# Veterinary clinic AI rules: data, approvals, and spend

Write a veterinary clinic's AI rules before a function reads client messages, patient records, estimates, or callback notes. Name the permitted sources, excluded information, clinical owner, administrative approver, and budget. Require a stop when any controlling fact is unresolved.

The [veterinary clinic overview](/for/veterinary-clinics) maps the wider preparation process. This worksheet focuses on data, approvals, and spending controls for an internal office function. Have the clinic's responsible reviewers adapt it to their jurisdiction, professional obligations, contracts, and actual systems.

Begin with invented records. Do not copy live case material into a demonstration while the clinic is still deciding whether a service and use are permitted.

## Classify the client and patient record

Ask the practice manager and veterinarian to map what the proposed function needs. Separate public office facts, client identifiers, patient clinical material, commercial terms, payment secrets, and staff records. Do not grant access to an entire chart archive by default.

Identify the purpose for each permitted field. A callback ownership report may need a current administrative status and approved contact preference. An estimate comparison may need two named versions. Neither automatically needs every clinical attachment.

| Material | Proposed first-function rule |
| --- | --- |
| Public hours and service descriptions | Read current approved copy |
| Client contact and preferences | Limit to the named purpose and permitted recipient |
| Patient charts, images, and laboratory material | Exclude unless the specific processing is approved |
| Estimate versions | Restrict to the correct patient and visit |
| Account passwords and payment credentials | Keep outside prompts and logs |
| Staff and payroll information | Exclude from the administrative pilot |

The FTC recommends limiting unnecessary personal-data collection and controlling access to sensitive information. [FTC security guide, checked 2026.10.26](https://www.ftc.gov/business-guidance/resources/start-security-guide-business).

Apply that principle to the actual export and processing path. Include temporary files, drafts, logs, backups, and support copies in the data map. Assign an owner and review trigger to each.

## Use the applicable veterinary rules

Have the responsible reviewer identify the current licensing and records requirements for the clinic's jurisdiction. Keep the exact source and review date with the function's rules. Do not copy a human-health template and assume it resolves veterinary obligations.

For a North Carolina example, the veterinary board explains patient-record requirements and identifies digital data, communication logs, radiographs, and laboratory reports. [NC Veterinary Medical Board records FAQ, checked 2026.10.26](https://www.ncvmb.org/professional.php?section=faq).

That example does not determine every clinic's retention or disclosure policy. Have the records owner approve the applicable schedule and request process. Do not let the AI function delete original records or decide that a request may be refused.

A model draft should remain distinguishable from the clinical record. If staff accept information into the authoritative system, use the clinic's existing process. Preserve who made the entry and the source behind it.

## Keep medical judgments with the clinical team

The North Carolina board describes the veterinarian's responsibility for medical judgments within the veterinarian-client-patient relationship. [Board VCPR guidance, checked 2026.10.26](https://www.ncvmb.org/professional.php?section=faq).

Set the pilot's boundary accordingly. A general administrative function should not diagnose, triage urgency, interpret a laboratory result, prescribe, recommend treatment, or alter clinical instructions. Let it prepare approved administrative information and flag a clinical question for the established human route.

Keep reported observations attributed. A client's description must not become the veterinarian's finding. An unsigned or earlier note should not displace a current approved instruction because its language is easier to summarize.

Require clinical review for any clinical wording included in an outgoing draft. Approval of spelling and tone by office staff should not stand in for that review. When a clinical owner is unavailable, preserve the draft and follow the clinic's established process.

## Verify identity before records leave

Define the patient, client, visit, request, and recipient checks for each function. Names alone should not establish a match. If two records appear similar, require a human decision through the approved system.

For a records-request queue, let the function flag missing verification or conflicting references. Keep the disclosure decision and transmission with authorized staff. Preserve the clinic's manual process so a failed model run does not prevent an appropriate response.

Show the reviewer the exact intended recipient, sending account, source versions, attachments, and final text. A changed recipient or chart reference invalidates the earlier approval. Have the sending process check the accepted version immediately before transmission.

Do not let a generated summary replace a requested authoritative record without the responsible review. Keep the purpose of the request visible and have the records owner decide the correct response under the applicable rules.

## Approve estimates and public communication

Have the commercial owner check price fields, estimate versions, validity, and approval state. Have a veterinarian check clinical statements. Keep payment collection and treatment decisions outside a first estimate-comparison function.

Require a fresh preview when an estimate changes after review. Confirm that attachments match the current patient, visit, and accepted estimate. Do not let the function choose an old attachment from a familiar filename.

Public replies need a separate disclosure check. Use approved general service language without adding private client or patient details. The [veterinary blog review guide](/articles/veterinary-clinic-blog-content-review) addresses public clinical content and review ownership.

Keep appointment offers, schedule changes, and callback promises with authorized staff. A function may prepare an administrative message without deciding the clinic can fulfill the commitment it contains.

## Keep payment secrets out of AI records

Exclude full card data, verification codes, banking credentials, and payment-account logins from general prompts. Use the payment provider's approved workflow. Give a preparation function only the permitted payment status needed for its task.

PCI DSS prohibits retaining card verification codes after authorization, even in encrypted form. [PCI Security Standards Council FAQ 1280, checked 2026.10.26](https://www.pcisecuritystandards.org/faqs/1280/).

Inspect rejected inputs and debugging logs as well as visible drafts. Follow the approved handling procedure when a client sends unexpected payment data. A refusal should identify the type of problem without repeating the secret into another record.

Keep charges, refunds, medication orders, and account-detail changes outside the preparation account's capabilities. Staff should be able to verify that boundary independently of the model's instructions.

## Cap spending by function

Give record-request preparation, estimate comparison, and callback reporting separate monthly allowances. Define per-run ceilings, attachment limits, retry limits, and alert owners. Name who can approve an increase and how that change is recorded.

Check remaining allowance before a paid call. Reserve enough for the bounded work and allowed retries. Reconcile actual cost afterward, including failed attempts. Stop processing when the allowance or retry limit is reached.

Keep receipts with permitted internal references, source versions, model identifier, result state, and cost. Avoid copying client or clinical content into a shared cost ledger. If the receipt cannot be written, stop new calls until the record is restored.

Name the model and processor in dated configuration. Require a replacement to pass the same access and output checks before receiving live records. A price change should not silently change the approved data destination.

## Test and hand over the rules

Use invented cases with similar patient names, a wrong-client attachment, changed clinical instructions, an expired approval, and exhausted allowance. Write expected stops before running them. Test unauthorized access through the same function and inspect the logs.

Have the actual staff owners review the evidence. Record accepted corrections and repeat the failed cases. Keep rules, source maps, configuration, tests, and runbooks in clinic-controlled records.

Train a backup to stop the function and continue manually. Reopen the scope when data categories, processors, or actions change. Add functions only after the clinic can direct and check the first one.

Use the [approval matrix guide](/articles/ai-agent-approval-matrix) to record who may approve each action in this operating policy.

Bring Scale With Search the approved source map and administrative job. Review the [AI systems scope](/ai-systems), then [send your requirements](/work#send-your-brief) for a written function definition.
