# Towing company AI rules: data, approvals, and spend

Give each towing AI function a written boundary before it reads dispatch records. Name the permitted job files, sensitive fields, approval owners, and spending limits. Define what happens when the record is incomplete or a caller's authority is uncertain.

The [towing company overview](/for/towing-companies) connects office preparation with the source record. This worksheet focuses on the controls around that preparation. It is a recommended design process, not a determination of any vehicle owner's rights or a complete legal policy.

Start with invented cases. Keep dispatch, roadside decisions, charges, and vehicle release in the business's existing authorized process while the first office function is tested.

## Map the records the function needs

Inventory the intended sources by purpose. A shift-handoff brief may need current job references and unresolved actions. An invoice comparison may need approved account terms. Neither should inherit access to every customer, driver, and payment record.

Have the owner approve a source list and an exclusion list. Include exports, attachments, generated drafts, logs, and support copies. Record who can change access and what triggers a new review.

| Record category | Proposed handling boundary |
| --- | --- |
| Public service hours and coverage | Use the current approved version |
| Pickup and destination records | Restrict to the named job and approved operational purpose |
| Vehicle identifiers and photographs | Limit to fields and images the function needs |
| Identity and release documents | Keep outside the first model path unless specifically approved |
| Driver location and contact details | Apply the approved role and disclosure limits |
| Card details and account credentials | Exclude from general preparation |

The FTC recommends limiting unnecessary personal-data collection and controlling access to sensitive information. [FTC security guide, checked 2026.10.26](https://www.ftc.gov/business-guidance/resources/start-security-guide-business).

Apply that principle to the task's readable export. Do not load an entire account history merely to prepare one callback item. Keep separate account records separate during retrieval and testing.

## Resolve authority from the actual tow category

Have the responsible reviewer identify the law, contract, and local requirements applicable to the operation and tow type. Distinguish customer-requested work, private-property removal, and other categories used by the business. Do not reuse a single checklist indiscriminately.

For example, North Carolina G.S. 20-219.2 applies only in the counties and cities listed in subsection (c). Subsection (a) provides for qualifying private-lot removals on the parking-space owner or lessee's written request, subject to its conditions. [North Carolina statute, checked 2026.10.26](https://www.ncleg.gov/EnactedLegislation/Statutes/HTML/BySection/Chapter_20/GS_20-219.2.html).

That is a jurisdiction-specific example. It does not answer every release, fee, signage, notice, or ownership question. Keep those questions with the responsible reviewer and the actual applicable source.

The AI function may prepare a missing-document list against an approved checklist. It should not decide legal authority, authorize removal, or release a vehicle. If identity or authority is unresolved, the prepared output must remain blocked.

For public instructions, use the [vehicle-release website guide](/articles/towing-vehicle-release-website-information). Keep the public explanation aligned with the approved local process without publishing private verification material.

## Separate preparation from dispatch capability

Give a preparation function read access only to the selected records and a destination for drafts. Do not grant it truck-assignment, rerouting, cancellation, or job-closing capabilities during the pilot.

Require dispatch to approve operational changes through the established system. If the function identifies a customer request for a different destination, preserve it as a request. The existing job record remains authoritative until the authorized process changes it.

Keep requested times, earlier estimates, and current commitments in separate fields. Never let the function refresh an old timestamp to make a status sound current. A stale record should create an exception for dispatch.

Document the human route for urgent or unsafe situations. The model's processing queue must not replace that route. Test that staff can stop the function and continue with their existing dispatch process.

## Bind approval to the outgoing message

Require a named person to approve customer updates, account messages, invoices, public replies, and release instructions. Define the approver by action, rather than giving any staff member a universal approval button.

Show the exact recipient, sending account, job reference, source time, attachments, and final text. If a source event or recipient changes, require a new preview. Keep the accepted version with the approval record.

An account contact may be authorized to receive a billing summary without being authorized for every driver or vehicle detail. Have the account owner define the recipient scope. Do not infer it from an address appearing in an old email thread.

Public replies deserve a separate disclosure check. Remove private locations, identifiers, disputed charges, identity documents, and staff notes from the proposed response. Do not let a reviewer's public statement authorize the business to publish the rest of its service file.

## Keep charges and payment secrets outside the function

Let a billing comparison flag discrepancies without changing the invoice or collecting payment. Keep fee waivers, credits, refunds, and bank-detail changes with authorized staff. Exclude those capabilities from the preparation account.

PCI DSS prohibits retaining card verification codes after authorization, even if encrypted. [PCI Security Standards Council FAQ 1280, checked 2026.10.26](https://www.pcisecuritystandards.org/faqs/1280/).

Use the payment provider's approved process. Give the AI function only permitted payment references or status fields. Keep full card data and credentials out of prompts, outputs, test fixtures, and debugging logs.

Check rejected inputs too. An email containing unexpected payment data should follow the approved handling procedure before it enters a model request. A visible refusal should not repeat the secret in a receipt.

## Cap each function's spend

Give shift handoffs, invoice comparisons, and release-document queues separate cost codes. Set monthly allowances and per-run limits. Name a budget owner, alert recipient, maximum record size, and retry ceiling for each.

Reserve enough allowance before a paid call for the bounded work and its allowed retries. Block the request if the remaining allowance is insufficient. Reconcile actual cost after every attempt, including failed ones.

Do not use an unbounded loop to reread every attachment when one reference is missing. Stop at the configured retry limit and create a manual-review item. Keep the original job available to the office.

Every receipt should record function name, operational references, source versions, configured model, result state, and cost. Avoid copying sensitive job contents into a general cost ledger. Make receipts readable by the staff who reconcile the function's usage.

## Test permissions and stale approvals

Use synthetic tow records containing similar customer names, conflicting destinations, a changed status, and an unrelated account attachment. Define which items should be blocked and which may be prepared. Require the checker to identify the source for each result.

Test an unauthorized user requesting another account's record through the same function. Test a budget at its limit and a failed receipt write. The correct response should stop new processing and alert the owner without expanding access.

Change a source after a message is approved. Verify that the sending process refuses the old preview. Preserve evidence of the denial and have the authorized reviewer approve a fresh version if the action remains appropriate.

## Keep the operating record in the business

Retain rules, source maps, accepted corrections, configuration, tests, and runbooks in business-controlled records. Name the model and processor explicitly. Require a replacement to pass the same data and approval tests before use.

Train a backup to review exceptions, stop work, and continue manually. Reopen the scope when the function gains new data, a different destination, or a new action. Treat that change as a new boundary decision.

Use the [approval matrix guide](/articles/ai-agent-approval-matrix) to record who may approve each action in this operating policy.

Bring Scale With Search the approved source list, action owners, and cleared examples. Read the [AI systems scope](/ai-systems), then [send your requirements](/work#send-your-brief) for a written function definition.
