# Plan and publish topic clusters that make your site the reference on one subject.

Most content programs publish what someone thought of that week. A year later, the site has 80 articles on 40 loosely related subjects, and none of them ranks well. A competitor with 30 articles on one subject outranks it on every query in that subject.

Sites that cover one subject completely and accurately tend to rank better across that subject than sites that cover it in scattered pieces. That pattern is what SEOs call topical authority. [What topical authority is](/articles/what-is-topical-authority) covers the concept and how to measure it. This article covers execution: how to map a subject, structure the cluster, sequence the work, link it, keep it current, and staff it.

## Map the whole subject before you write

Ordinary keyword research looks for high-volume terms. Cluster research maps every question in a subject, so that you can see the gaps.

1. Start with seed terms for the subject, such as "email marketing."
2. Expand them with Ahrefs, Semrush, or Google Keyword Planner into variants, questions, and related searches.
3. Classify each keyword by search intent. The four intents are informational (the searcher wants to learn), navigational (wants a specific site), commercial (compares options), and transactional (wants to buy).
4. Group the keywords into themes. Keywords that share top-ranking pages usually belong on one page.
5. Compare your coverage with two or three strong competitors and list the themes they rank for and you do not.
6. Collect the questions people ask from "People also ask" boxes, forums, Reddit, and tools such as AnswerThePublic.
7. Mark long-tail terms with clear intent. They are lower in volume, face less competition, and show depth.

The output is a topic map: every theme in the subject, its main keyword, its intent, and whether you already cover it. [Keyword clustering for content teams](/articles/keyword-clustering-content-teams) covers the grouping step in detail.

## Structure the cluster

A cluster has three kinds of pages:

| Page type | Job | Example for "content marketing" |
|---|---|---|
| Pillar page | A complete overview of the broad subject that links to every cluster page | Strategy, production, distribution, and measurement at a high level |
| Cluster page | A deep treatment of one subtopic that the pillar mentions | Buyer personas, editorial calendars, repurposing, analytics |
| Supporting page | An answer to one narrow question, linked from a cluster page | How to interview customers for a persona |

The pillar sits at the center. Every cluster page links back to it, and the pillar links out to every cluster page. Cluster pages also link across to each other where the reader needs it. A reader on an email segmentation article can move straight to the personalization article without a return trip to the pillar.

Match the depth of the structure to the subject. A simple subject needs two levels: the pillar and its cluster pages. A complex subject needs three or four levels: the pillar, category clusters, specific articles, and supporting pages.

Keep each subject in its own cluster. A cluster that mixes unrelated subjects blurs what the site is about.

## Sequence the publishing

The order of publication changes how fast the cluster starts to rank.

1. Publish the pillar and the core cluster pages first. The structure is then coherent from the start, and every later page has a place to link to.
2. Publish foundations before advanced pages. An advanced article assumes the reader knows the basics, and it needs a basic article to link to.
3. Within each level, start with themes where competitors have weak content. Early positions are easier to hold than late ones.
4. Start with lower-difficulty keywords. Early rankings bring traffic and ranking history, and the site can then compete for harder terms.
5. Time seasonal pages to demand. Tax content peaks in early spring. Holiday shopping guides need to go live in the fall.
6. Publish on a steady cadence within the subject. A regular pace shows ongoing coverage; bursts followed by silence do not.

## Link the cluster so the structure is visible

Internal links show search engines how pages relate and which pages matter most.

Put links in the body text, in sentences where the target page helps the reader. Contextual links carry more meaning than footer or sidebar links. Use descriptive anchor text that names the target's subject. For internal links, a keyword-rich descriptive anchor is fine. Vary it naturally and write for the reader.

Point more internal links at the pages that matter most to the business, such as commercial pages with valuable terms. Keep important pages within about three clicks of the homepage, a common rule of thumb for crawl depth. Connect every page to the structure. An orphan page, which no internal link points to, is hard for crawlers to find and rarely ranks.

[Internal links for content writers](/articles/internal-linking-content-writers) covers anchor choice and placement.

## Write each page to the depth the subject needs

Shallow pages do not build a reference site. The depth each page needs depends on the subject and on what already ranks.

- Cover the topic from several angles: an explanation, the procedure, examples, troubleshooting, and advanced technique.
- Add something the top results lack, such as original data, a survey, a case study, or your own method.
- Show real applications with specific details. Abstract advice is less credible than a worked example.
- State the trade-offs and the contexts where a different approach works better.
- Check facts, cite sources, and state the limits of a claim.
- Add diagrams, charts, and screenshots where they explain faster than text.

Word count is not a ranking factor. Some guides set targets such as 3,000 words for a pillar and 1,500 to 2,500 for a cluster page. Use those only as a starting estimate. Measure the depth of the pages that rank for the query, and cover the subject at least as well.

## Cover the related concepts and entities

Search engines model how concepts relate. An article on coffee brewing naturally mentions grind size, water temperature, extraction, and bloom. A page that leaves those out looks incomplete.

Some SEO tools call these "LSI keywords." Latent semantic indexing is an older retrieval method, and Google has said it does not use it. The practical advice underneath still holds: study the top-ranking pages, list the concepts they share, and cover the ones your readers need.

Name the entities of the field consistently: the people, organizations, tools, and standards. An email marketing cluster will name platforms such as HubSpot and Mailchimp and rules such as GDPR. Add structured data where it fits, so that search engines can read the entities without guesswork.

Keep tangents short. An email marketing article can mention GDPR compliance in a paragraph and link to a full article. A long digression into unrelated law dilutes the page.

## Keep the cluster current

Coverage decays. Regulations change, research moves on, and products update their features. [Content decay identification](/articles/content-decay-identification) shows how to find the pages that are losing traffic.

Update in two sizes. A full refresh adds sections, replaces examples, and revises outdated information. An incremental update changes a statistic, adds an example, or clarifies a step. Schedule reviews for each cluster, and add pages when new subtopics appear.

Show dates honestly. Show the date of the last substantial update, and do not change a date when nothing meaningful changed. Google's guidance warns against date changes that do not reflect real updates.

Update an existing page before you write a new one on the same query. Two pages that compete for one keyword split the signals. Merge or improve weak pages. Delete a page only when it has no value and no traffic. A thin page that answers a real question is better improved than removed.

## Study the competitors in the subject

Compare your topic map with each competitor's content inventory. Mark the themes they cover well and the gaps you can fill.

Check which competitor pages earn links. A page with many referring domains shows an angle that people cite. Check which formats rank for your target queries: long guides, short answers, videos, or interactive tools. Match the format that the results favor.

Track how often competitors update their content. A competitor that updates monthly is harder to pass than one that updates once a year. Watch for competitors that move into new subjects, and decide early whether to answer or to leave that ground.

Third-party authority scores, such as Moz Domain Authority, estimate link strength. Google does not use them. They still give context: a new site that faces competitors with far stronger link profiles needs a narrower subject and more patience.

## Run production as a system

Complete coverage needs more pages than one person writes by instinct. A production system keeps quality steady as volume grows.

| Part | What it holds |
|---|---|
| Editorial calendar | New pages and scheduled updates, by cluster and date |
| Content brief | Target keyword, intent, required subtopics, depth estimate, internal links, source standards |
| Style guide | Voice, terms, formatting, and citation rules for every writer |
| Workflow | Research, outline, draft, edit, fact-check, SEO review, publish |
| Quality check | Accuracy, completeness, internal links, readability, before publication |
| Performance report | Rankings, traffic, engagement, conversions, and links per cluster |

[Search intent content strategy](/articles/search-intent-content-strategy) covers how to set the intent in each brief.

## Set realistic timelines

Authority in a subject takes months to build. The ranges below are common planning estimates, not measured benchmarks.

| Phase | Typical timing | What happens |
|---|---|---|
| Foundation | Months 1 to 6 | The pillar and core cluster pages go live |
| Momentum | Months 3 to 12 | Cluster pages start to rank; established sites see it sooner, new sites later |
| Recognition | Months 12 to 18 | The site ranks for competitive terms without a matching increase in links |
| Maturity | Months 18 to 24 and later | Competitors with stronger link profiles struggle to pass your pages |

A new subject with little competition moves faster. A crowded market moves slower.

A cluster needs as many pages as the subject has distinct questions. A simple subject may need 10 to 25 pages. A complex, competitive subject may need 50 to 100. Count the distinct themes in your topic map and check the coverage of the top competitors.

Start narrow and go deep. Finish one subject before you start an adjacent one. Links support a cluster, but they do not replace coverage.
