# Spongy moth quarantine boundaries: keep partial-county areas in the tree-service review

A tree-service dispatcher preparing a proposed haul needs to know which location questions remain open. A county name alone can be an incomplete description of the area staff must review. Keep the source boundary, the proposed locations, and the review decision in separate fields.

North Carolina's quarantine index marks Dare County “Yes” for spongy moth and adds a footnote that Dare is partially regulated. Preserve the footnote with the county row. Removing it would change what the index tells the reader. [NC plant-pest quarantine index, checked 2026.10.28](https://www.ncagr.gov/divisions/plant-industry/plant-protection/plant-pest-quarantines).

This guide proposes a review sheet for the office. It does not locate an actual property inside a legal boundary or decide whether material can move. The dispatcher assembles the evidence. Responsible staff confirm the geography, applicable rule, and movement conditions before making the operational decision.

## Read the county index with its qualifications

Use the index to identify the pest and the next source to inspect. Record the column heading, county row, footnote, URL, and retrieval date together. Do not let a spreadsheet export retain only the county and a Boolean value.

The index also links a plant-pest map. Treat a map and a county listing as sources to examine, rather than assuming either supplies an address-level determination. This article has not verified a downloadable boundary feed or the map's positional accuracy. [NC quarantine index and map links, checked 2026.10.28](https://www.ncagr.gov/divisions/plant-industry/plant-protection/plant-pest-quarantines).

For your internal review, use a separate field for geographic scope. Proposed values include whole county, described portion of county, and scope unresolved. Add the source passage that supports the selected value. Keep that scope field separate from the proposed property's status.

A reviewer may understand that a county contains a regulated area while still lacking enough evidence to place a job site. Preserve both facts. An unresolved property classification does not erase the source's boundary description, and a known boundary description does not resolve an incomplete address.

## Compare the detailed page with the rule directory

The NC regulated-articles page describes all of Currituck County and a specifically bounded area of Dare County. Its Dare description follows named roads, sounds, a coastline, a county line, and an imaginary line. Read the whole description at the source. [NC spongy moth regulated-articles guidance, checked 2026.10.28](https://www.ncagr.gov/divisions/plant-industry/plant-protection/entomological-insect-services/spongy-moth/regulated-articles-spongy-moth).

Retain a reference to that complete passage in the review sheet. Avoid replacing it with a few landmarks that happen to appear familiar. A shortened description should be labeled an office summary and should point back to the complete official text.

The agency's regulations directory links 02 NCAC 48A .1502 for regulated articles, .1503 for regulated areas, and .1504 for movement conditions. It explains that older species terminology can appear in the regulations. Those titles identify documents staff should compare with the guidance. [NC spongy moth regulations directory, checked 2026.10.28](https://www.ncagr.gov/divisions/plant-industry/plant-protection/entomological-services/spongy-moth-regulations).

The linked rule files timed out during this article's review on 2026.10.28. Their operative text was not independently confirmed. That gap remains open. Have the responsible reviewer obtain the current controlling text through the agency and compare it with the guidance before deciding an actual location or movement question.

Do not mark “rule checked” because a link appeared in a directory. Record whether the document opened, which provision someone read, and whether an edition or effective date was visible. A failed read is useful evidence about the limits of this review.

## Preserve the boundary without inventing coordinates

Create a source record with the agency, page title, section heading, access date, and link to the complete boundary passage. Ask the reviewer to keep any authorized working copy with the trip file. Distinguish the source wording from the office's notes.

For a narrative boundary, list the question that prevents classification. It might concern an incomplete site record or the interpretation of a described segment. Do not generate latitude and longitude values from prose and present them as an official boundary.

Keep the proposed origin, destination, storage yard, and intermediate collection site distinct. A confirmed county for one location does not supply the county for another. Likewise, the office's service territory does not determine where a particular load starts.

If staff consult a map, record its title, displayed date if available, and the feature they examined. Preserve any uncertainty the reviewer identifies. A visual impression from a small map should not silently replace the written source or regulator clarification.

For the location field, request only the job information needed by authorized staff. Public demonstrations can use invented site references. The internal file can point to the existing job record rather than copying customer details into a general research worksheet.

## Use inside, outside, and unresolved as review labels

Define these as proposed office labels before staff begin. They describe the status of the boundary review for a specific source set. They do not describe a permit outcome.

“Inside” means the responsible reviewer has recorded evidence for placing the synthetic or actual location within the described area. “Outside” means that reviewer has recorded evidence for the opposite classification. “Unresolved” means a needed fact, source, or interpretation remains missing.

Require the reviewer, source reference, review date, and reasoning beside any inside or outside label. Keep the previous label when a correction occurs. Show which version is current without deleting why the office changed it.

For this article's proposed workflow, unresolved locations remain in the review queue. They do not become outside through a default value. An imported blank and a checked but inconclusive location deserve different notes, even when both need human attention.

Never use “outside” as a synonym for “cleared.” The boundary question and the proposed movement question need their own evidence. A location label should not trigger a dispatch instruction, customer confirmation, or hauling authorization.

## Work through synthetic origin and destination records

The following records are invented training examples. No actual address or point on the Dare boundary was evaluated. The assigned labels illustrate a review process rather than establish geographic facts.

**Synthetic review A: documented labels with an open movement question.** Training Site A is stipulated to be inside the reviewed area. Training Site B is stipulated to be outside. The reviewer records those training assumptions, the proposed material description, and the source set. The trip remains awaiting review of applicable movement conditions.

The useful output is a question: which current provisions and documents must staff confirm for this described transfer? The record does not transform the outside destination into permission to leave the origin. It also does not decide whether the items fit a regulated category.

**Synthetic review B: a rejected county-wide shortcut.** A dispatch import says “Dare” but supplies no usable site reference. Its spreadsheet formula assigns inside to every Dare job. Reject that location classification. The source states partial-county scope, and this invented record lacks the evidence needed to resolve the location.

Return review B with a specific request for the missing site record and responsible reviewer. Keep its status unresolved. Do not substitute the office address, billing address, or a county center point for the proposed loading location.

| Synthetic record | Origin label | Destination label | What still needs review |
| --- | --- | --- | --- |
| A | Inside, stipulated for training | Outside, stipulated for training | Applicable rule and movement documents |
| B | Unresolved | Outside, stipulated for training | Actual origin evidence before classification |
| C | Outside, stipulated for training | Unresolved | Destination evidence and complete journey facts |

Record C adds a useful countercheck. A known origin should not fill an unknown destination automatically. These examples test how staff retain missing facts. They do not test a geocoder or validate a boundary dataset.

## Keep material questions beside geography

The detailed NC page lists regulated-article categories and conditions. Examples include rooted trees and woody shrubs, logs and pulpwood, and firewood, with qualifications in the text. It also directs certificate or permit questions to Plant Protection staff. [NC regulated-articles guidance, checked 2026.10.28](https://www.ncagr.gov/divisions/plant-industry/plant-protection/entomological-insect-services/spongy-moth/regulated-articles-spongy-moth).

For the review sheet, preserve the crew's item description and the official provision under consideration. Ask staff to confirm the classification and any qualification. Do not flatten the page into a rule that all wood has identical requirements.

Record load changes as new facts. If the job adds a pickup, changes the receiving site, or uses different equipment, return those changes to the reviewer. Keep the boundary analysis linked to the journey version it examined.

## Build a dated source-review worksheet

Use this proposed worksheet to keep retrieval, interpretation, and approval visible. It is an office design, not an NC form or agency-required record format.

| Field | Entry to retain | Question for the reviewer |
| --- | --- | --- |
| Review reference | Job reference and proposed movement date | Which journey version is under review? |
| County index | Pest column, row, footnote, URL, access date | Did the qualification survive copying? |
| Detailed guidance | Page and complete boundary passage reference | Does the summary preserve partial scope? |
| Controlling text | Rule identifier, edition if visible, read status | Was the actual provision obtained? |
| Origin and destination | Separate site references and evidence | Which locations remain unresolved? |
| Material description | Crew wording and proposed category | Which conditions require confirmation? |
| Regulator response | Question version, date, response reference | What facts did the answer address? |
| Human review | Responsible staff and dated determination | Who owns the remaining decision? |
| Recheck trigger | Changed source, site, load, route, or date | Must this review be reopened? |

For a source failure, retain the failed URL and the date. Identify the person responsible for obtaining an official alternative. Leave the rule-read field unresolved until someone can examine the text. Do not fill it with an old summary to make the sheet appear complete.

## Keep the next review tied to the evidence

Choose recheck triggers before reusing a prior brief. Proposed triggers include a revised boundary page, changed trip date, corrected site reference, new material, or a regulator response with limited scope. Staff should decide the review cadence and responsibility.
