# Build ZIP-code housing reports with clear geographic limits

Define the geography before building a housing report around a ZIP code. Keep postal address records, Census statistical areas, and vendor-defined market areas explicitly labeled.

Then choose the housing measures, source periods, and permitted publication scope. Give readers enough context to understand what the report covers and where its evidence stops.

## Is a ZIP code the same as a Census ZCTA?

No. ZIP codes support postal delivery. Census ZIP Code Tabulation Areas, or ZCTAs, are generalized geographic representations for analysis. [Census ZCTA definitions](https://www.census.gov/programs-surveys/geography/guidance/geo-areas/zctas.html), fetched 2026.10.22.

Use the correct label beside each source. A familiar code does not establish that different publishers measured the same boundary.

## Can every ZIP code be matched to a ZCTA?

Do not assume a match. Census states that not every valid ZIP code has a corresponding ZCTA. [Census coverage explanation](https://www.census.gov/programs-surveys/geography/guidance/geo-areas/zctas.html), fetched 2026.10.22.

Keep unmatched records visible in the working dataset. Do not discard them silently or assign an area's statistics using a similar-looking code.

## What should the report's geographic record contain?

Record the publisher, geography type, identifier, boundary edition, and assignment method. Add the exact source that explains what the identifier represents.

Keep this record with the report template. The editor should be able to explain why a property or observation belongs in the page without relying on a remembered map selection.

## Should the page show a boundary map?

Show a map when it helps explain the actual reporting area. Keep the boundary source and edition visible. Census provides geographic products for its ZCTAs. [Census geography products](https://www.census.gov/programs-surveys/geography/guidance/geo-areas/zctas.html), fetched 2026.10.22.

If the site draws an editorial guide area, label it separately. Avoid presenting a custom outline as an official postal boundary.

## Which sources fit which housing questions?

Choose a source by the measure it supports. Use permitted transaction data for transaction summaries and survey data for the characteristics those surveys measure.

Keep source families distinct in the brief. Require the publisher's definition before placing a field on the public page. A shared housing label does not make the observations interchangeable.

## Can Census housing values be called recent sale prices?

Use the source's exact measure and population. Confirm the selected table's definition before writing a sale-price label. Do not substitute a housing-value estimate for a closed-transaction statistic.

Table selection and its current definition remain UNRESOLVED until the actual dataset is chosen. Give the reviewer the table identifier and variable labels with the proposed wording.

## What do ACS period estimates represent?

ACS multi-year estimates combine observations across their collection period. They are not a snapshot of the final month. [Census estimate-selection guidance](https://www.census.gov/programs-surveys/acs/guidance/estimates.html), fetched 2026.10.22.

Show the full period beside the measure. Avoid a current-market headline that implies a survey estimate describes recent listing activity.

## Can different ACS products be compared directly?

Follow Census comparison guidance. It instructs users to compare annual products with annual products and multi-year products with equivalent multi-year products. [Census ACS comparisons](https://www.census.gov/programs-surveys/acs/guidance/comparing-acs-data.html), fetched 2026.10.22.

Record the product before preparing a trend. Do not choose a more convenient release merely because it fills an empty chart cell.

## How should overlapping survey periods be handled?

Use non-overlapping periods for the comparison described in Census guidance. [Census period-comparison guidance](https://www.census.gov/programs-surveys/acs/guidance/comparing-acs-data.html), fetched 2026.10.22.

Keep the period labels visible and check geographic changes as well. Do not turn the latest available pair of releases into a trend without reviewing whether the comparison is appropriate.

## What should the page do with margins of error?

Preserve them when using ACS estimates. Census publishes margins of error to help users assess the estimates' reliability. [Census reliability explanation](https://www.census.gov/programs-surveys/acs/guidance/comparing-acs-data.html), fetched 2026.10.22.

Give the reviewer the estimate and its uncertainty together. Avoid ranking areas from small apparent differences without a supported statistical comparison.

## Can FHFA supply ZIP-level price context?

Check the specific annual file. FHFA offers small-area developmental indexes, including ZIP-code series. [FHFA index coverage](https://www.fhfa.gov/faqs/hpi), fetched 2026.10.22.

Keep the publisher's geography and developmental status visible. Ask the reviewer to confirm the selected index and its interpretation from the linked FHFA documentation.

## How should MLS or vendor data rights be checked?

Confirm the actual agreement's permitted fields, aggregation, attribution, and public display scope. Give the reviewer the agreement and proposed output together.

No MLS entitlement is established by this draft. Leave it UNRESOLVED until the responsible account owner confirms the source and permission. Do not treat a successful export as publication approval.

## Which transaction filters belong in the brief?

State the property types, transaction statuses, geography rule, date field, and exclusions. Identify whether the report uses listings, closed sales, or another defined population.

Save those filters with each edition. Require the editor to review changes before updating the public series. A broader export should not silently redefine the report.

## How should small samples appear?

Show the relevant observation count and explain when the evidence cannot support the proposed summary. Agree on a source-supported publication rule before release.

This draft sets no universal minimum sample. Keep that threshold UNRESOLVED until the data publisher or qualified reviewer supports it. Do not invent a cutoff that makes every page publishable.

## What happens when the source suppresses a value?

Preserve the suppression and its explanation. Keep it distinct from a measured absence of activity. Do not reconstruct a withheld result from adjacent areas or replace it with an estimate without review.

Ask the developer to demonstrate the suppressed state in the page template. Keep its caption understandable when readers share a chart.

## Can neighboring area medians be averaged?

Do not use an average of area medians as a combined area's median. Census identifies ACS medians as derived estimates that cannot be aggregated. [Census methodological note, December 2016; checked 2026.10.22](https://www.census.gov/programs-surveys/acs/technical-documentation/user-notes/2016-01.html). Request an appropriate aggregate from the publisher or a reviewed calculation using permitted underlying records.

Keep that aggregation decision in the method note. If the combined result cannot be supported, show separate areas with their own labels and counts.

## How should different sources be joined?

Join only after confirming that identifiers, geographic meaning, and boundary editions are compatible. Keep a documented crosswalk when needed.

Record unmatched and ambiguous joins. Ask the reviewer to inspect examples from each outcome. Do not let a spreadsheet's successful match function become the evidence that unlike geographies are equivalent.

## What should every metric card display?

Display the measure, geography, period, source, and limitation together. Include the relevant count or uncertainty where supported by the selected data.

Keep changes comparable by using the same method across editions. A metric card should retain its context when copied into an email or viewed separately from the report introduction.

## Does every code need a separate page?

Create a page only when you have a useful answer and maintainable evidence for that area. A repeated template with unsupported local commentary does not complete the reporting task.

Start with the coverage you can review. Identify what readers learn from each page and which underlying sources support the distinct explanation.

## What should the update check verify?

Compare the new source edition, filters, geographic assignments, and displayed results. Review the narrative after changing the numbers. Keep a correction record for altered historical values.

Require a repeatable calculation trail. The maintainer should be able to reconstruct a displayed result from the retained file and written method without guessing.

## How should buyer and seller questions reach the right person?

Offer a property question with the report area and period attached. Let readers identify which figure they want explained and whether they are considering buying or selling.

Arrange a labeled test with the recipient. Compare the received context with the submitted question. Do not treat a success message alone as proof of receipt.

## What should a real estate agent bring to the brief?

Bring the geographic definitions, permitted source files, selected measures, comparison method, and review owner. Identify missing sources and publication holds before agreeing on the page list.

Use the [real estate website scope](/for/real-estate) to define the report system. Require readable limits and a demonstrated update as part of handoff.
