# Public signals for employer benefits agencies.

## The blind spot

A benefits agency planning next season needs more than a list of local employers. It needs to understand which reported benefit arrangements fit its services, when those contracts historically ended, and which carriers appear in the filings.

Public Form 5500 data provides a starting point. The difficult part is joining the filing to the right contract and keeping past dates distinguishable from confirmed current dates. Without that distinction, a calendar can look precise while directing producers toward the wrong month.

The [insurance agency page](/for/insurance-agencies) covers office preparation from approved client records. This function builds an earlier business-research view from public filings. It does not replace the agency's maintained renewal calendar.

## The flagship tool: benefits book map

**Your question:** “Which employers fit our benefits practice, which carriers appear in their records, and when should we investigate their current buying cycle?”

Start with the [DOL Form 5500 datasets](https://www.dol.gov/agencies/ebsa/about-ebsa/our-activities/public-disclosure/foia/form-5500-datasets). The source review on 2026.10.27 checked the core filing, Schedule A, and Schedule A broker-detail file.

Schedule A includes the reported carrier, carrier NAIC code, policy from and to dates, covered count, and benefit-type flags. The core filing provides sponsor identity and location. The broker-detail layout includes `INS_BROKER_NAME`, broker city and state, `INS_BROKER_COMM_PD_AMT`, and `INS_BROKER_FEES_PD_AMT`.

A row therefore answers a historical question: what did this filing report about this contract for this period? It does not answer whether the contract still exists, whether the producer remains involved, or whether the employer wants a proposal.

### Keep the contract inside its filing.

The collector refreshes monthly. `ACK_ID` connects the schedule to the core filing. Schedule and broker detail also need the relevant `FORM_ID`, so rows from separate contracts do not collapse into one record.

Across periods, sponsor EIN, plan number, and carrier identifiers help locate comparison candidates. They do not eliminate ambiguity when one plan has several contracts with the same carrier. Preserve distinct contract rows and require review before declaring a carrier or broker change.

Amended filings need explicit handling. Keep the replaced version and the amendment relationship. Compare consistent reporting periods, and show missing values as missing. A failed join cannot become evidence that a carrier lost an account.

### What appears on the research calendar.

The monthly calendar groups employers by reported policy-end month, benefit category, sponsor geography, and the agency's accepted size band. Every row displays “historical date, confirm current cycle.” It also carries filing year, source age, carrier, and the supporting record.

A licensed producer confirms employer identity and current timing before a historical month becomes a working agency date. The producer records the confirmation source and date. Future runs preserve that checked fact while continuing to show where the public filing differs.

Reported covered counts belong to contracts. They must not be casually added into a unique employee total across overlapping benefits. Likewise, sponsor geography reflects the filing location. It does not establish the locations of every covered employee.

Broker and compensation details belong in a restricted research view when relevant to the agreed scope. A filed commission figure does not establish service quality, an unreasonable charge, or a reason to criticize another agency. Public demonstrations omit broker names and contract identifiers entirely.

### Who owns the next decision.

The benefits principal selects states, lines, employer segments, and research capacity. The analyst checks filing joins and denominators. A licensed producer determines whether the account fits the agency's authority, appointments, and available service.

The function ends at the research queue. It cannot quote, bind, alter coverage, recommend a policy, or contact the employer. The agency retains its separate processes for those actions.

This design has two working functions: joined filing history and a reviewed research calendar. Handoff checks include multiple contracts, amendments, malformed dates, missing carrier codes, and historical dates that disagree with a producer-confirmed cycle.

### What the agency accumulates.

The owned record preserves confirmed cycles, corrected employer identities, carrier changes that staff checked, and reasons to exclude an account. Record a research outcome even when no approach follows. That negative evidence prevents the same weak candidate from returning each month.

Later, the agency can compare its assumptions with voluntary discovery outcomes and actual service fit. Public filings remain accessible to other firms. Your confirmed timing and account history reflect work your team performed.

## Two more tools

### New motor carrier watch.

“Which transportation businesses entered the public carrier file in our territory?” The [FMCSA Company Census File](https://data.transportation.gov/resource/az4n-8mr2.json) supplies a separate commercial research source.

The verified schema includes `dot_number`, `add_date`, `power_units`, `total_drivers`, and cargo information. A weekly comparison matches on DOT number and shows first-seen records alongside the source addition date. Those dates describe registration evidence, not a confirmed insurance purchase.

Drop officer names, phone numbers, and email addresses during collection. Keep any business research within the agency's approved lines and territory. A licensed producer verifies operating status and fit before considering a separate conversation.

### Weather service-load queue.

“Which service territories need a staffing check today?” [National Weather Service alerts](https://www.weather.gov/documentation/services-web-api) provide official event, timing, and geographic information.

Match alert zones to the agency's reviewed service territories. Keep updates, cancellations, and expiry visible. The service manager can compare active evidence with staff capacity and authorized aggregate account counts.

An alert is not a confirmed loss, a coverage decision, or an underwriting input. A source failure displays unknown status. It does not display an all-clear message. Licensed staff retain control of any later customer information.

## Try the public demo

[Open Benefits contract season map](/tools/benefits-contract-season)

Choose the supported state and benefit category to inspect reported policy-end months. Read the filing-year label with the histogram. These are historical contract periods, not verified upcoming renewals.

The public view uses scheduled aggregates from Schedule A and the core filing. Carrier comparisons need the displayed denominator and coverage limits. A share within observed filings cannot establish a carrier's share of the entire local insurance market.

The demonstration excludes employers' contract numbers, broker names, signers, addresses, phone numbers, and employee information. The private function adds the agency's checked account matches and current-date confirmations.

## The limits that shape the design

No person receives an insurance eligibility or price score. Claims, medical histories, household policies, and employee health records stay outside these functions. Private agency records require a separate access and confidentiality review before integration.

Research supplies no permission to call, text, or email. Those channels need their own approved process. The [commercial insurance page guide](/articles/insurance-agency-commercial-industry-pages) covers how to describe an approved business audience without promising policy suitability.

## Build the function your agency owns

Scale With Search defines the source files, contract joins, output, and human checks before building. The agency owns the history, corrections, run instructions, and acceptance evidence. Each working function starts from $7,500.
