The dispatch or compliance desk still has to decide whether it touches any work the company handles. Reading the headline is only the first step. The useful question is which shipment owner should open a file, what evidence supports that match, and whether the notice still applies. That requires approved job tags and a record of checked exceptions. This intelligence function brings external evidence into the review queue before someone repeats an outdated assumption to a customer. ## The flagship tool: customs notice and tariff change watch **Your question:** “Which notice or schedule change today needs someone to open one of our jobs?” **What it collects:** CBP's Cargo Systems Messaging Service publishes notices through its [embedded RSS feed](https://content.govdelivery.com/accounts/USDHSCBP/widgets/USDHSCBP_WIDGET_2.rss). Store the notice identifier, title, publication time, original link, stated event window, and references to earlier messages. A feed check on 2026.10.27 returned CSMS 70297705. Its title announced an ACE Certification maintenance window on 2026.10.28, from 5:00 PM to 8:00 PM Eastern. The system name and stated window matter. That headline alone does not establish a production outage or a delay to a particular shipment. The same check returned CSMS 70297853 about a new ACE Portal financial-transactions tab. A topic match should route it to the appropriate reviewer. It should not become an urgent shipment alert merely because it is the newest notice. The tariff side starts with an approved code watchlist. The [USITC HTS search](https://hts.usitc.gov/reststop/search?keyword=8507.60) returned rows for 8507.60 during research, including hierarchy and general-rate fields. The effective-period fields were empty in the inspected response. An empty effective date stays unknown. Fetch time cannot supply it. Preserve schedule context and footnotes, then ask the authorized broker to determine whether a change applies. A general-rate field is insufficient to calculate the payable duty for a shipment. **The join to your records:** match explicit notice references to approved shipment tags. Use internal job identifier, mode, relevant system, port, and broker-approved commodity tags. A public topic match creates a candidate; the shipment owner confirms the operational connection. For schedule changes, match the watched HTS code and recorded revision to the customer's approved SKU-to-code map. Keep the original code and the changed field visible. Missing or replaced codes require review instead of an invented successor classification. **Output and cadence:** check the notice feed hourly using a shared cache. Prepare an internal exception queue with the source link, possible job identifiers, event window, and missing applicability facts. Produce a daily before-and-after register for watched tariff records. Publication time, event time, retrieval time, and review time remain separate. A correction links to the original notice. An expired maintenance window should not remain an active outage alert without supporting evidence. A failed collection produces an explicit failure record. **Who directs and who checks:** the compliance lead selects notice topics and watched codes. The shipment owner or authorized customs broker confirms applicability. Changes to documents, customer messages, and operating instructions follow the company's approval process. **Why it compounds:** the company retains accepted matches, false alarms, interventions, and resolution times. It also keeps the reviewed code-to-SKU map. Staff can see which notice types affected their actual work and which repeated phrases produced noise. The selected series, observation week, units, and publication date must travel with the value. Join each contract to its approved series, baseline, lag, rounding rule, and formula. Calculate the expected component deterministically. Compare it with the draft billing line and show the difference with its inputs. One weekly exception function can cover an agreed formula family. The billing reviewer checks the signed contract before any change. A missing clause or mismatched region stops the calculation. EIA's published average does not create a surcharge or replace the company's contract. The owned record accumulates accepted clause interpretations, rounding decisions, and resolved discrepancies. The verified research sample carried 2026.10.20 observations. Preserve that week and the reported units.
