# USAspending grant obligations and outlays: prepare a nonprofit partner research note

A nonprofit program director researching possible partners needs to understand what another organization's reported grant history establishes. Start with the award, period, and amount type. A large number without those labels cannot support a useful research decision.

The immediate task is a short evidence note for internal review. It should explain which historical work deserves further reading and which delivery questions remain unanswered. It should leave current capacity, partnership interest, and available funding unknown.

The [churches and nonprofits overview](/for/churches-and-nonprofits) describes approved office work. This guide covers public award research before any relationship decision. The worksheet below needs no donor records, beneficiary details, or personal contact information.

## Select the right kind of spending record

USAspending separates account spending from award spending. Account spending includes government expenditure beyond awards to nonfederal recipients. Financial assistance and contracts are separate award categories. The official [Federal Spending Guide, pages 2 and 3](https://www.usaspending.gov/data/Federal-Spending-Guide.pdf#page=2), explains these distinctions. Its edition is April 26, 2023, reopened October 28, 2026.

For historical grant research, begin with financial-assistance awards rather than an agency's overall account total. The official [Spending by Award API contract](https://raw.githubusercontent.com/fedspendingtransparency/usaspending-api/master/usaspending_api/api_contracts/contracts/v2/search/spending_by_award.md) identifies grant type codes `02`, `03`, `04`, and `05`. It lists loans and other assistance separately. Documentation was reopened October 28, 2026.

Record the selected award types in the note. Do not label an unfiltered financial-assistance total as grants. Keep contract research in a separate comparison, with its own purpose and definitions.

Also identify whether the record concerns a prime award or a subaward. The guide defines a prime award as a federal agreement with a nonfederal entity. A subaward concerns work assigned by a prime recipient to another entity. [Federal Spending Guide, page 3](https://www.usaspending.gov/data/Federal-Spending-Guide.pdf#page=3).

Choose one level for the question you need to answer. Mixing prime awards with their associated subawards can count related funding at different levels. A research note should state its level before showing amounts.

## Give obligations and outlays separate labels

An obligation records the government's commitment to spend. An outlay records money paid. A negative obligation reduces an earlier commitment. The official guide describes corrections and new information as possible reasons for reductions. [Federal Spending Guide, page 2](https://www.usaspending.gov/data/Federal-Spending-Guide.pdf#page=2).

These definitions do not explain why a particular recipient's award changed. When a negative action appears, retain its sign and investigate the associated record. Do not call it a program failure, repayment, or penalty without supporting evidence.

Use a separate amount-type column even when every number uses dollars. The words obligation, outlay, and transaction change should survive copying into another document. A heading called funding leaves the next reader to infer which measure you used.

Avoid subtracting outlays from obligations and labeling the difference available partner funds. That calculation would not establish authority to spend, uncommitted capacity, or permission to involve another organization. Leave those questions for the responsible program and finance staff.

The guide says monthly award outlay reporting became mandatory across agencies beginning in fiscal year 2022. Earlier reporting could be incomplete. COVID-19 supplemental awards had an earlier reporting requirement. [Federal Spending Guide, page 6](https://www.usaspending.gov/data/Federal-Spending-Guide.pdf#page=6). Keep that historical coverage warning beside older comparisons.

## Distinguish an action from an award total

A prime award transaction can represent the initial award or a later modification. An award summary rolls related transactions together using award identifiers. [Federal Spending Guide, page 3](https://www.usaspending.gov/data/Federal-Spending-Guide.pdf#page=3).

The guide lists `federal_action_obligation` in transaction downloads. It lists `total_obligated_amount` in transaction and summary downloads. These are different fields, even when they appear in one file. [Federal Spending Guide, page 5](https://www.usaspending.gov/data/Federal-Spending-Guide.pdf#page=5).

Before calculating anything, write what one row represents. An action-level calculation needs the action amount. An award-level comparison needs one supported total for each award at the selected observation. Repeated rows do not automatically represent additional awards.

Keep the original field name beside your readable label. If the source definition or reporting period remains unclear, mark the calculation unresolved. Do not substitute a nearby number because its label sounds familiar.

Preserve the selected file and access date with the note. A future reviewer should be able to identify your evidence without reconstructing a search. Retain corrections separately from your earlier conclusion so the reason for a changed finding remains visible.

## Work through a fictional award

The following example is invented. Example Community Organization A, award TRAINING-A, dates, and amounts describe no actual recipient. The simplified columns teach the arithmetic. They are not a reproduced USAspending export.

Assume the exercise includes every action on one award through September 30. Each row repeats the same award total observed after all three actions. This repetition is deliberately included to demonstrate double counting.

| Fictional action | Action date | Action obligation change (dollars) | Repeated award total at observation (dollars) |
| --- | --- | --- | --- |
| Initial action | January 15 | 300,000 | 325,000 |
| Modification A | April 20 | 50,000 | 325,000 |
| Modification B | August 10 | -25,000 | 325,000 |

The action changes sum to 325,000 dollars: 300,000 plus 50,000 minus 25,000. The repeated award-total column sums to 975,000 dollars. That second sum counts the same total three times. It does not describe three awards or three separate payments.

For this exercise, report one award with 325,000 dollars in net obligations through the stated observation. Preserve all three action rows as the supporting history. Record the negative action without inventing its cause.

Now assume a separately labeled fictional outlay observation shows 180,000 dollars through September 30. Record that amount on its own line. The arithmetic difference is 145,000 dollars, but this exercise supplies no evidence about commitments to other parties or permissible uses.

A defensible note reads: historical obligations of 325,000 dollars across three retained actions; reported outlays of 180,000 dollars at the stated observation. Current delivery capacity and partnership arrangements remain unchecked. The note supports further research without presenting a funding offer.

## Reject a partial-period total

Consider another fictional download containing only the April and August actions from TRAINING-A. Their net change is 25,000 dollars. Calling that number the award's full obligation total would omit the initial 300,000-dollar action.

Instead, label it net obligation change across the two selected actions. Record the selection period and missing opening history. A complete-history total requires the opening balance or other evidence that explains the award before the selected window.

An award search and a transaction search also need separate date checks. The official [search-filter documentation](https://raw.githubusercontent.com/fedspendingtransparency/usaspending-api/master/usaspending_api/api_contracts/search_filters.md) describes different time-period objects and date-type behavior for awards, transactions, and subawards. Reopened October 28, 2026.

Record both the requested period and the date field used to select records. A search performed today does not make every displayed amount a payment made today. Likewise, a period filter does not justify relabeling an award-wide amount as spending within that period.

If you cannot establish the amount's time basis, hold the comparison. Ask for a checked definition and appropriate export. A smaller table with explained values is more useful than a larger table whose arithmetic depends on assumptions.

## Keep the award and recipient identifiable

Use an award identifier rather than the organization name as the calculation key. The guide identifies `assistance_award_unique_key` for financial-assistance downloads. It also discusses Federal Award Identification Number and URI fields within award identity. [Federal Spending Guide, pages 3 and 4](https://www.usaspending.gov/data/Federal-Spending-Guide.pdf#page=3).

Keep each award separate before preparing an organization-level summary. Two awards to the same recipient need two rows with their own periods and amount types. Similar titles do not justify merging their histories.

Retain the reported recipient identifier alongside the name. If identity remains unresolved, hold any combined total. An organization-level finding needs an explained grouping rule and a list of included awards.

Location needs another check. The companion guide explains [recipient address and place of performance](/articles/usaspending-grant-recipient-place-performance-geography). Use it before describing an organization as a local delivery candidate. A headquarters address alone cannot answer where the reported program work occurs.

## Prepare the internal research worksheet

The following worksheet is an editorial recommendation. It is not a publisher-required form, accounting schedule, or grant eligibility determination. Complete it for one award before expanding the research list.

| Field | Evidence to retain |
| --- | --- |
| Research question | Program theme and the decision this note should support |
| Source | Official URL, selected download, source edition, and access date |
| Selection | Award types, prime or subaward level, and other filters |
| Identity | Recipient name, checked identifier, and award identifier |
| Period | Requested dates, selected date field, and amount time basis |
| Row meaning | Transaction, award summary, or other documented level |
| Amount | Original field name, value, sign, units, and readable label |
| Calculation | Included records, deduplication rule, and arithmetic |
| Coverage | Missing history, unresolved definitions, or reporting limits |
| Delivery questions | Work scope, current program status, and location evidence still needed |
| Decision | Read further, hold for evidence, outside scope, or stop |
| Responsibility | Reviewer role, review date, and next source to inspect |

Keep unresolved fields visible when handing over the worksheet. A blank can look like a forgotten task. An explicit unknown tells the next reviewer which inference remains unsupported.

Use the [business memory guide](/articles/business-memory-for-ai-agents-guide) to organize source history and accepted corrections. Store the note where the organization can retain it through staff changes. Keep public award evidence separate from private relationship discussions.

## Check the comparison before combining recipients

Before comparing two candidates, give both notes the same research question. A comparison of award totals needs consistent award types and observation dates. A comparison of selected actions needs consistent date fields and selection windows.

Keep a reconciliation line for every excluded record. State whether it was a duplicate, outside the selected period, or held for unresolved identity. These are your research decisions. They should remain separate from the publisher's award fields.

Suppose a second candidate's evidence contains a complete award summary but no retained transaction history. You can preserve that summary as an observation. You cannot present it as the same action-based calculation used for TRAINING-A without explaining the difference.

Do not rank the candidates by supposed financial strength. The worksheet addresses reported historical award activity. If the director needs a different assessment, define its evidence requirements separately before adding a score.

Ask a second staff member to reconstruct the fictional 325,000-dollar total from the retained rows. Then ask which amounts represent payments. If the note cannot answer both questions clearly, revise its labels before expanding the candidate list.

## End with a bounded research decision

For TRAINING-A, the next useful task could be reading a current program description for the award's scope. It could also be deferring the candidate because identity or geography remains unresolved. Neither outcome requires guessing whether money remains available.

The [nonprofit public-signals overview](/intelligence/churches-and-nonprofits) places historical award research beside opportunity monitoring. Keep those jobs separate. A historical award record cannot establish a future award, an open application, or a subcontract opportunity.

Before scoping a research function, bring Scale With Search a synthetic worksheet and one clearly defined review decision. Specify which missing facts should stop a summary. Include the repeated-total and partial-period examples among the acceptance checks.
