# Public project intelligence for general contractors.

## The blind spot

A construction keyword can appear in a rezoning matter, a designer-selection notice, an inspection award, or an open construction bid. Each points to a different decision. Treating them as one opportunity list wastes the estimator's attention.

The useful question is which projects deserve preparation now, and what evidence would justify the next step. That requires a history of stages, source dates, qualifications, and the company's own reasons for pursuing or declining work.

The [general contractor overview](/for/general-contractors-and-construction) covers inquiry summaries, change requests, and approved project updates. This intelligence layer supports decisions before estimating and during evidence review. It does not change accepted scope or commit crews.

## The flagship tool: planning-to-procurement stage watch

**Your question:** “Which projects should I be preparing for before everyone sees the bid?”

**What it collects:** start with a bounded public-owner portfolio or jurisdiction. Legislative matters, capital committee packets, designer-selection notices, and construction notices supply different parts of the timeline. Verify the source and its publication rights before adding it to the scheduled collection.

The [Legistar public API](https://webapi.legistar.com/Help) provides a route to legislative matters. The research verified a Seattle rezone record with legislative dates, status, site information, and a local project number. A test using a Raleigh client name failed. One working city does not establish access to another.

The [NYC City Record dataset](https://data.cityofnewyork.us/City-Government/City-Record-Online/dg92-zbpx) provides notice identifiers, sections, titles, dates, and descriptions. A 2026.10.27 check returned request 20261020021 under “Public Hearings and Meetings,” titled “Bronx CB7 FY2028 Statement of Needs and Budget Requests.” That is planning context. It is not an invitation to price construction.

The research also found a roof-related inspection-award comment notice. Its roof keyword did not make it a roofing bid. This is why the collector must inspect notice type and surrounding evidence before assigning a stage.

[University board materials](https://leadership.ncsu.edu/board-of-trustees/board-materials/) can add capital-project context. The inspected September 2026 committee packet contained a capital table dated 2026.08.14. Preserve the table's own date alongside the packet date. A newly downloaded document may still describe an earlier project state.

**The join to your records:** retain public owner, project number, facility, source version, and notice type. Use identifiers to link changes first. A similar building name should create a proposed match for review, especially across campuses or agencies.

Match each project to company-approved territory, delivery methods, project sizes, qualifications, and available estimating capacity. Keep total project budgets separate from construction estimates. Neither value becomes an available contract amount by assumption.

**Output and cadence:** prepare a weekly early-project queue. Show the stated stage, exact evidence, source date, unknown facts, and next review trigger. Label the bid status unverified until the current solicitation has been checked. For selected projects, prepare daily deadline and addendum exceptions.

A useful stage sequence distinguishes study, funded design, designer selection, pre-bid activity, construction bidding, addenda, and award. It also permits “unclear.” An incomplete description should never be forced into the nearest attractive category.

**Who directs and who checks:** the business development director selects owners and project classes. The chief estimator verifies current documents, participation requirements, bonding, and fit before allocating takeoff work. The tool prepares that decision; it does not make a commitment.

**Why it compounds:** the company retains first-seen dates, actual stage changes, estimating effort, bid decisions, and results. Over time, staff can compare an owner's published plans with the timing they observed. Rejected pursuits remain useful evidence instead of disappearing from an inbox.

Scope two functions: source collection with project history, then a fit screen and change-review queue. Adding another public owner requires its own source mapping and acceptance checks.

## Two more tools

### Estimate input-price review

“Which older estimates need fresh supplier quotes before we stand behind them?” BLS provides the national [construction-input series WPUIP230000](https://api.bls.gov/publicAPI/v2/timeseries/data/WPUIP230000?startyear=2025&endyear=2026). The research also verified the iron-and-steel series WPU101.

An observation needs its series identifier, month, value, and revision flags. The checked construction-input observation for September 2026 was marked preliminary. Preserve that label when comparing it with an estimate's pricing date.

Join approved material categories to estimate versions, unpurchased items, supplier quote dates, and company-set review thresholds. This single function prepares a monthly stale-input queue. Purchasing obtains an actual supplier quote; the estimator decides whether the offer needs revision.

A national input index does not represent the full local estimate. It cannot establish labor, delivery, fabrication, or contract entitlement from one percentage change. Keep the calculation and its exclusions visible.

### Closeout inspection exception queue

“Which current jobs have conflicting office and public inspection evidence?” The [Chicago Building Violations dataset](https://data.cityofchicago.org/Buildings/Building-Violations/22u3-xenr) supplies inspection and violation identifiers, recorded status, addresses, and modification dates.

Join only the company's authorized job register. Group by inspection and deduplicate violation records before comparing the public status with the office's closeout record. An old or disputed finding needs a review label.

Scope one daily exception function. The superintendent and project administrator confirm the current disposition with the authority. The output cannot close a permit, certify a building's condition, or declare that an inspection passed.

## Try the public demo

[Open Construction notice check](/tools/construction-notice-check)

Filter supported NYC notices by agency, construction topic, and date. The result should distinguish planning, design, award, inspection, and construction-bid evidence. Source links and dates let an estimator inspect the classification.

The demonstration proves notice retrieval and stage handling. It does not establish complete bid coverage or eligibility. The private function adds your company criteria, watched projects, saved versions, and review decisions.

Personal contact fields and information embedded in notice text should stay outside the public result. Your bid prices, qualification records, and estimating notes belong only in the private system.

## The limits that shape the design

The current procurement documents control contact, qualifications, and submission. A planned bid date or approved capital allocation cannot substitute for them. Source failures must remain visible rather than turning into a “no projects” message.

After a project enters your accepted workload, keep external planning signals separate from public availability claims. The [contractor availability guide](/articles/contractor-website-project-availability) explains how to publish a status your office can maintain. An attractive pipeline does not establish an available start date.

## Build the function your company owns

Scale With Search defines the sources, stage rules, private joins, reviewers, and handoff checks in a written scope. Each function starts from $7,500. Your company keeps the collected history, corrections, and operating instructions.

Test an award mistaken for a bid, an old table inside a newer packet, duplicate facility names, and an inaccessible source. The handoff should demonstrate that each case reaches the correct reviewer with its uncertainty intact.
