A sign permit, initial license, and relocation record each answer part of that question. Collecting them separately leaves the researcher to reconstruct the same address every week. A launch watch connects those events and records what remains unknown. It gives the agency a reason to investigate a business change. The evidence still needs a person who can distinguish a possible opening from a renewal, repair, or unrelated tenant. Website design, brand work, launch material, and content remain the service focus. ## The flagship tool: new business launch watch **Your question:** “Who is opening or moving in our area, what evidence supports that, and which facts do we still need to check?” The verified pilot combines [Chicago Business Licenses](https://data.cityofchicago.org/resource/r5kz-chrr.json) and [Chicago Building Permits](https://data.cityofchicago.org/resource/ydr8-5enu.json). The city's published records supply licensing and construction events. The source review checked both datasets on 2026.10.27. A license row carries business identifiers, application type, dates, and site information. `ISSUE` identifies an initial application. `RENEW` identifies a renewal. `C_LOC` records relocation, while `C_SBA` records a business-activity change. Those categories require different research questions. A permit row adds permit identity, issue date, work description, and location. Its description may supply evidence about a fit-out or signage project. Its reported cost does not establish money available for a website or brand project. ### Make one business history from several events. Collect daily changes with a small overlap window so a revised row can be reconciled. Keep license number, account number, and site number. Multiple licenses at one location must not become multiple businesses in the research count. Match permit candidates through normalized street and unit information, compatible business activity, and a defined time window. An address alone is insufficient in a shared building. If the operator remains uncertain, preserve the project evidence and mark the business match unresolved. The output should explain the match: license event, source dates, permit wording, location agreement, and unresolved identity questions. Avoid a single unexplained opportunity score. A researcher needs to see why a candidate appeared and how to reject it. The proposed watch distinguishes a new event from a new company. It also distinguishes the date the tool first saw a row from an actual opening date. Both may matter to the agency, but only one is established by collection. ### What the owner sees each week. The weekly launch queue groups candidates by the owner's selected trades and territory. Each entry contains the public evidence, current research status, existing-account match, and questions about stage or service fit. Possible creative needs remain hypotheses. A researcher might ask whether a move requires location-page updates or whether a confirmed brand change needs new material. The system cannot declare that work available from a permit alone. The agency owner sets niches and research capacity. A researcher confirms the operating business and stage. The account lead checks existing relationships, exclusions, and any proposed next step. No proposal or message leaves the agency from this queue. ### The history that makes the watch useful. Keep accepted and rejected matches with reasons. Record when the business independently confirmed a launch, what material it needed, and whether that work had already been assigned. Retain source dates even when the initial assumption was wrong. That record can answer a more useful future question: which public events preceded relevant work for this agency, in these trades? It also reveals events that repeatedly produced wasted research. Neither conclusion needs a promise about leads or revenue. The design has two working functions: source collection with matched event history, and a reviewed launch-research queue. The agency owns the identifiers, corrections, exclusions, and operating instructions. Another employee can continue the work without reconstructing it from a departing researcher's inbox. ## Two more tools ### Client move and detail watch. “Which existing client changed location or activity before our approved website facts caught up?” Reuse the Chicago license history, matched to enrolled client accounts through checked account and site identifiers. A same-day exception shows the published change beside the client's currently approved details. The account owner confirms the location, effective date, and affected pages. A public relocation event does not authorize a listing edit. This function preserves separate client records. A change for one branch cannot overwrite another branch or another agency account. Shared templates contain the process; client facts remain with their owner. ### Funded communications work watch. “Which funded organizations have a documented communications task that fits our work?” [USAspending award search](https://api.usaspending.gov/docs/endpoints) offers a separate source for institutional research. The weekly queue preserves the award identifier, recipient organization, project period, and exact description supporting a possible communications deliverable. The agency checks whether the project needs outside work and which purchasing channel applies. An award is funding history. It is not an open vendor invitation, and the award amount is not a marketing budget. The researcher must verify current procurement status before considering a proposal. It shows aggregate licensing and permit activity with source dates. Read initial applications, relocations, and construction events as different measures. Counts are evidence of recorded activity. They do not establish confirmed openings or unmet creative demand. A permit count and a license count also cannot be added together as a count of businesses. The demonstration suppresses small groups and excludes proprietor names, mailing addresses, phone numbers, and visitor search histories. The private function adds checked identity matches, the agency's exclusions, and outcomes from its own research. Chicago requires conditions for derivative applications. The demo must carry the required city notice and retain source attribution. Another city's portal requires its own terms and field review before it joins the coverage list. ## The limits that shape the design A licensing event cannot establish contact permission. The function sends no calls, texts, or email. Any later communication follows the agency's approved channel process and applicable requirements. New York City's permit feed is a possible second-city source, with a distinct schema and reuse review. The source check found a placeholder stating that a permit was not yet issued. Such a row must never appear as an issued project. Additional geography is explicit scope, not assumed national coverage.
