Is the recorded shortage geographic? Does it concern a particular population? Does it apply to a facility? Those distinctions change what the owner should investigate. Public designation and population data can frame that investigation. They cannot supply the local staffing plan, partner agreement, or operating budget. The useful system brings those two kinds of evidence together while preserving their different meanings. Patient charts, treatment decisions, and individual marketing audiences stay outside it. ## The flagship tool: dental shortage change watch **Your question:** “Which underserved areas deserve a site visit, an extra clinic day, or a partnership conversation, and what changed since last quarter?” **What it collects:** HRSA's dental Health Professional Shortage Area records identify designations, types, status, scores, dates, and component geography. The [HRSA shortage download page](https://data.hrsa.gov/data/download?titleFilter=Shortage+Areas) provides the dental CSV. That versioned file supplies the private function's historical baseline. The [HRSA dental map layer](https://gisportal.hrsa.gov/server/rest/services/HealthCareShortage/HealthCareShortage/MapServer/4) provides a bounded route for county queries. A 2026.10.27 check of county FIPS 37067 returned “LI - Forsyth County,” status “Designated,” type “HPSA Population,” and score 15. That row supports a question about the designated population. It does not label every resident of Forsyth County as underserved. It also does not establish available appointments, practice profitability, grant eligibility, or permission to operate. The designation identifier matters more than the number of rows in an export. One designation can appear across several component records. Several designations can also overlap. Preserve those relationships instead of adding every population value into an apparent market total. **The join to your records:** match snapshots by HPSA identifier, component identifier, designation type, and county FIPS. Keep source dates and withdrawn status. Connect those records to your approved territory and a private site-study workbook. That workbook can hold checked travel barriers, partner discussions, staffing constraints, and reasons a proposed service model would not work. It should record what staff learned without collecting patient-level health information. **Output and cadence:** take weekly snapshots and prepare a change digest. Show newly observed, withdrawn, and rescored designations separately. Provide a quarterly planning view with the type, age of the evidence, and questions requiring local verification. A first run establishes current observations. It cannot claim a designation changed last quarter unless a comparable earlier record exists. Failed downloads should retain the last successful snapshot with a warning and a named review task. **Who directs and who checks:** the owner selects counties and care models. The practice manager checks staffing and operational feasibility. The dental director reviews the population interpretation and proposed service question. **Why it compounds:** the practice keeps what site visits found, which access assumptions were wrong, which partnerships were feasible, and why locations were rejected. The next planning cycle starts from that checked record. It does not depend on the person who attended the original meeting. Scope two functions: versioned designation collection with component checks, then a change report and site-study workbook. ## Two more tools ### Preventive access program planner “Where should we investigate barriers to preventive dental visits?” The CDC's [PLACES county data](https://data.cdc.gov/resource/swc5-untb.json?measureid=DENTAL&$limit=1) supplies modeled adult dental-visit estimates. County identifiers, observation year, estimate type, and uncertainty belong beside the displayed value. The verified Forsyth County observation reported 64.4 percent for 2022, using crude prevalence. The observation year is part of the fact. A later download date does not turn it into a measurement of this month's visits. A single reporting function can join compatible county observations to the practice's partner register, proposed program costs, and available staff time. It prepares questions about access and local feasibility. The dental director checks the interpretation before a program is proposed. Do not use adult estimates to infer children's treatment needs. Do not identify households that supposedly skipped care. Record any later program attendance totals separately; the public model cannot demonstrate that your program caused a change. ### Medicaid policy review calendar “Which published policy version should our billing team read?” The [North Carolina Medicaid dental program page](https://medicaid.ncdhhs.gov/providers/programs-and-services/dental-and-orthodontic) and its policy documents can support a publication watch. Track policy number, document link, visible amendment date, and observed file version. The verified policy 4A document carried an amendment date of 2023.12.15. A more recent page check does not change that document date. Route a changed document to the billing owner and dental director, with their decision recorded separately. Scope one metadata function for one state. Current numerical fee ingestion was not established in the research. Fee comparisons therefore remain outside this design until a current permitted export is verified. Licensed code descriptions should not be copied into a product without the required rights. ## Try the public demo [Open Shortage area explorer](/tools/shortage-area-explorer) Select dental coverage and a supported county to inspect designation facts. The public view shows the designation type, status, score, and source date. One county can contain several different designation areas; the page must preserve that distinction. The map service has a response limit. A partial result needs an explicit incomplete-coverage message. Missing or truncated data cannot become a zero-shortage conclusion. The private function adds saved snapshots, your planning criteria, field observations, and approved follow-up decisions. The public demonstration does not need a patient record, personal address, facility contact, or visitor health history. ## The limits that shape the design A shortage designation helps define a research question. It does not select a location or certify the financial case. Keep staffing availability, service permissions, payer arrangements, and partnership conditions as separate checks owned by the practice. The HRSA download page states no usage limitations. The map layer's separate reuse details still need confirmation before public operation. Each added state policy source also needs its own access and rights review.
