# USDA truck rates: compare a produce lane without double-counting fuel

Read the report's scope before comparing a USDA produce truck rate with a private quote. Identify the observation date, origin district, destination, load, equipment, rate range, and availability. Then resolve the included charges. Do not automatically add a fuel surcharge to the public number.

The USDA Agricultural Marketing Service [National Truck Rate Report](https://www.ams.usda.gov/mnreports/fvwtrk.pdf) describes spot-market observations per truckload, including brokers' fees. It describes usual loads in 48-to-53-foot refrigerated trailers, from a shipping area to a receiving city. Terminal-market delivery, multiple pickups, and multiple drops have extra-charge exclusions unless otherwise stated.

These observations provide context for a produce logistics desk. They do not constitute an offer for your shipment. The worksheet below is a proposed reading method, with fictional examples and explicit unresolved fields.

The [logistics overview](/for/logistics-and-supply-chain) covers the office's wider record boundaries. The [public intelligence guide](/intelligence/logistics-and-supply-chain) introduces a refrigerated lane comparison desk. Here, the task is narrower: decide whether two numbers describe sufficiently similar work to compare.

## Capture the report you opened

Record the report identifier and the date printed on the document. Save the observation date separately. Add your access date so another reader can distinguish source age from retrieval time.

On October 28, 2026, the linked PDF returned a report issued October 28, with prices for October 27. Its comparison footnote referenced October 20. Those are three different dates with different roles. [Retrieved USDA report](https://www.ams.usda.gov/mnreports/fvwtrk.pdf).

Treat that as a dated source observation. It does not establish that a newer report is unavailable elsewhere. A familiar URL can return older material, so read the document itself before describing any number as current.

If the header and the required week differ, mark the comparison's date limitation. Do not change the printed date to the day you downloaded the file. Ask the desk owner whether the older observation remains useful for the intended decision.

Keep the complete report available to the reviewer. A cropped rate row can hide the origin heading, commodity grouping, or qualifications. Preserve the page location along with the report reference.

## Match the lane before calculating a difference

Copy the full origin district and destination labels. Compare those labels with the private quote's actual pickup and delivery locations. Flag any mismatch before examining whether one price exceeds the other.

Avoid reducing a district name to a state abbreviation in the working comparison. A broader label can conceal the fact that two source rows refer to different shipping areas. Retain the original wording even when your office uses a shorter display label.

Also preserve direction. A quoted pickup in a destination city does not match an observation traveling toward that city. Do not reverse the route and assume the public range still applies.

Ask the quote owner to identify the actual service. Record the pickup count, delivery count, delivery type, requested equipment, load description, and requested dates. Use the accepted quote or request as the evidence for those fields.

When locations differ, write what differs. “Origin district differs; delivery city matches” gives the reviewer a usable statement. “Similar lane” conceals the basis for treating the two figures as comparable.

## Read load, equipment, and availability in context

Preserve the commodity group and equipment wording from the report. Ask the private quote owner which load assumptions apply. Do not infer load equivalence from the fact that both records concern produce.

If your private request specifies a different trailer, temperature requirement, pickup pattern, or appointment condition, list it as a question. Do not attach an invented dollar adjustment to make the records appear equivalent.

Keep the reported rate range intact. Where a “mostly” range appears, retain it in a separate field. Do not silently replace the full range with its midpoint or with the most favorable endpoint.

Record the availability wording beside the selected observation. Treat it as source context for that period. It does not confirm that a truck is available for your requested date or that someone has accepted your shipment.

For structured data, USDA's [official dataset metadata](https://agtransport.usda.gov/api/views/acar-e3r8.json) defines origin, destination, distance, commodity, low and high rates, and availability. Its distance is a USDA estimate. Its midpoint averages the low and high values; its rate-per-mile divides that midpoint by distance.

If you use those derived fields, retain their definitions beside the comparison. Do not substitute the dataset distance for a private quote's approved mileage without identifying the change. A unit conversion cannot resolve a route mismatch.

## Resolve brokerage and fuel as separate questions

The weekly report explicitly includes brokers' fees. It does not explicitly state a separate fuel-inclusion rule in the version inspected. Preserve that distinction rather than describing both inclusions as confirmed. [USDA report scope notes](https://www.ams.usda.gov/mnreports/fvwtrk.pdf).

The supporting [Agricultural Refrigerated Truck Quarterly, first quarter 2026](https://www.ams.usda.gov/sites/default/files/media/RTQ1stQuarter2026.pdf), discusses diesel as an underlying truck-rate expense. Its rate definitions repeat the per-load and brokerage scope. That context does not establish a separate fuel component you can add or subtract from a weekly observation.

The practical reading rule is conservative: leave the published observation unchanged. Record fuel treatment as unconfirmed when the controlling notes do not answer it. Obtain official clarification before representing a fuel-adjusted public benchmark as established.

This restraint addresses double-counting without inventing a universal inclusion rule. If fuel is already embedded in a compared total, adding it again would duplicate the component. If you cannot establish the components, do not manufacture an adjusted total in either direction.

On the private side, ask whether the quote is a total, a linehaul amount, or a base plus separately stated fuel. Preserve its actual wording. A blank fuel field does not prove that fuel is excluded, included, waived, or zero.

Do not copy a fuel schedule from another agreement to fill the gap. For a signed diesel-reference clause, use the separate [series and week worksheet](/articles/diesel-surcharge-series-week-freight-contract). That article concerns a contract's inputs, rather than the scope of a public spot observation.

## Prepare a comparison sheet with visible gaps

Use one row for each assumption. The proposed sheet below lets the commercial reviewer see why the comparison remains open.

| Comparison field | Public observation | Private quote | Review question |
| --- | --- | --- | --- |
| Period | Printed observation date | Requested service date | Are the periods suitable for this question? |
| Origin | Full district label | Actual pickup location | Does the district match? |
| Destination | Receiving city | Actual delivery location | Does the destination match? |
| Load | Source commodity and usual-load notes | Supplied load description | Are the assumptions compatible? |
| Equipment | Source trailer wording | Requested trailer and conditions | What remains different? |
| Rate | Published range and any mostly range | Quoted amount with units | Are both amounts on the same basis? |
| Brokerage | Included under report notes | Quote wording | Has the private inclusion been confirmed? |
| Fuel | Explicit rule, or unconfirmed | Quote wording and any schedule | Is an adjustment justified? |
| Extra services | Source exclusions and exceptions | Pickup, drop, and delivery terms | Which services differ? |
| Availability | Source wording for the period | Confirmed status, if supplied | Is this context or an actual commitment? |
| Decision | Evidence ready for review | Quote owner's response | Who accepts the comparison's limits? |

Keep “unknown” separate from “not applicable.” An unknown fuel basis asks for evidence. An inapplicable service requires a reason. Neither label should become a numeric zero merely to complete the spreadsheet.

## Work through a fictional unresolved comparison

The following values, dates, and records are invented. They illustrate review reasoning, not USDA rates, a current market range, or a carrier quote.

Suppose a saved observation describes District A to City B on October 6. Its fictional range is 4,000 dollars to 4,400 dollars per load. The private request concerns District C to City B on October 20.

The private draft shows 4,080 dollars base plus 320 dollars fuel. It also requests two pickups. The request has no written answer about brokerage. The saved observation has no explicit separate fuel rule in the material attached to the worksheet.

Adding the private draft's stated components gives 4,400 dollars. That arithmetic says what those two draft lines total. It does not prove the quote matches the public range, because the route, date, service, and inclusions remain unresolved.

Do not add 320 dollars to each endpoint of the public range. Do not subtract 320 dollars from the observation to invent a linehaul range. That private component has no established relationship to the public observation's composition.

The proposed decision note is specific: “Comparison held. Origin and observation date differ. Two pickups require scope review. Brokerage and public fuel treatment remain unconfirmed.” Assign each question to the responsible person.

Ask the commercial owner whether a matching observation exists. Ask the quote owner for its included-charge wording and the basis of the fuel line. Preserve the answers with the sheet. Until then, leave the rate comparison unresolved.

The example ends there. An unresolved comparison can still be useful because it identifies the exact evidence needed. It should not become a negotiation claim that a carrier is above or below a valid benchmark.

## Avoid false precision when comparing units

Choose the unit only after the reviewer accepts the comparison basis. If both records use dollars per load, retain that basis first. Label any later per-mile calculation as derived.

For a fictional illustration, 4,200 dollars divided by 1,400 assumed miles equals 3.00 dollars per mile. Using 1,500 assumed miles instead produces 2.80 dollars per mile. The change comes from the denominator, without any change to the load price.

That example explains why mileage provenance belongs beside a derived result. Record whether mileage came from the public dataset or the private quote. If the routes differ, the calculation remains a mathematical exercise rather than a resolved commercial comparison.

Do not divide a per-load observation by an assumed case count and present it as a reported case rate. Mark the assumption and calculation explicitly. Ask the load owner to confirm the quantity before using it in an internal decision.

## Give the decision to the commercial owner

Prepare the evidence and questions in a short review note. State what matches, what differs, which source period was used, and which inclusions remain unknown. Include the source reference beside each copied fact.

Keep the commercial response separate from the research. The responsible person decides whether to seek another quote, request clarification, or accept the limits of a historical comparison. A public rate observation does not authorize repricing, booking, or a customer commitment.

Save accepted and rejected comparisons in company-controlled records. Include the reason a lane was rejected and the answer that resolved an inclusion question. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how those checked decisions can inform later work.

For a scoped project, bring Scale With Search one sanitized comparison and the roles that review it. Describe the approved source, private quote fields, and unresolved handoff. Keep live pricing and shipment decisions with your commercial team.

## Source and example note

Sources were accessed on October 28, 2026. The weekly PDF returned October 28 publication and October 27 observation dates. The quarterly source was published in May 2026. The interactive dataset page timed out during research; its official metadata endpoint opened successfully. Fuel treatment remains qualified as stated above. All example prices and comparison records are fictional.
