# Public award evidence for machine shop sales planning.

## The blind spot

A machine shop can describe what it makes without knowing which public buyers repeatedly purchase related work. Federal award records offer a place to investigate that question. The useful task is connecting purchasing descriptions to the shop's documented processes, materials, and qualification limits.

That connection needs an estimator. A machining classification can include a material purchase. A familiar process word can appear in work the shop cannot accept. The tool should show why a record matched and what remains unknown before anyone spends time on an account.

The [machine shop industry page](/for/machine-shops-and-precision-manufacturing) covers controlled RFQ and production records. This intelligence function starts earlier, with public buying evidence and a private record of which candidates proved relevant.

## The flagship tool: repeat-buyer and prime-award watch

**Your question:** “Who keeps buying the kind of parts we make, and which recent awards deserve a closer look?”

The [USAspending award search API](https://api.usaspending.gov/docs/endpoints) supports searches of federal award records. A bounded search on 2026.10.27 used the machine-shop classification, NAICS 332710, and returned contract descriptions, recipients, agencies, amounts, and start dates.

One returned description was “NIOBIUM ALLOY SHEETS.” Another was “HARDWARE FOR SCROLL FILTER ASSEMBLY PROJECT.” Those source descriptions illustrate the screening problem. The first indicates a material purchase. Neither establishes a tolerance, a drawing revision, an available subcontract, or a requirement your shop has qualified to perform.

**What it collects:** the owner chooses a small set of classifications and process terms. The proposed collector checks awards weekly, preserves their source identifiers, and records changes. It groups relevant records by purchasing organization and corporate recipient. Missing office detail stays missing until a verified source supplies it.

An award identifier alone may not distinguish records across every agency. The search response supplies a generated internal identifier for deduplication. Recipient name variants require review before separate records become one account. A large amount cannot substitute for technical relevance.

**The join to your records:** match descriptions against an estimator-approved capability matrix. Include accepted processes, material families, known exclusions, and questions that require engineering review. Then compare candidate organizations with the shop's account history. Existing relationships, prior rejected work, and known in-house machining capabilities can change the next research step.

Keep the source description beside the reason for the match. If the record says only “hardware,” the tool must not expand that word into a specific operation. Missing process, material, certification, or dimensional evidence belongs in the review card.

**Output and cadence:** prepare a weekly list with two views. One shows organizations with repeated relevant purchasing records. The other shows recent awards that merit account research. Both display source dates, descriptions, identity confidence, and an explicit next question.

| Candidate-card field | What the estimator checks |
| --- | --- |
| Award evidence | Original description, identifier, date, and official reference |
| Capability match | Exact source words connected to an approved shop capability |
| Missing requirements | Material, process, certification, or drawing details still unknown |
| Account history | Previous qualification decisions and relationship constraints |
| Research decision | Investigate, reject, or wait for better information |

Zero-value records and amendments must not appear as new spending without a verified basis. A recorded performance end date cannot become a promised rebid date. The list describes award history and research candidates.

**Who directs and who checks:** the sales manager chooses sectors and process categories. A senior estimator checks technical fit. The account manager confirms organization identity and relationship conflicts. No function submits a bid, sends a capability statement, or promises delivery.

**Why it compounds:** retain rejected matches, corrected buyer aliases, qualification questions, real RFQs, and quote outcomes. Your shop can later see which public descriptions led to appropriate work and which repeatedly wasted review effort. The public records remain available to competitors. Your corrected account history remains yours.

Scope two functions: award collection with organization history, then capability matching and the reviewed weekly brief. Start with a narrow process set whose matches an estimator can check directly.

## Two more tools

### Quote review trigger

“Which repeat quotes need another look before we reuse them?” The [BLS public API](https://api.bls.gov/publicAPI/v2/timeseries/data/PCU332710332710?startyear=2025&endyear=2025) supplies observations for the machine-shop producer price series. Preserve the period and any preliminary or revised status.

A monthly function compares each quote's approved base period with the selected index. It lists candidates for purchasing and estimating review. An output-price index does not establish your supplier cost, material surcharge, or selling price. Purchasing checks current costs before the estimator changes a quote.

The company keeps approved thresholds, overrides, and the difference between public index movement and its own costs. It exchanges no nonpublic competitor pricing and sends no revised quote automatically.

### Sources-sought fit screen

“Which early notices deserve estimator time?” The [SAM.gov opportunities documentation](https://open.gsa.gov/api/get-opportunities-public-api/) describes keyed access to opportunity records. Operational access must be verified using the company's authorized account before this connector enters a build scope.

Once that prerequisite passes, a separate function can review sources-sought and presolicitation metadata against the capability matrix. Changed deadlines and notice versions remain visible. Quality and estimating check every qualification claim. Award history can provide context, but an award record never substitutes for the current notice.

## Try the public demo

[Open Who buys machining](/tools/who-buys-machining)

The public view offers a bounded look at award evidence using controlled search choices. Treat the returned organizations as research candidates. It does not announce that they need your shop or have an open subcontract.

The private function adds your capabilities, relationship exclusions, estimator corrections, and RFQ outcomes. The public result excludes personal contacts, person-like recipient records, drawings, and uploaded quote requests. For the separate task of explaining your capabilities publicly, use the [machine shop capabilities-page guide](/articles/machine-shop-capabilities-page).

## The limits that shape the design

Federal awards do not cover every state, municipal, or private purchase. A new procurement source needs its own access and field checks. The output must label the period and source coverage instead of claiming to map the whole market.

Award metadata authorizes no access to controlled drawings or technical data. Those materials stay outside this collector. Staff retain export, engineering, quality, and commercial decisions.

Acceptance should include the material-purchase false positive, a duplicate account alias, a zero-value record, and a vague description. The reviewer must trace each candidate to its evidence and reject a poor match. Source failure must not appear as a week with no buying activity.

## Build the function your shop owns

Scale With Search defines the source filters, capability rules, review roles, and handoff tests in writing. Your shop keeps the account history, corrections, and operating instructions. A working function starts from $7,500. Additional source access and controlled-data work require their own explicit scope.
