# SPC hail reports: read the reporting day before planning roof inspections

Start with the Storm Prediction Center (SPC) reporting period. Read it before discussing tomorrow's inspection capacity. Keep the weather observation beside its units, retrieval time, and preliminary status. Put roof findings in a separate record that qualified staff complete after an authorized inspection.

That distinction gives a roofing operations manager a useful morning question: does this weather evidence justify reviewing available inspection slots? It leaves the dispatch decision with the manager. A report row supplies no permission to enter a property and no finding about its roof.

The [roofing company overview](/for/roofing-companies) covers the wider job record. The [public storm signals guide](/intelligence/roofing-companies) introduces an evidence board. This guide handles one narrower task: reading the reporting day before discussing capacity.

## Start with the source day

SPC organizes the report page from 12:00 UTC through 11:59 UTC the following day. Its archive labels reports preliminary, uses UTC times, and expresses hail sizes in hundredths of an inch. [SPC report archive, accessed 2026.10.28](https://www.spc.noaa.gov/climo/reports/).

Write that period at the top of your review sheet. Keep the date in the file name separate from the date on your office calendar. Label the selected hazard as well. A combined weather file and a hail-only file answer different counting questions.

For a morning discussion, record which source day the manager intends to review. If the question spans several days, list each period separately. Do not silently replace that choice with whichever page happens to open first.

Preserve the original time before displaying a local version. Ask whoever prepares the sheet to include the local zone and offset used. A bare time such as “seven forty-five” leaves the date and time basis unresolved.

## Walk through a hypothetical timeline

The following example is invented. It illustrates reading a report period, rather than describing an observed storm. Assume an office display fixed at UTC minus four hours throughout this example.

| Point in the example | UTC date and time | Office display at UTC minus four |
| --- | --- | --- |
| Selected source period begins | 2026.10.20 at 12:00 | 2026.10.20 at 08:00 |
| Fictional row with time 2345 | 2026.10.20 at 23:45 | 2026.10.20 at 19:45 |
| Fictional row with time 0130 | 2026.10.21 at 01:30 | 2026.10.20 at 21:30 |
| Selected source period ends | 2026.10.21 at 11:59 | 2026.10.21 at 07:59 |

Both fictional rows belong to the same selected source day. One has crossed midnight in UTC while remaining on the previous office date. Keep the full date beside each converted time so the reviewer can follow that change.

Use the correct date-specific offset for a real review. Do not reuse this fixed offset as a national rule. For territories with different time zones, give each display an explicit label. Retain the source period as the common reference.

If the office note and report disagree by a day, pause the match. Inspect the source period and conversion first. Do not move the observation to a different day merely because that makes an existing appointment fit.

## Decide which report view you are reading

SPC distinguishes unfiltered and filtered reports. Its FAQ says identical reports are still removed from the unfiltered logs. Filtering applies separately to each hazard. Reports must share the same county and state, with matching death or fatality text under SPC's pattern rule. For hail and wind, the separation must also be less than ten miles and less than fifteen minutes. The filter retains the largest hail or highest wind report. Proximity alone does not describe the full rule. [SPC FAQ, section 6.11, accessed 2026.10.28](https://www.spc.noaa.gov/faq/).

Label the view before counting rows. Keep the same view when comparing two retrievals unless the purpose is to study the difference. If a meeting uses a filtered count, show that label wherever the count appears.

Avoid calling the unfiltered view a complete list of independent storms. Avoid calling the filtered view a list of damaged roofs. A report-count difference should create a reading question, rather than a sales conclusion.

For example, imagine two invented hail observations near the same town within several minutes. Record both original observations when reviewing their relationship. Mark a proposed overlap for the reviewer. Do not invent two separate inspection opportunities from two rows.

## Make a report card that preserves meaning

Use a plain-language card for each observation selected for discussion. The card below is a proposed worksheet. Every value is synthetic, including its place label and retrieval time. It does not represent a returned demo result.

| Card field | Fictional entry |
| --- | --- |
| Hazard | Hail report |
| Source view | Unfiltered hail-only file |
| Source report day | 2026.10.20 |
| Reporting period | 2026.10.20 12:00 through 2026.10.21 11:59 UTC |
| Row time | 0130, retained with the source-period context |
| Display time | 2026.10.20 21:30, UTC minus four |
| Reported magnitude | Original size 175; displayed as 1.75 inches |
| Location | Fictional town reference; county, state, and original coordinates retained privately for review |
| Retrieval | 2026.10.21 12:30 UTC, invented for this example |
| Status | Preliminary weather report; roof condition unknown |

The size conversion follows the archive's unit definition: 175 represents 1.75 inches. Fields marked UNK are unknown. SPC reports wind gusts in miles per hour, so keep the hazard visible during any mixed-file review. [SPC archive unit notes, accessed 2026.10.28](https://www.spc.noaa.gov/climo/reports/).

Place the source link beside the card. Separate what the source says from your team's interpretation. “Near our northern service boundary” belongs in the review note. “Damage confirmed” belongs only in a supported field finding.

Leave room for a rejected interpretation. A manager might decide the observation is outside the service territory or too uncertain for further planning. Keep that reason with the card so another reader does not reopen the same assumption without context.

## Read location as a matching question

Use the location description, county, state, and coordinates together when reviewing relevance. Preserve the precision of the source. Do not add extra decimal places to suggest a more exact position.

Put the company's own service territory beside the observation. Ask whether the location merits review under that territory's rules. A point on a map should not become a shaded damage area unless a separate, identified source supports that area.

If the location is ambiguous, label it unresolved. A nearby town name does not settle which roofs experienced the reported conditions. Keep a staff member responsible for geographic interpretation before the discussion affects any schedule.

Use internal property references for authorized inspections. Keep customer names, addresses, insurance documents, and photographs out of public examples. The public weather card can remain readable without exposing private job details.

## Separate repeated observations from field findings

Keep three questions on separate lines: what was reported, which observations may overlap, and what an inspection found. Use a reviewer note to connect them. Do not collapse all three into a single “confirmed” flag.

Suppose the office receives several similar weather observations and later completes one inspection. The inspection outcome belongs to that inspected property. It does not validate every nearby observation or every roof in the county.

If staff identify a likely repeat, preserve the original rows and the reasoning. Record who accepted the grouping and when. An editorial grouping should remain distinguishable from SPC's own filtered view.

For a completed inspection, retain the date, access scope, findings, and responsible reviewer in the private job record. If the inspector records no damage within the inspected scope, preserve that outcome. Do not remove it because it weakens a preferred interpretation.

For later comparison, use the companion guide on [NCEI storm records and roof inspection history](/articles/ncei-storm-records-roof-inspection-history). It explains how to keep historical matches and the inspected sample visible.

## Interpret an empty file narrowly

A direct read on 2026.10.28 of the [2026.10.26 SPC hail CSV](https://www.spc.noaa.gov/climo/reports/261026_rpts_hail.csv) returned its column header without report rows. That statement describes the retrieved file. It is not a current claim about another date or territory.

For your own review, record the requested source day, hazard, successful retrieval time, and number of returned data rows. If the selected file has no rows, state that result with its scope. Keep the original file available for anyone checking the summary.

Separate an empty source file from an empty local selection. Your county filter might return nothing while the broader source contains reports elsewhere. Name the filter beside the count. A nationwide zero and a county-selection zero are different results.

A failed request establishes neither result. If the download fails or the returned content is unreadable, label the review unavailable. If staff consult an older copy, display its retrieval date visibly. Never turn a retrieval problem into an all-clear.

An empty file leaves roof condition, access, and any requested site assessment unresolved. Handle those questions through the company's authorized inspection process. Do not close an existing customer concern solely because a selected public file has no rows.

## Bring a bounded question to the capacity meeting

Prepare one sheet with the selected report period, view, locations under review, and unresolved interpretations. Put available capacity on a separate line supplied by operations. Keep weather evidence and scheduling authority distinct.

Use the discussion to choose whether further human review is warranted. The manager can retain current plans, request clarification, or consider authorized inspection requests. Record the choice without presenting it as a weather-source instruction.

Do not use the sheet to promise an arrival time, declare roof damage, estimate insurance payment, or contact property owners. Those actions require their own responsible staff and current facts. A reading guide cannot supply them.

Keep the accepted sheet with the later findings and corrections. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains why source records and decisions belong together. Here, that means retaining an uncertain or rejected match alongside an accepted one.

Before handing the sheet to another shift, write the next review question in plain language. For example, a fictional handoff could request a check of an unresolved time conversion before the manager considers additional slots. Identify who owns that check and which source copy they should consult. Keep the proposed action separate from any action already authorized.

If the next shift receives a newer file, preserve the earlier sheet with its retrieval time. Let the reviewer explain whether the new evidence changes the discussion. This gives the office a readable sequence of evidence and decisions without requiring anyone to infer what the previous shift meant.

## Continue with the source limits visible

Open the [Storm report explorer](/tools/storm-report-explorer) to review its selected date and preliminary evidence. Read the displayed period and units before using any result in your own planning discussion.

The archive and FAQ were reopened on 2026.10.28. The [NWS severe-weather products instruction, section 16](https://www.weather.gov/media/directives/010_pdfs/pd01005012curr.pdf) was also reopened that day. It describes hourly report logs based on preliminary local storm reports.

All timelines, cards, and office decisions above are proposed examples. No private inspection history was accessed. Technical interpretation, site access, dispatch, and commercial decisions remain with the responsible human.

For a private evidence-board scope, bring one territory and a description of your authorized inspection records to Scale With Search.
