# Public signals for bookkeeping and tax practices.

## The blind spot

A practice considering nonprofit work needs a way to choose which organizations to research. A directory supplies names. A dated public record can supply the reason to look again: a ruling date, a changed reported amount, or a different filing requirement code.

The owner still needs to establish whether the organization exists locally, fits the practice, and wants help. Public financial figures cannot answer those questions. They can give a researcher a smaller, explainable starting list.

The [bookkeeping and tax practice page](/for/bookkeeping-and-tax-practices) covers work inside an existing engagement. This intelligence function prepares market research before an engagement, using public organization records and a separate review history.

## The flagship tool: nonprofit filing-tier watch

**Your question:** “Which nonprofits near us have changed enough that we should read their latest return before deciding whether our services fit?”

Start with the [IRS Exempt Organizations Business Master File](https://www.irs.gov/charities-non-profits/exempt-organizations-business-master-file-extract-eo-bmf). Its state CSV files provide organization-level records. The [North Carolina file](https://www.irs.gov/pub/irs-soi/eo_nc.csv) was verified in the source review on 2026.10.27.

A row includes `EIN`, `NAME`, `CITY`, `ZIP`, `RULING`, `FILING_REQ_CD`, `ASSET_AMT`, `INCOME_AMT`, `REVENUE_AMT`, and `NTEE_CD`. These are separate fields with separate meanings. A revenue amount must retain its reported label. It must not silently become gross receipts, current cash, or an estimate of what the organization can spend.

The function keeps monthly snapshots, matched by organization EIN. It shows first-seen records, ruling dates, reported financial bands, and changes between snapshots. The first collection establishes a baseline. It cannot truthfully report growth since a prior snapshot that the practice never collected.

A new appearance in the extract is a new observation by the tool. It does not establish a new organization or a recent operating launch. Likewise, a changed amount can reflect updated reporting. The reviewer checks the underlying return and period before treating it as growth.

**What the filing-tier label means:** a research grouping for preparer review. The system preserves the IRS filing requirement code and reported amounts. It does not determine a required return from one revenue field. The preparer checks the current rules, organization type, reporting period, and applicable exceptions before making any filing decision.

### The list the practice receives.

Each monthly research row carries the organization, EIN, city, source ZIP, category code, snapshot dates, changed fields, and review reason. A separate column records the preparer's finding: relevant, already served, outside scope, unclear identity, or no action.

The owner selects supported categories and geography. ZIP filtering uses the source ZIP. A county view needs a separately checked geographic mapping because the named CSV fields do not supply a county. Unresolved geography stays unresolved.

A preparer reads the filed return before outreach is considered. The research row can then reference a checked reporting period and a documented service-fit question. It never says that an organization has bad books, needs to replace its accountant, or missed a filing because a field is absent.

### What becomes the practice's own record.

Keep each accepted identity match, corrected category, rejected candidate, and review date beside the public evidence. Preserve the source version when a field changes. Later, the practice can distinguish a meaningful operating change from a familiar reporting artifact.

That history also records what the practice learned through authorized conversations: work accepted, work declined, and why a scope did not fit. Those private facts stay outside public aggregates. The collector does not need tax returns from existing clients to produce its initial research list.

The first build is one working function: monthly snapshots, comparison, and a reviewed research list. Connecting a private engagement system changes the access boundary and needs its own defined scope.

## Two more tools

### Disaster notice change review.

“Which IRS relief notices name our counties, and did the wording change after we read them?” The [IRS disaster-relief index](https://www.irs.gov/newsroom/tax-relief-in-disaster-situations) provides the public starting point.

A daily change check records the notice identifier, publication or revision date, jurisdiction text, and source link. It sends an internal review item when a watched notice changes. The reviewer compares the full versions and determines relevance to the firm's work.

A county match triggers review. It does not decide taxpayer eligibility or set a deadline. Federal notices and state relief remain separate research tasks. Private client matching, if authorized later, stays within the practice's approved systems.

### New business license watch.

“Which local licensing events fit the industries we already understand?” [Chicago Business Licenses](https://data.cityofchicago.org/resource/r5kz-chrr.json) supplies a verified city pilot.

Keep initial applications, renewals, and changes distinguishable. Group related records by license account and site before counting businesses. A weekly queue shows the event, source date, and service-fit question. A licensing event alone cannot establish a new legal entity or a need for bookkeeping.

Each additional city needs a checked source, field definitions, and reuse terms. A missing city connector appears as unavailable coverage. It never appears as zero activity.

## Try the public demo

[Open County nonprofit growth finder](/tools/county-nonprofit-growth)

Use the supported geographic filters to inspect public nonprofit records and the available financial bands. Read the displayed source date and coverage before interpreting a count. Treat any growth grouping as a prompt to inspect reporting periods.

The public demonstration uses an extract of IRS records. It cannot demonstrate whether the practice's services fit an organization. The private function adds snapshot comparisons, checked identities, exclusions, and preparer decisions.

The public view must omit the `ICO` field, personal contact details, and street addresses that may identify homes. It needs no taxpayer upload, return document, Social Security number, or existing client list.

## The limits that shape the design

Public research stays separate from taxpayer information. Any later private-data join needs the practice's review of permitted use, confidentiality, access, and service-provider responsibilities. The tool does not post ledger entries, calculate tax, change deadlines, file returns, or contact anyone.

Keep failed collections visible. A missing file or changed schema should leave the previous dated snapshot available with an error. It should not erase organizations or report that activity stopped.

Once a business chooses to inquire, use an approved first-contact process. The [tax practice inquiry form guide](/articles/tax-practice-new-client-inquiry-form) explains that separate step without collecting taxpayer documents on the public form.

## Build the function your practice owns

Scale With Search defines the source territory, comparison rules, review output, and acceptance checks before work starts. Tests include repeated EINs, missing amounts, changed periods, and an unavailable source. Your practice owns the records, corrections, and instructions for the next reviewer.

Each working function starts from $7,500. The first scope includes studying the business and selecting the work that belongs in the function.
