# Spotted lanternfly quarantine: separate the load, vehicle, and route in a landscape haul brief

Before a landscape crew collects debris or transfers equipment, the operations lead needs a precise description of the proposed movement. Write down what travels, which vehicle carries it, where it starts, and every planned stop. Then identify the official sources and questions the responsible staff member must check.

Pennsylvania's quarantine guidance lists landscaping waste, tree parts, nursery stock, packing materials, and outdoor equipment among regulated-article examples. A review limited to living plants would miss several categories on that page. [Pennsylvania quarantine and permitting guidance, checked 2026.10.28](https://www.pa.gov/agencies/pda/plants-land-water/spotted-lanternfly/spotted-lanternfly-quarantine-and-permitting).

The practical deliverable is a haul brief for human review. It should preserve uncertainty rather than produce a green transport badge. The worksheet below is an editorial design for your office. It is not a state form, permit application, or determination that a trip may proceed.

## Establish the jurisdiction and document set

Start with the proposed movement date and every state involved. Keep the origin, destination, equipment yard, and intermediate business stops distinct. Assign one staff member to check the relevant regulator's material for each jurisdiction.

On the Pennsylvania page checked for this article, the department links a 2021 order, a 2025 addendum, and a map labeled 2025. Record those editions alongside the access date. Do not relabel a map as a 2026 edition because you opened it in 2026. [Pennsylvania source page, checked 2026.10.28](https://www.pa.gov/agencies/pda/plants-land-water/spotted-lanternfly/spotted-lanternfly-quarantine-and-permitting).

The linked addendum identifies itself as 55 Pa.B. 2595, dated April 5, 2025. It supplements the existing order and earlier addenda. Treat that relationship as a reason to review the document set together. This article does not reproduce a current county list. [Pennsylvania's 2025 addendum, checked 2026.10.28](https://www.pacodeandbulletin.gov/Display/pabull?file=/secure/pabulletin/data/vol55/55-14/455.html).

For your proposed trip, ask the reviewer whether a newer notice or destination-state requirement changes the analysis. Record an unanswered question as unanswered. A downloaded document can identify what someone reviewed without establishing that the review remains current.

## Describe the load and vehicle separately

Write the material description in the crew's original terms first. Add the category the reviewer wants to compare with official language in another field. Preserve disagreement between those descriptions until someone resolves it.

A useful load entry might distinguish woody debris, roots, packaged nursery material, pallets, and tools. These are proposed record categories. They do not decide how the regulator classifies any specific load.

The linked Pennsylvania order includes brush and yard waste, plant parts, packing materials, outdoor equipment, conveyances, and attached trailers in Article I, paragraph 4. Its examples extend beyond a commodity's commercial name. Ask the reviewer to read the full provision against the actual items. [Order of Quarantine and Treatment, 51 Pa.B. 1346, checked 2026.10.28](https://www.pacodeandbulletin.gov/Display/pabull?file=/secure/pabulletin/data/vol51/51-11/376.html&search=1&searchunitkeywords=lanternfly).

Give the truck, trailer, and carried equipment their own entries. Ask where each was stored and what the office knows about its recent use. Leave missing history visible. Do not copy the load's origin into every equipment field merely because everything shares one departure time.

If a load description changes, retain the earlier version and date the correction. A customer request for haul-away and the crew's later inventory answer different questions. The review should show which description governs the proposed movement.

## Record the route as a sequence of events

Use one row per location or planned stop. Include the purpose, expected loading or unloading, and any equipment change. Keep the outbound movement separate from a possible return load.

Pennsylvania's business guidance distinguishes through-travel from business stops and discusses origin, containment, and stopping conditions. Those examples depend on their stated facts. A dispatcher should not borrow the conclusion from an example while omitting its conditions. [Pennsylvania business permit guidance, checked 2026.10.28](https://www.pa.gov/agencies/pda/plants-land-water/spotted-lanternfly/spotted-lanternfly-program-information/businesses/do-i-need-a-permit).

The controlling order also addresses through-movement in Article IV. Use that section as a review reference when through-travel is proposed. Do not convert this article's route worksheet into an interpretation of the exception. [2021 order, Article IV, checked 2026.10.28](https://www.pacodeandbulletin.gov/Display/pabull?file=/secure/pabulletin/data/vol51/51-11/376.html&search=1&searchunitkeywords=lanternfly).

Have production identify optional stops before the compliance question goes out. An optional pickup belongs in the brief even if the customer has not confirmed it. Label it proposed and unresolved. The reviewer can then state which version of the journey was examined.

## Compare two synthetic haul briefs

These examples are invented training records. They name no actual customer, address, county designation, or authorized movement.

**Synthetic brief A: a defined debris transfer.** The crew records woody debris at Site A, a proposed receiving facility at Site B, and one truck-trailer combination. Production supplies the intended date and confirms that no intermediate pickup is planned. The equipment manager supplies separate truck and trailer storage notes.

The source reviewer attaches the dated Pennsylvania source references and identifies the official contact route. The remaining question asks which permit, inspection, and documentation conditions apply to that exact movement. The brief is ready for that question. It still contains no permission to travel.

**Synthetic brief B: an incomplete equipment-and-material trip.** The dispatch note says “bring the mower back and collect some plants.” It lists a destination but leaves the collection site, plant description, trailer identity, and overnight parking unresolved. Someone labels the trip “same as last week.”

Reject that comparison as a basis for the review. Request the missing origin, item description, equipment identity, and stops. Preserve the original note so the team can see why the brief returned for clarification. Do not infer facts from the earlier journey.

| Review field | Synthetic brief A | Synthetic brief B |
| --- | --- | --- |
| Load | Woody debris described for review | Plants and equipment incompletely described |
| Vehicle | Truck and trailer identified separately | Trailer identity missing |
| Origin and destination | Both recorded | Collection origin missing |
| Stops | No intermediate pickup proposed | Pickup details unresolved |
| Next human step | Ask regulator about recorded movement | Complete facts before that question |

Neither column supplies an authorization result. The comparison shows which questions the office can ask responsibly. A complete brief supports review; a complete brief does not answer the review for the regulator.

## Use a worksheet with explicit unknowns

Choose field names your dispatcher and operations lead both understand. Keep the following proposed worksheet beside the job record. Replace the example labels with your company's terms without removing the distinction between evidence and a decision.

| Worksheet field | What staff records | What remains separate |
| --- | --- | --- |
| Brief reference and version | Internal reference, author, revision time | Earlier versions and superseded facts |
| Proposed movement | Date, purpose, outbound or return leg | Actual movement record |
| Materials | Itemized description and quantities if known | Regulated-article interpretation |
| Equipment | Truck, trailer, carried tools, storage facts | Load origin and classification |
| Locations | Origin, destination, intermediate stops | Quarantine determination and source |
| Source set | Agency, URL, title, edition, access date | Staff summary and assumptions |
| Open question | Exact missing fact or interpretation | Any later regulator response |
| Responsible staff | Person obtaining clarification | Person approving the operational plan |
| Inspection question | Applicable process and evidence to confirm | Completed inspection record |
| Recheck trigger | Changed date, route, item, or source | A previous decision's limited scope |

Use “unknown” rather than an empty cell when staff have checked and cannot establish a fact. Use “not yet checked” when nobody has examined it. That difference tells the next reviewer whether to retrieve a record or resolve conflicting evidence.

Keep permit and inspection evidence as linked records. Pennsylvania's order addresses business movement in Article II and recordkeeping in Article V. Ask qualified staff to confirm the applicable obligations and required records. The worksheet does not replace them. [2021 order, Articles II and V, checked 2026.10.28](https://www.pacodeandbulletin.gov/Display/pabull?file=/secure/pabulletin/data/vol51/51-11/376.html&search=1&searchunitkeywords=lanternfly).

## Write the regulator question around the missing decision

Prepare a short request that identifies the jurisdiction, proposed date, material, equipment, endpoints, and stops. Attach the source references the reviewer used. Then ask the unresolved question without suggesting the desired answer.

For example, the synthetic brief A question could ask which documents and inspection steps staff must confirm before that proposed movement. Avoid asking whether “normal landscaping work” is fine. That phrase hides the facts the office just collected.

Use the official department page to locate the appropriate contact. Record the response date, question version, responsible staff member, and any conditions or follow-up requests. Preserve the original response with its context. A summary alone may omit the limits of the answer.

If the answer addresses only one leg, keep the other leg unresolved. If the route changes, bring the changed facts back to the reviewer. Do not apply a response to a different load because the truck number stayed the same.

## Check a changed plan against the reviewed version

Before reusing a brief, compare the proposed journey with the version staff reviewed. Read the date, load description, vehicle, trailer, endpoints, and stops aloud with the production lead. Record each difference rather than overwriting the earlier facts.

Suppose synthetic brief A gains a nursery pickup after the regulator question was prepared. Mark the new stop and material as unresolved. Ask the responsible reviewer whether the earlier response covers the amended journey. Keep the question and response attached to their original version until that review occurs.

If the office cancels the trip, close the proposed brief with that reason. Do not record a completed inspection or actual movement for work that never occurred. This distinction keeps later staff from treating a planning record as evidence of execution.

## Retain the review without turning it into automatic clearance

A useful internal record connects the job brief, source editions, open questions, human response, and later corrections. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how dated working records can remain available for later work. Keep access limited to the staff who need those job details.

An assistant may organize the packet or identify blank fields. Give it a stopping rule for missing geography, unclear material, stale source references, or a changed journey. The output should name the unresolved question and reviewer. It should not issue a permit or authorize dispatch.

Partial-county geography needs a different review method. The companion [spongy moth boundary guide](/articles/spongy-moth-partial-county-quarantine-tree-service-review) shows how to retain that uncertainty without assigning one status to every address in a county.
