# USDA terminal price ranges: review a restaurant invoice without inventing distributor margin

A restaurant purchasing manager can use a USDA terminal price range to prepare questions about an invoice. Keep the report date, market, product description, and sale basis beside the number. Do not label the difference distributor margin when the distributor's actual cost is unknown.

Start with the product match. If pack, size, origin, or quality remain unresolved, read the [produce quote matching guide](/articles/usda-produce-quote-pack-size-grade-invoice-match) first. Arithmetic cannot repair an unsupported product comparison.

This guide proposes a buyer-review note and hypothetical calculations. It does not evaluate a real supplier. The worksheets are editorial recommendations, separate from USDA reporting instructions. Your purchasing lead retains the decision about the next order and any supplier discussion.

The [restaurant intelligence overview](/intelligence/restaurants-and-hospitality) places the public source within a wider operating review. The [restaurants and hospitality page](/for/restaurants-and-hospitality) covers office records and staff responsibilities. Neither replaces the terms that apply to your purchase.

## Write down what the report price covers

The [AMS terminal-market directory](https://www.ams.usda.gov/market-news/fruit-and-vegetable-terminal-markets-standard-reports) describes prices for sales at selected terminal markets. Select the relevant city and report family before reviewing the invoice. Keep that selection fixed while preparing the first comparison.

The [Chicago vegetables report dated October 28, 2026](https://mymarketnews.ams.usda.gov/filerepo/sites/default/files/2291/2026-10-28/1361592/ams_2291_01671.pdf) states its wholesale sale basis. It covers primary-receiver sales of overall supplies in wholesale lots. The default is stock of generally good merchantable quality and condition unless otherwise stated. This is market context, not evidence of your distributor's purchase transaction.

The [AMS Chicago PDF](https://www.ams.usda.gov/mnreports/hx_fv020.pdf) also returned that edition on October 28, 2026. Save the document with its printed date because this current-report address can change.

Record the printed date and report identifier. Add the page and complete product description. Keep the invoice date and delivery date in separate fields. If the supplier's purchase date is unavailable, leave it unknown.

Do not broaden a city report into a national restaurant-price statement. Do not describe one day's entry as an average across the month. State exactly which public observation the buyer used and why it was relevant to the question.

Use the [current USDA report directory](https://mymarketnews.ams.usda.gov/filerepo/reports) to locate a dated edition. Preserve the dated link rather than relying only on a report address that may later return another edition. Read the document after opening it.

## Preserve the range and its qualifications

The same October 28 Chicago report lists Canadian Quebec celeriac in 20-pound cartons, 12s, at 15 to 19 dollars. It separately shows a mostly range of 16 to 18 dollars. Those are distinct parts of the entry. [Report, page one](https://mymarketnews.ams.usda.gov/filerepo/sites/default/files/2291/2026-10-28/1361592/ams_2291_01671.pdf).

The celeriac heading also describes offerings as light. Keep that qualifier and the wholesale sale basis with the range. These figures describe the selected report entry, not a delivered restaurant quotation.

Keep the listed endpoints and the mostly annotation in separate worksheet fields. The selected document supplies no numerical definition of mostly. Do not convert that word into a transaction percentage, weighted average, or statistical confidence interval.

Retain any other qualifier attached to the selected description. Do not silently discard an occasional-price annotation to produce a narrower benchmark. If you cannot determine which text belongs to the product, hold the comparison for source review.

Apply the same discipline to an unavailable quotation. If a report says offerings are insufficient to quote, preserve that text. Leave the numeric comparison empty. Do not replace an unavailable quote with zero or carry a previous price forward without labeling it.

For a presentation, show the original source entry alongside your normalized fields. A reader should be able to distinguish publisher wording from the buyer's interpretation. Keep explanatory notes outside the price cell so they survive spreadsheet sorting and exports.

## Worked example: calculate a difference without naming profit

Consider a wholly synthetic exercise. Suppose a fictional report range is 20 to 24 dollars per matched package. Suppose a fictional restaurant invoice is 30 dollars for that package. These invented prices are unrelated to the dated celeriac entry above.

Against the lower endpoint, the difference is 10 dollars per package. Against the upper endpoint, it is 6 dollars. The invoice therefore exceeds those fictional reference endpoints by 6 to 10 dollars. This calculation describes a difference between numbers with stated assumptions.

Do not rename that difference profit. The exercise contains no distributor purchase record. It also contains no verified costs, credits, losses, delivery terms, or service allocation. None of those values can be recovered by subtracting a public range from an invoice.

If a worksheet displays percentage differences, identify the denominator. Thirty dollars is 50 percent above twenty dollars. It is 25 percent above twenty-four dollars. Neither percentage is a measured distributor margin.

Avoid selecting the midpoint merely because it creates a single convenient comparison. The midpoint of the fictional range is 22 dollars. That arithmetic does not establish an observed market average or a typical supplier acquisition cost.

Write the review result as a question: which product, timing, or commercial facts explain the difference from this selected reference? Retain the range rather than choosing the endpoint that makes the supplier look best or worst.

## Why the denominator matters in a margin calculation

For a separate arithmetic lesson, assume an invented seller has a verified item cost of 20 dollars and sales of 30 dollars. The difference is 10 dollars. Dividing the difference by the assumed cost of 20 dollars gives 50 percent markup on that assumed cost.

Dividing the same difference by the assumed sale of 30 dollars gives one-third, or about 33.3 percent. That is gross margin on the assumed sale, using only the stated item cost. These formulas use different denominators and answer different arithmetic questions.

The public terminal price does not supply the verified item cost in this lesson. Replacing the assumed cost with a report endpoint would remove the premise that made the calculation meaningful. Leave a margin field unavailable when its required cost input is missing.

Also keep the scope of cost explicit. An arithmetic exercise based on one item cost does not establish a real firm's complete accounting treatment. Do not present the result as net profit or infer the firm's operating expenses.

For invoice review, a price-difference field is enough until the buyer has the needed evidence. Removing an unsupported margin label improves the question without requiring a judgment about the supplier's business.

## Keep service and invoice terms unresolved until confirmed

Use a separate list of possible comparison factors. Ask whether delivery, order quantity, split cases, product preparation, or an agreed service affects this order. These are questions to investigate, not explanations already established by the public report.

Ask which charges are included in the line price. Ask whether discounts, credits, returns, or payment terms alter the amount under review. Do not add a standard allowance or assumed delivery fee when the applicable record is missing.

Keep timing in view. Ask whether the invoice price followed an agreed schedule or a confirmed purchasing arrangement. Do not assume the report date was the date on which your supplier acquired the stock.

Separate product questions from commercial questions. A confirmed difference in pack contents may end the original comparison. A confirmed delivery charge may justify a revised calculation. Preserve both the original question and the later evidence.

Do not assign every unexplained dollar to services. Uncertainty supports a question, not an automatic defense or accusation. The buyer can request a clearer quotation without claiming to know the distributor's cost structure.

## Unresolved example: an attractive but unsupported margin estimate

Suppose a fictional reviewer finds a public reference of 20 dollars and an invoice for 30 dollars. The report date differs from the delivery date. The invoice says one case, but its pack contents and origin are unconfirmed.

The reviewer writes that the distributor earns a 50 percent margin. Reject that sentence. It uses an unverified cost, conflates margin with a percentage above a reference, and assumes that the product matches.

Replace it with a bounded note: the available invoice line cannot yet support a package comparison. Pack contents, origin, purchase timing, and included services remain unresolved. The selected public reference provides context for clarification only.

Assign the purchasing lead to request the missing specifications. Keep the current order decision separate from this research note. An incomplete comparison should not generate a supplier complaint or automatic purchasing change.

If the supplier confirms the product but cannot provide acquisition details, record that limit. A buyer may still compare competing delivered quotations on agreed specifications. That separate exercise does not require inventing the existing distributor's profit.

## Prepare a buyer-review note with an explicit decision

Use the following proposed worksheet for one invoice line. Keep attachments in the restaurant's authorized files. Use a synthetic example for any public demonstration.

| Section | Questions the note must answer |
| --- | --- |
| Source evidence | Which market, report, printed date, page, and dated URL? |
| Sale basis | What transaction scope does the report describe? |
| Product comparison | Which pack, size, origin, and quality facts match? |
| Range transcription | What are the endpoints and separate qualifiers? |
| Invoice facts | Which private line, billed unit, amount, and dates? |
| Arithmetic | Which difference and denominator can the evidence support? |
| Missing facts | Which costs, terms, dates, or specifications remain unknown? |
| Supplier questions | What confirmation would resolve each missing fact? |
| Buyer decision | Hold, clarify, compare another quote, or close the review? |
| Review trail | Who decided, when, and from which version of the evidence? |

Before signing the note, remove any unsupported label of profit, misconduct, or overcharging. Ask a colleague to reproduce the arithmetic from the retained inputs. Check that the conclusion says no more than those inputs support.

Keep the accepted decision and its reason. A decision to stop comparing can be useful when the source transaction differs from the restaurant's purchase. Do not turn a closed question into a permanent supplier score.

For a repeatable record, follow the [business memory guide](/articles/business-memory-for-ai-agents-guide). Keep corrected product mappings, source editions, and review decisions together. The business should retain its evidence when software or staff responsibilities change.

Scale With Search can scope a purchasing review around those source references, private records, and approval steps. Start with a sample worksheet and the exact decision it should help a buyer make.
