# Who should own an AI function in a small team

Give each AI function one accountable business owner. Choose someone who can define an acceptable result, settle business-rule questions, and decide when the work must stop. Name the operator, reviewer, and backup separately, even when one person holds several roles.

Start with the business job. A weekly service report might belong to the operations lead. A campaign draft might belong to the marketing lead. The person who connected the software can maintain it without owning the business decisions it supports.

The ownership card below is a proposed arrangement for a small team. Adapt the titles to your business. The fictional examples do not describe a customer or a proven operating result.

## Assign the result before assigning the tool

Write one sentence describing the function's output and recipient. Then ask who can accept that result under the current manual process.

For a weekly internal work summary, the operations lead might decide which statuses count as complete. An assistant might prepare the draft. The business owner might decide whether a proposed new use is acceptable.

Keep the assignment narrow. Owning one reporting function does not grant control over every AI use in the company. List related jobs that remain outside the scope.

NIST's voluntary AI Risk Management Framework calls for documented responsibilities and leadership accountability in GOVERN 2.1 and 2.3. [NIST AI RMF 1.0, January 2023, checked October 26, 2026](https://nvlpubs.nist.gov/nistpubs/ai/NIST.AI.100-1.pdf)

Your card should translate that broad principle into the decisions a named person can make on an ordinary workday.

## Give each role a decision it can make

The function owner accepts the job definition, review standard, and operating limits. That person decides whether an unresolved exception needs a rule change or a manual response.

The operator starts approved runs, checks that required inputs exist, and records the result. Give the operator authority to pause work when a listed stop condition appears.

The reviewer checks the output against the source record and acceptance list. State which errors require rejection and which edits the reviewer may make directly.

The maintainer handles connections, access configuration, and technical fixes within an approved scope. The maintainer should bring business-policy questions to the function owner.

The backup covers specific duties during an absence. State which decisions need escalation rather than assuming the backup inherits every permission.

Use the [approval matrix guide](/articles/ai-agent-approval-matrix) when the function prepares something that could later reach a customer or change a live account.

## Put the assignment on one ownership card

Keep the card with the function's runbook. Use names or named internal roles that your team can resolve to people. Avoid an address that nobody checks or a group with no decision owner.

A fictional card could read:

```text
function: weekly internal work summary
accountable owner: operations lead
operator: office coordinator
reviewer: service manager
backup operator: trained scheduling coordinator
business-rule source: approved status definitions
allowed result: internal draft and run record
external action: outside this function
pause authority: operator and reviewer
restart authority: function owner after checks pass
spend alert recipient: function owner
review date: before the next reporting-cycle change
```

Add links to access instructions, the accepted brief, and the manual fallback. Store credentials through the business's approved access system. The card should identify access ownership without containing passwords.

Ask each named person to read the card. Resolve disagreement before calling the assignment complete.

## Decide which roles one person may combine

A small team can use several roles without hiring several people. Write down each duty so the arrangement remains visible.

An owner-operator might direct the function and review its output. An employee might operate the function while another employee checks customer-facing facts. Decide whether the consequence of an error requires separate review.

When one person prepares and reviews a result, give that person distinct steps. First prepare the draft. Then open the source and run the acceptance checklist. Keep both results in the record.

For work with higher consequences, choose an additional qualified reviewer or keep the task manual. Do not treat limited staffing as permission to remove a check the business still needs.

The [manual-workflow guide](/articles/when-an-ai-workflow-should-stay-manual) can help frame that decision. Its role is to examine the task boundary, not to require automation everywhere.

## Give the owner control of changes

Require an ownership decision when the function gains a new source, reader, permission, or business purpose. Record what changes and which acceptance checks must run again.

For example, an internal summary and a customer update may share facts. Moving the summary outside the company introduces a different audience and approval decision. Treat that as a scope change.

Separate a factual update from a capability change. Correcting a department label does not authorize a new integration. Adding a source file does not authorize sending its contents elsewhere.

Have the maintainer describe the proposed change in plain words. The function owner should be able to say what the function will read, produce, and touch after the change.

## Check that the owner can inspect the work

Ask the proposed owner to open a recent practice output and its sources. Have them explain the acceptance decision and locate an unresolved exception. If another person must interpret every result, revisit the training or assignment before handoff.

Use the [run receipt guide](/articles/receipt-is-part-of-the-output) to define the evidence the owner should receive. Keep the record accessible through business-controlled accounts. Include a way to identify a missing receipt, rather than assuming silence means the function ran successfully.

## Assign spending and alerts to the same operating record

Write the function's monthly AI spend limit and the person who receives an alert. Specify the response expected when the limit or another defined threshold is reached.

Decide whether the function pauses, switches to a manual path, or waits for a budget decision. Do not leave that behavior to a prompt written during an incident.

Use each run's record to identify what it read, what it did, the model used, and the cost. The owner should know where to inspect that record and who handles missing entries.

Keep a proposed budget increase separate from routine operation. The operator may report the need without gaining authority to raise the limit. Write who can approve a change and where acceptance is recorded.

## Rehearse absence and failure

Run a handoff exercise before the primary operator takes leave. Give the backup the written packet and a safe practice case. Ask them to find the current sources and complete the review steps.

Include a case with missing evidence. The backup should identify the correct stop and escalation owner. A completed draft with guessed facts should fail the exercise.

Then make the function unavailable in the practice scenario. Ask the team to locate the manual procedure and explain who handles the work until service returns.

Record gaps as changes to the runbook or access plan. Do not solve every gap with a private message that the next backup cannot find.

## Keep responsibility clear when a provider helps

If an outside firm builds or maintains the function, name both sides of the handoff. The business owner accepts business rules and the result. The provider handles the specific technical work in its scope.

For a firm that operates functions for clients, keep a separate ownership card for each client. Identify who at the client can accept changed facts or permissions. Keep that authority separate from the firm's internal assignment.

Write what happens when the provider relationship ends. Identify the files, accounts, instructions, and run records the business must retain. Test access with a person from the business before closing the handoff.

## Review the assignment when the work changes

At review, inspect recent exceptions and ask whether they reached the right person. Check whether the backup still has current training and access. Update the card when a role changes.

The [AI systems method](/ai-systems) builds one function at a time with named approval rules, spending controls, and team training. Your ownership card is the place to connect those controls to people.

To define a function and its handoff, [send the current job and its decision owner](/work). Include the result that person must be able to accept and the duties a backup must cover.
