# Water quality report identity: match the utility and reporting year in plumbing intake

A customer asks the plumbing office to include a water quality report with a service inquiry. Start by recording the customer's question. Then identify the supplier the customer confirms, the report's publisher, and the period the document covers. Give the licensed trade lead that evidence with any unresolved mismatch.

The office task is source matching. A document about a nearby utility cannot establish the supply connection at a property. An annual report cannot supply a measurement from the customer's faucet. Keep those limits beside the reference so the next reader does not mistake background material for a site finding.

This guide proposes an internal worksheet for an authorized inquiry. It is separate from a utility's reporting requirements. The [plumbing and electrical office overview](/for/plumbing-and-electrical-contractors) covers broader intake work. The [contractor intelligence guide](/intelligence/plumbing-and-electrical-contractors) explains how public evidence can support internal review.

## Identify which document the customer means

A Consumer Confidence Report, or CCR, is an annual drinking water quality report. EPA requires community water systems to provide these reports to customers. Its [consumer guidance](https://www.epa.gov/ccr/ccr-information-consumers) explains where to obtain a copy and what information it contains.

Ask whether the customer supplied a complete document, a link, or a screenshot. Record the supplied item before searching for another version. A screenshot with a utility logo and a number still needs its document title, reporting period, and page context.

Use a source label such as “customer-supplied annual report, identity awaiting confirmation.” Avoid labeling an attachment “property water results” unless that description comes from appropriate property-specific evidence. The label should describe what the attachment contains and how the office obtained it.

If the customer asks a technical question, preserve their wording for the trade lead. Do not turn “could this report help explain my question?” into a confirmed cause. The reference prepares the review; it does not answer the service question.

## Keep supplier confirmation separate from a utility name

Use distinct fields for the public-facing utility name and the system identity printed in the report. Add the customer's supplier confirmation as a third field. Record the service-area description separately when the publisher provides one.

These fields answer different questions. The utility name identifies the publisher or organization. The system identity identifies the report's named public water system. The confirmation field records what connects that supplier to the inquiry. A town name alone should not fill all three fields.

CDC recommends checking a water bill when the supplier is unclear. If a report is unavailable online or by mail, contact the utility for a copy. Customers who do not directly pay the bill can ask their building manager or landlord for the report. See [CDC's report-reading guide](https://www.cdc.gov/drinking-water/about/how-to-read-drinking-water-quality-reports.html).

Request only the confirmation needed for this task. A customer can identify the supplier without sending an entire account statement. Keep account numbers and unrelated billing details out of a public-source research note. Use the company's approved private job reference to connect the note to the inquiry.

## Read the cover before trusting the file name

The City of Raleigh's official [water reports page](https://raleighnc.gov/water-and-sewer/services/raleigh-water-reports) separates annual reports from monthly summaries. It also links a finished-water report. Those labels identify different documents, even though they share a publisher.

The linked [2025 Consumer Confidence Report](https://cityofraleigh0drupal.blob.core.usgovcloudapi.net/drupal-prod/COR25/water-consumer-confidence-report-2025.pdf) prints Reporting Year 2025 and PWS ID NC0392010 on its cover. Its introduction describes the 2025 CCR. These are document identity facts, not proof that a particular caller receives that system's water.

For a source check, open the publisher page and follow the document link. Read the cover and introduction. Compare their wording with the attachment supplied by the customer. If the publisher page now links a replacement document, keep the earlier reference identifiable rather than silently swapping it.

A helpful source label includes the full report title, system identifier when shown, reporting year, and page reference. Retain the original URL as well. A shortened attachment name can support filing, but it should not become the only record of identity.

## Separate the four dates

The report label, covered year, publication date, and retrieval date belong in separate fields. A year in a filename might describe the report edition. A date on a webpage might describe that page's update. Neither should silently replace the period stated inside the report.

Use these date questions during intake:

1. What edition or year appears in the document title?
2. What reporting period does the introduction describe?
3. Does the publisher explicitly state a publication or issue date?
4. When did the office retrieve this specific document?

If no publication date appears, record “not stated in inspected source.” Do not manufacture one from the retrieval date. If a webpage shows an update date, label it as the webpage update date.

During the later [table transcription review](/articles/water-quality-report-units-ranges-sample-dates), record each row's sampling period separately. Keep any exception beside the row it qualifies. Ask the reviewer about differences between the covered year and a row's stated period.

## Worked example: the year mismatch stays visible

**Fictional training example.** A customer authorizes the office to attach a report to an existing service inquiry. The customer confirms a supplier called Cedar Basin Water. They provide a file labeled “2026 report,” but its cover states reporting year 2025.

The office opens the fictional supplier's publication page. That page describes the attachment as its annual report covering 2025. The office records the supplied filename, the printed covered year, and the retrieval date in separate fields. It leaves the publication date unresolved because the fictional document does not state one.

The handoff reads: “Customer confirms Cedar Basin Water. Attached annual report covers 2025. Customer filename contains 2026. No publication date was located. Reference only; no property measurement reviewed.”

The reviewer can now distinguish a confusing filename from a missing supplier match. There is no reason to alter the printed covered year to agree with the attachment name. The office also avoids describing the report as a current test at the customer's address.

Before closing the source task, another staff member compares the note with the fictional cover. They check the supplier spelling and year independently. The technical service question remains with the licensed trade lead.

## Rejected example: a similar supplier is still wrong

**Fictional training example.** An office search finds North Cedar Water, while the customer has confirmed Cedar Basin Water. Both names contain Cedar. The found report describes a neighboring service area, and its system identifier differs from the customer's supplied report.

Reject the candidate as the selected source. Retain a short rejection reason: “Different named supplier and system identity; no confirmed relationship.” Do not combine the candidate's tables with the customer's attachment. Do not change the supplier field because the alternative PDF is easier to read.

If the customer cannot confirm a supplier, the source task remains open. Ask for supplier confirmation or refer the identity question to the utility through the company's authorized process. A useful incomplete note names the missing evidence and who will obtain it.

The same rule applies when the search returns an older edition. Keep the historical document labeled by its stated period. Its existence does not prove the newer report is unavailable. Record the search outcome without claiming that the search exhausted every official publication.

## Handle purchased water and private wells carefully

If a document names another utility as a water source, preserve that statement with its page reference. Do not automatically replace the customer's confirmed supplier with the named source utility. Ask the supplier or qualified reviewer how the documents relate to this inquiry.

Use “wholesaler” or “consecutive system” only when the inspected source supports that term. If the relationship is unclear, write “upstream supplier relationship unresolved.” Keep separate document records until the reviewer establishes which report belongs in the handoff.

For private wells, CDC states that customers do not receive a CCR for their well. A nearby public-system report cannot stand in for a private-well test. Preserve that distinction when the customer says their supply is a well. [CDC: who gets a report](https://www.cdc.gov/drinking-water/about/how-to-read-drinking-water-quality-reports.html).

This workflow does not collect household medical information. It does not assess safety, select treatment, or decide what testing is appropriate. Route those questions to the appropriate qualified person without expanding the office source note into a household health profile.

## Use an identity worksheet the reviewer can reopen

The following worksheet is an editorial suggestion for office records. It is not an EPA form or utility reporting requirement.

Table: Proposed water-report identity worksheet

| Field | What the office records |
| --- | --- |
| Inquiry reference | Approved private job reference and the customer's source question |
| Customer-confirmed supplier | Name, confirmation date, and basis stated by the customer |
| Document publisher | Organization named on the official publication page |
| System identity | Printed system name and identifier, or an explicit missing field |
| Report identity | Exact title, covered period, and edition label |
| Publication date | Explicit issue date, or not stated in inspected source |
| Retrieval | Original URL, retrieval date, and saved document reference |
| Coverage note | Publisher's service-area wording and any unresolved supplier relationship |
| Handoff | Reviewer, precise open question, and next authorized office step |

Check the worksheet against the actual document before marking source matching complete. Completion means the reference is ready for review. It does not mean the customer question has been technically resolved.

## Ask questions that can close an evidence gap

Give the utility a document identity question when that is what remains unresolved. For example: which published report covers the customer's confirmed supplier for the named year? If two documents share a title, ask how their system identifiers differ.

Give the trade lead the service question separately. Identify the selected report, its period, the customer's request, and any missing source connection. Avoid a handoff that says only “water report attached.” That wording forces the reviewer to repeat the source search.

Keep later corrections attached to the original reference. If staff selected the wrong year, record the replacement and why it supersedes the earlier attachment. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains retaining source records and corrections across office tasks.

A scoped record system can make this worksheet available beside existing intake files. Scale With Search can define the source fields, review steps, and handoff in a written build scope. Bring an approved sample with private details removed.

## Source note

EPA, CDC, and Raleigh sources were reopened on 2026.10.28. The example report covers 2025. Raleigh's index displays an October 8, 2026 update. CDC's guide is dated May 1, 2024. No household supply connection was checked.
