A single comparable row is one example. It is insufficient evidence for a market median or a recommended winning price.

**Who directs and who checks:** the owner selects accepted scopes and travel limits. The chief estimator checks the current advertisement, qualifications, and addenda. A second estimating reviewer checks parsed price columns and item equivalence before using a comparison.

**Why it compounds:** the company retains tentative versus actual dates, bid decisions, estimating effort, corrected item mappings, and its own completed-job costs. Later reviews can inspect where public timing and the firm's experience diverged. The history remains available when the estimator who handled a package moves on.

Scope two bounded functions: document intake with version and schedule history, then reviewed bid-item extraction with fit and comparison reporting. The written scope limits the agencies, document formats, and item families included.

## Two more tools

### Open-quote fuel exposure

“Which pending quotes need another check of haul and equipment fuel assumptions?” The [EIA weekly diesel update](https://www.eia.gov/petroleum/gasdiesel/) provides dated regional observations. Join the approved region and source week to the company's recorded gallons and estimate baseline.

One function can prepare a weekly exposure scenario using the owner's accepted formula. It should display the inputs, calculation, quote expiry, and missing assumptions. Unknown gallons cannot become an invented consumption estimate.

The estimator checks actual supplier prices and the contract before adjusting an offer. A public retail index is not the company's delivered fuel price. It cannot authorize a surcharge or change the customer agreement.

### Addendum impact checklist

“What changed after we started this takeoff?” Watch the selected contract's invitation documents and addenda. Preserve document identity, issue date, file version, and page references before comparing changes.

After the flagship collector exists, scope one function that prepares a same-day review list when a watched document changes. It points the estimator to affected quantity, access, timing, or requirement passages. Unclear extraction remains a manual check.

The bid manager owns the selected-contract list. The estimator verifies each impact against the current source. A detected file change does not prove every requirement has been found or every acknowledgment completed.

## Public demo in review

The public version of the Letting finder tool is in review.

## The limits that shape the design

Keep historical public bid evidence separate from future pricing decisions. The tool must not exchange nonpublic competitor prices, coordinate bids, or recommend a common price. Participation and submission remain controlled by the current invitation and your authorized staff.

The research excluded an unverified asphalt-binder feed and scheduled collection from a source whose robots rules disallow it. Neither belongs in the initial promise. Add a source only after its access and actual rows are established.

Private project files need their own receiving process. The [commercial bid-document guide](/articles/paving-website-commercial-bid-document-uploads) covers that website handoff. A public letting demo should never become an upload route for a customer's plans.

## Build the function your company owns

Scale With Search scopes the sources, item families, review roles, and handoff checks. Each function starts from $7,500. Your company keeps the version history, corrected mappings, decisions, and operating instructions.

Test a moved date, a missing package, a mismatched unit, and a PDF column shift. The estimator should see each exception before relying on the output.
