# Public intelligence for IT and managed service providers.

## The blind spot.

A forwarded procurement link leaves your team with several unanswered questions. Does the requested network work fit your services? Has the institution changed its requirements? Which date controls the response? Can your engineers deliver the project within its actual scope?

Public E-Rate records can give that review a consistent starting point. The useful private addition is your capability matrix, available delivery capacity, and history of bid decisions.

The [IT and managed service provider page](/for/it-and-managed-service-providers) explains ticket, incident, and change preparation. This intelligence function works earlier: it prepares public purchasing requests for a bid decision.

## The flagship tool: school and library network bid watch.

**Your question:** “Which posted network jobs fit what we deliver, and what changed since we last looked?”

The proposed watch collects certified and modified FCC Form 470 records. It groups the relevant service information, checks for changed status, and compares requested work with the firm's approved capabilities. A procurement lead reads the current form and any issued RFP before the firm commits effort.

The output is a daily shortlist with reasons. It does not predict a win or treat every retrieved record as an open opportunity.

### Read the record before reading the sales opportunity.

USAC publishes [E-Rate Open Competitive Bidding Basic Information](https://opendata.usac.org/resource/jp7a-89nd.json) and [FCC Form 470 Tool Data](https://opendata.usac.org/resource/jt8s-3q52.json). The verified sources contain application identifiers, funding years, institution references, status, dates, and links to form information.

A dated 2026.10.27 source check found a form certified on 2026.10.26 with an allowable contract date of 2026.11.23. That later date must not be relabeled as a bid deadline. The current form, any issued RFP, and applicable procurement instructions determine the response requirements.

Our separate unsorted API probe returned a 2017 funding-year record. The endpoint being available today does not make its first returned row current. Collection needs explicit date ordering, funding-year handling, and a clear review window.

| Field | What the bid reviewer needs it for |
| --- | --- |
| Application number | Keeping the form and its related service rows together |
| Funding year | Separating procurement cycles |
| Billed entity number | Connecting institution history across those cycles |
| Certified date | Establishing when the posted form entered the process |
| Allowable contract date | Preserving the source's contract-timing field |
| Modification date and status | Checking for amendments or a changed form state |
| RFP or form link | Reading the actual scope and submission instructions |

A date without its meaning is an easy way to create a misleading shortlist. Each date keeps its original label and source.

### Join the request to your delivery capability.

The business development lead defines states, supported service categories, equipment experience, and capacity limits. The collector retrieves bounded records daily and preserves changed versions.

Application number and funding year identify the form. The billed entity number supplies institutional context. Repeated service rows and attachment links need grouping so one procurement does not appear as several independent opportunities.

The firm's own capability matrix supplies the match. A requested installation can fit the equipment your team supports while exceeding your approved travel area. A service description can look relevant while an unread attachment contains a disqualifying requirement.

The shortlist therefore separates supported fit, unresolved scope, and a checked reason to decline. Missing attachments or unclear deadlines remain review tasks. They do not become guessed eligibility or a fabricated closing date.

**What you receive:** a daily queue with institution, location, requested service evidence, funding year, source dates, latest change, and an RFP-reading task. A weekly bid meeting records the decision and its reason.

**Who directs and who checks:** the business development lead sets the territory and service boundaries. The procurement lead confirms the current form, any RFP, eligibility, deadline, and submission route. The delivery lead confirms capacity before a proposal proceeds.

**Why it compounds:** the firm retains bid decisions, amendment history, preparation effort, qualification failures, and later outcomes for each institution. A public download cannot recreate your reasons for declining work or the effort previous bids required.

The initial design has two working functions: collection with amendment history, then a capability-based review packet. Bid submission and buyer communication remain separate actions.

## Two more tools.

### Client exploited-product review.

“Which products we manage deserve a technician's attention today?” The [CISA Known Exploited Vulnerabilities catalog](https://www.cisa.gov/sites/default/files/feeds/known_exploited_vulnerabilities.json) supplies CVE identifiers and affected-product references. FIRST's [EPSS API](https://api.first.org/data/v1/epss?limit=1) adds dated CVE-level scoring as a separate input.

A private function matches those references to customer-authorized asset exports. It preserves tenant and asset identifiers and sends uncertain product or version matches to review. A technician verifies applicability and the relevant vendor advisory.

A catalog match does not prove exposure or compromise. A CVE score does not establish an individual client's breach probability. The function does not scan prospects, run commands, close alerts, or make production changes.

Its useful history consists of checked product aliases, false matches, maintenance constraints, and completed review decisions. Keep each tenant's inventory and evidence separate.

### Product retirement runway.

“Which migrations should we plan before their deadlines bunch together?” The [endoflife.date Windows API](https://endoflife.date/api/v1/products/windows) provides release and support fields with source references.

The proposed function joins exact product editions and releases to an authorized inventory. Unknown editions and support extensions remain unresolved. A senior engineer checks the vendor's current terms before a customer commitment.

A monthly calendar can combine confirmed support dates with the firm's own effort estimates. Community-maintained lifecycle data remains a research input. Product names alone cannot establish support entitlement or a migration deadline for every installation.

## Try the public demo.

[Open E-Rate bid finder](/tools/erate-bid-finder)

Choose a supported state and service category. Review institution-level records, funding year, certified date, allowable contract date, status, and the official source link.

Read the current form and any RFP before treating a result as actionable. The demo proves the public record path. It does not know your certifications, delivery capacity, bid history, or whether an amendment changes the decision.

The public response excludes contact names, emails, telephone numbers, and authorized-person fields. Searches should not become a marketing list. The private function adds the firm's capability checks and owned decision history.

## The limits that shape the design.

USAC's [provider bidding instructions](https://www.usac.org/e-rate/service-providers/step-2-responding-to-bids/) govern participation and responses. The research function does not help write a Form 470 or RFP the provider intends to bid on. The procurement checklist must retain applicable gift and competition restrictions.

Source collection and outbound communication have separate approvals. A published contact field does not authorize a general sales campaign. The watch ends with a review queue.

A failed refresh must show the age of the last usable record. A capped result must say it is partial. Neither condition should quietly turn into “no suitable bids.”

Use the [MSP service-area page guide](/articles/msp-onsite-service-area-website-pages) to describe the coverage your firm has approved. That published scope can inform the capability matrix; one past site visit cannot establish permanent coverage.

## Build the function your firm owns.

Scale With Search scopes the sources, service matches, review roles, and acceptance checks before implementation. Your firm owns the bid history, corrections, operating instructions, and run records. Each working function starts from $7,500.
