# County migration intelligence for moving companies.

## The blind spot.

A profitable outbound move can still leave an expensive return trip. The owner needs to decide which return lanes deserve partner research and where additional capacity warrants a closer look. Recent inquiries help, but they do not describe the wider county-to-county pattern.

Public migration statistics supply historical context. Your own quotes, completed moves, empty miles, and partner records supply the operating economics. The useful tool keeps those sources separate, then compares them around a decision the operations manager can check.

The [moving company office page](/for/moving-companies) covers estimate changes, pre-move confirmations, and damage reports. This intelligence function supports territory and lane planning. It does not change a customer's estimate or dispatch window.

## The flagship tool: lane balance and territory planner.

**Your question:** “Which directions deserve a return-load partner, and which neighboring county should we investigate before adding capacity?”

**What it collects:** [IRS county migration data](https://www.irs.gov/statistics/soi-tax-stats-migration-data) describe address changes on tax returns. Inflow and outflow files let the owner compare published movement in both directions between counties. The figures are historical tax-return flows. They cannot establish current bookings or the dates when trucks will be needed.

The [2022–2023 county outflow file](https://www.irs.gov/pub/irs-soi/countyoutflow2223.csv) was opened during the 2026.10.27 source check. Its header contains origin and destination state/county codes, returns, individuals, and aggregate income. Its first row is a county migration total rather than an ordinary county pair. A useful collector must identify summary rows before comparing lanes.

| Published field | Treatment in the planning record |
| --- | --- |
| `y1_statefips` and `y1_countyfips` | Origin county, preserved with leading zeros |
| `y2_statefips` and `y2_countyfips` | Destination county, with summary codes excluded from pair comparisons |
| `n1` | Published return count, never relabeled as booked moves |
| `n2` | Published individual count, separate from return count |
| Release period | The historical period beside every result |
| Suppressed values | Unavailable, without reconstruction or replacement by zero |

Aggregate income is unnecessary for this planning question and stays out of the comparison. The function does not estimate household wealth or ability to pay.

The monthly territory layer uses the [Census Building Permits Survey](https://www.census.gov/construction/bps/index.html). County records distinguish structure classes, buildings, and authorized units. Reported figures and estimates with imputation remain separate. A permit measures authorization; it does not establish completed housing or a scheduled move.

**The join to your records:** ingest each public release once and keep its version. Match origin county, destination county, and period to the company's aggregate quotes and completed jobs. Compare reverse directions explicitly so a strong outbound lane is not mistaken for evidence of return availability.

Add actual empty-mile cost, recorded margin, service type, and confirmed partner experience. Keep recent company observations beside the older public figures with separate dates. For territories, join county and month to inquiry origins. Do not create a demand forecast until your own history supports the relationship being tested.

**Output and cadence:** a quarterly lane brief presents both directions, the IRS release period, internal demand, and unresolved partner questions. A monthly territory card presents construction mix, revisions, missing months, and the company's inquiries. Public migration figures change when a new release arrives; they should not appear freshly measured every morning.

**Who directs and who checks:** the owner sets distance limits, service types, and expansion questions. The operations manager checks equipment, operating permissions, partner reliability, and actual return availability. The report proposes research; it does not reserve capacity or authorize a lease.

**Why it compounds:** your company retains rejected lane ideas, quote outcomes, empty-mile costs, partner reliability, and actual job margin. County permit-to-inquiry timing becomes your own observation. The public statistics are shared; the operating history belongs to your business.

The proposed build has two working functions: versioned public migration and permit series, followed by the private lane and territory comparison.

## Two more tools.

### Building handover watch.

“Which newly documented buildings deserve a property-manager conversation?” [NYC DOB NOW Certificates of Occupancy](https://data.cityofnewyork.us/resource/pkdm-hqz6.json?$limit=1) include building identifiers, issuance dates, filing types, and dwelling-unit information. Source checks found renewal records, which must remain separate from new-building candidates.

The private queue joins reviewed building IDs to existing business accounts. A coordinator checks management identity, handover timing, loading arrangements, and elevator requirements. An issued certificate cannot establish actual move-ins. No tenant list, apartment schedule, or permission to enter comes from this feed.

### Office relocation notice watch.

“Which institutional moves fit our packing, crew, and storage capabilities?” [NYC City Record notices](https://data.cityofnewyork.us/resource/dg92-zbpx.json?$limit=1) provide procurement evidence that can be classified by notice type. The source research found historical moving awards and intent-to-award notices. Those establish buyer history, without establishing an open job.

A scoped collector separates solicitations, amendments, awards, and cancellations. The estimator reviews the full current documents and the company's capacity before a bid decision. Bid effort, declined requirements, and completed-job complexity build a private qualification history.

## Try the public demo.

[Open County moving-flow explorer](/tools/county-moving-flow)

Select an origin county and a destination county. The public view is designed to show published flows in both directions, the release period, and any unavailable or suppressed result. It needs no household names, addresses, tax identifiers, inventories, or intended move dates.

The demonstration proves the public comparison. The private tool adds your quotes, completed moves, costs, and verified partner history. Tax-return flows are not booked moves, and same-county movers are not separated from non-movers in the source described here. Missing coverage cannot become zero demand.

## The limits that shape the design.

Keep historical periods and collection dates distinct. Annual migration data cannot support a claim about next week's return loads. Monthly permit totals cannot support a promise about occupancy. Registration records, if added later, cannot by themselves establish a carrier's operating authority, insurance, or available fleet capacity.

No individual household score, eviction research, or targeted customer pricing belongs in this tool. Suppressed cells remain unavailable. Outreach, quotes, dispatch, and partnerships require separate review. Local and interstate requirements must be checked for the actual work being proposed.

The guide to [local and interstate moving service pages](/articles/moving-website-local-interstate-service-pages) helps explain approved coverage on a website. A research shortlist should never update those public service promises automatically.

## Build the function your company owns.

Begin with the counties you already serve and a minimal lane-level export. Handoff checks should include reverse-direction matching, leading-zero codes, summary rows, suppressed cells, old releases, and a county with no usable observation.

Scale With Search scopes the collectors, private comparison, review output, and training as working functions. Each function starts from $7,500. Your company keeps the release history, cost definitions, accepted corrections, and recorded lane decisions.
