# When an AI Workflow Should Stay Manual.

A business owner wants an agent to answer an angry customer, decide whether policy should bend, issue a refund, update the account, and close the complaint.

The sequence is repetitive. The decision is not.

The work combines incomplete history, relationship judgment, a money action, and a promise that may set precedent. Automating the final decision would remove the person who owns the consequence.

Some workflows should stay manual. Others should keep the decision manual while agents prepare the record.

## Keep the workflow manual when the record is not ready

An agent cannot ground a decision in a source record that is scattered, contradictory, or absent.

If employees resolve cases from memory, private messages, and undocumented exceptions, first document the decision inputs. Do not automate inconsistency. The useful agent task may be smaller: gather the account history, list applicable policy, identify missing facts, and prepare a case brief.

## Keep judgment manual when judgment is the value

Relationship repair, negotiation, hiring, firing, sensitive personnel decisions, legal strategy, medical judgment, and material financial decisions depend on context and accountability that cannot be transferred to a model.

An agent may retrieve records, compare documents, identify questions, or draft alternatives. The responsible person makes the verdict.

## Keep execution manual when the action cannot be contained

Do not connect an agent to a live action when you cannot preview, constrain, interrupt, or recover from it.

Warning signs include:

- broad administrator credentials;
- no read-only or test mode;
- irreversible deletion;
- unclear recipient or account identity;
- unbounded spend or retries;
- no action receipt;
- no rollback path;
- a third-party tool whose behavior cannot be tested safely.

Manual execution may be slower. It is cheaper than discovering the boundary through a customer, payment, or production incident.

## Count maintenance before you automate

The build is not the whole cost.

A working agent path needs maintained sources, adapters, tests, permissions, provider accounts, receipts, monitoring, and an owner who responds to failures. A workflow that saves a few minutes each month may cost more to maintain than a clear checklist.

Create a maintenance estimate before approving a build:

Do not invent a dollar return without measured volume and cost. Record actual manual time and actual vendor spend when the workflow repeats. Revisit the decision when the pattern stabilizes.

## Keep rare, unstable work manual

Automation earns its cost when a stable pattern repeats. A task performed twice a year, under changing rules, may never repay the maintenance and testing burden.

Use a checklist and a good brief. Revisit automation only when the inputs, decisions, and finish line stabilize.

## Assist the preparation layer

"Stay manual" does not mean "use no AI." Split the workflow:

1. retrieve allowed records;
2. produce a case summary;
3. identify conflicts and missing facts;
4. draft options with source links;
5. stop;
6. let the accountable person decide and act.

This removes reconstruction without pretending the decision is mechanical.

## Use three operating states

"Manual" and "automatic" are not the only choices.

In a manual state, a person retrieves, decides, and acts from a checklist. In an assisted state, the agent prepares a brief or options while the person decides and acts. In a bounded execution state, fixed checks and a valid approval can permit one exact effect.

Move one boundary at a time. A customer complaint may remain assisted forever. A routine internal classification may move from manual to assisted after the source record is ready. A reversible internal write may later receive bounded execution after tests and receipts exist.

The state belongs in the workflow register. It should not depend on how confident the current user feels.

Name the evidence that would justify a state change. Repeated comparable cases, a maintained source record, tested fixtures, a safe preview, an approval owner, and a rollback path can each close a known gap. "The model got better" is not enough because it does not resolve missing authority or an irreversible effect.

Set a review trigger instead of reopening the debate after every new product announcement.

## Treat reversibility as an input

Some actions are easy to correct. A local draft can be discarded. An internal label can often be restored. An external email, payment, deletion, or public claim may not be reversible in practice.

When reversal is weak, require stronger prevention: narrower sources, clearer identity, an exact preview, independent approval, and no model authority over the effect. If a safe test account does not exist, keep the action manual.

Reversibility does not make a bad action harmless. It changes how much evidence is needed before the workflow moves beyond preparation.

## The file to inspect

Create `decisions/manual-workflow-register.md`:

That file prevents the same automation debate from restarting every month. It also names the evidence that could change the decision.

Assign a review date and an evidence owner. The owner collects changed policies, incident records, fixture results, and maintenance time since the last decision. If no new evidence closes a listed gap, keep the current state. A calendar date alone does not justify moving the boundary.

## Use a consequence test

Ask four questions:

1. Can the correct sources be identified before the run?
2. Can success and failure be tested with realistic fixtures?
3. Can the action be bounded, previewed, and reversed?
4. Is a named person accountable for the final consequence?

If any of the first three checks fails, keep the affected consequential step manual until the gap is resolved. If the fourth answer is no, do not automate the consequential decision.

## Approval boundary and stopping point

The agent stops after it prepares the case brief and options. A named person owns the decision and every external effect.

No agent sends, publishes, books, spends, refunds, deploys, deletes, or writes to a CRM under this pattern. If the person later approves a bounded executor, that is a new system with its own specification, tests, permissions, and receipts.
