# Plan a 12-month SEO strategy in four quarters that build on each other.

Many SEO plans stall in month three. The tactics were not wrong; the order was. The team audits everything, ranks nothing, and spreads effort across technical debt, content, and links at once.

This template gives each quarter one focus, in order. Adjust the timelines for your domain authority, team size, and competition, but keep the sequence. The ranges here are planning estimates, not benchmarks.

## Week 0: run a diagnostic sprint

**Technical health.** Crawl the site with Screaming Frog or Sitebulb. Export broken links, redirect chains, orphan pages, missing meta descriptions, and duplicate content. Tag each error as critical (blocks indexing), high (damages rankings), medium (wastes effort), or low (cosmetic). Only critical and high issues go into Quarter 1.

**Content inventory.** Export all URLs with 12 months of organic sessions. The top 20% by traffic carry most of the site's authority. Tag each page as commercial, educational, tool, or resource content.

**Keyword gaps.** In Ahrefs or Semrush, compare your keywords with three competitors. Export keywords where they rank in the top 10 and you are outside the top 50. Keep the 50 largest gaps by volume for Quarters 2 and 3.

**Link profile.** Check domain rating (DR) and referring domains. Below DR 30, links become a main focus later in the year. Above DR 50, content quality matters more than link volume. A nofollow share above about 40% often means comment and profile links, not editorial ones.

**Conversion map.** Calculate the organic conversion rate by page type. As a planning range, commercial pages convert at 5 to 15%, and educational content at 0.5 to 2%. ## Quarter 1 (months 1 to 3): repair the foundation

### Month 1: stabilize the technical base

Compare indexed pages with published pages in the Search Console page indexing report. A `site:` search gives only a rough count. About 30% more indexed pages than published means duplicate or parameter URLs leak into the index. About 30% fewer means crawl problems or robots.txt blocks.

Fix indexing errors in this order:

1. **Canonicals.** Give each page one canonical URL. Redirect www to non-www, or the reverse, with a 301. Enforce HTTPS.
2. **XML sitemap.** List only indexable URLs, without admin pages, internal search results, or paginated archives. Submit it in Search Console.
3. **Robots.txt.** Do not block important directories. A block on `/wp-content/uploads/` in WordPress stops image indexing.
4. **Redirect chains.** Change A to B to C into A to C. On large sites, chains also waste crawl budget.

Run PageSpeed Insights on your 10 highest-traffic pages. Keep Largest Contentful Paint (LCP) under 2.5 seconds and Interaction to Next Paint (INP) under 200 milliseconds. Keep Cumulative Layout Shift (CLS) under 0.1. INP replaced First Input Delay as a Core Web Vital in March 2024. Take quick wins now: image compression, caching, and minification. Keep complex technical debt for Quarter 4.

Google indexes the mobile version of each page. It retired its Mobile-Friendly Test in December 2023, so test your top 20 pages with Lighthouse in Chrome DevTools. Fix tap targets under 48 by 48 pixels, horizontal scroll, and body text under 16 pixels.

### Month 2: optimize the top 50 pages

Check each of your 50 highest-traffic pages:

- **Title tag:** 50 to 60 characters, the primary keyword in the first five words, and a qualifier such as "examples" or "step by step".
- **Meta description:** 150 to 160 characters of ad copy, with the keyword, a benefit, and a light call to action.
- **Headings:** one H1 that matches the title tag, and H2s as questions or benefits. Plain formats such as "What is X" feed featured snippets better than clever ones.
- **Internal links:** three to five in the first 500 words, with descriptive anchor text.
- **Entities:** clear, consistent names for products, tools, and concepts. Bold text does not mark an entity.
- **Images:** literal alt text of 10 to 15 words, and file names such as `seo-strategy-roadmap.png`.

### Month 3: prune and merge content

List pages with fewer than 10 organic sessions in 12 months, and pages with Search Console impressions but no clicks. Delete a page only when it has no backlinks, an unneeded keyword, thin content, and no update value. Redirect each deleted URL with a 301 to the most relevant page, update the sitemap, and watch for 404 errors.

Merge content that targets the same keyword. Five 800-word posts on email marketing tips become one 4,000-word guide, with all their link value on one URL.

Clean up URL structure where it helps readers. Dates in blog URLs make content look old, and deep subdirectories add nothing. URL length is not a major ranking factor, and each changed URL needs a redirect. Change only what earns the risk.

## Quarter 2 (months 4 to 6): build the content structure

### Month 4: set the keyword framework

Group keywords into clusters by topic. An "email marketing" cluster can hold "email marketing strategy", "email marketing tools", and "email marketing automation". A pillar page targets the head term, and supporting articles target the long-tail variations.

Build 5 to 10 clusters from the keyword gap analysis. Each has a pillar page of 2,500 to 4,000 words and 5 to 8 supporting articles of 1,200 to 2,000 words. The [keyword clustering guide](/articles/keyword-clustering-content-teams) groups terms with tool data.

Match the format to the intent. An educational guide for a transactional query wastes effort. A searcher for "CRM software" wants a list, not a 3,000-word essay.

Write a brief template for each content type:

- **Comparison post:** X, Y, a feature table, and recommendations by use case.
- **Complete guide:** foundations, then intermediate and advanced tactics, then tools.
- **How-to article:** the problem, prerequisites, one H2 for each step, and common mistakes.

Give writers competitor URLs, the outline, the keyword, and the word count.

### Month 5: produce the pillar pages

List every H2 in the top 10 pages for each pillar keyword. Your pillar page covers all of them, plus two or three they miss. For pillar pages, completeness matters more than originality.

Open with a 200-word introduction and a linked table of contents. Add five to eight H2 sections of 300 to 600 words, with examples, data, screenshots, or diagrams. Close with 5 to 10 "People also ask" questions and a 150-word conclusion with a soft call to action. Add original images, because text-only pages earn fewer links. Link to each supporting article with descriptive anchor text.

### Month 6: write the supporting articles

Produce 30 to 50 supporting articles. An in-house writer produces two or three each week. If you outsource, brief 10 articles at once on one template. Edit for accuracy and voice; do not rewrite from scratch.

Target queries with 100 to 1,000 monthly searches and lower difficulty. "Email marketing automation for ecommerce" is easier to win than "email marketing". These articles rank faster and pass traffic to the pillar. Link each one to its pillar two or three times with varied anchor text.

## Quarter 3 (months 7 to 9): accelerate authority

### Month 7: refresh what already ranks

In Search Console, find articles in positions 6 to 15, sorted by impressions. Small changes can move them into the top 5. Add 300 to 500 words of new information and rewrite the introduction. Add two or three internal links to recent content. Change the published date only for a substantial change. Then request indexing with the URL Inspection tool.

### Month 8: test programmatic SEO

Programmatic SEO builds many pages from one template and a dataset. Common uses are location pages ("[service] in [city]"), competitor comparison matrices, and industry resource directories. Fill a spreadsheet with unique data for each variable. Generate the pages with a script or a no-code stack, such as Airtable with Zapier or the Webflow CMS.

Each page must carry information beyond the swapped variables, such as local data or specific examples. Google's scaled content abuse policy, published in March 2024, targets pages mass-produced to rank with little value. Start with 50 to 100 pages. ### Month 9: launch link building

Run four link tactics:

- **Competitor links.** Export a competitor's backlinks from Ahrefs Site Explorer. Email sites between DR 20 and 40, which answer more often, and offer your updated article. At a 1 to 2% response rate, 100 emails bring one or two links.
- **Data for journalists.** Publish survey results, industry statistics, or a trend analysis, and pitch it. One good dataset can earn 20 to 30 links.
- **Resource pages.** Search `intitle:"resources" [your keyword]` and ask each owner to add your guide. Expect a 5 to 10% response rate.
- **Journalist requests.** Answer two or three reporter requests each week with specific quotes or data. At a 5 to 7% conversion rate, that brings one or two strong links each month. HARO, the best-known service, shut down in December 2024 and relaunched under Featured.com in April 2025.

## Quarter 4 (months 10 to 12): refine and measure

### Month 10: improve conversion rate

In GA4, open the landing page report, filter to organic traffic, and calculate each page's conversion rate. GA4 renamed conversions to key events in March 2024. Fix a commercial page that converts below 3% before you send it more traffic.

If a visitor cannot understand the offer within 5 seconds, rewrite the headline. Put a clear, contrasting call to action above the fold. Add proof such as case studies, client logos, or data points. Cut form fields, extra navigation, and pop-ups on high-intent pages. Test one change on each page at a time, and wait for 100+ conversions before you decide.

### Month 11: take on the advanced technical work

| Schema type | Use | Note |

| Product | Ecommerce | Supports price, availability, and review details. |
| LocalBusiness | Location-based businesses | Helps Google understand the business. Local pack rankings depend mainly on the Google Business Profile. |
| FAQPage | Question sections | Since August 2023, Google shows FAQ rich results only for well-known government and health sites. |

Test each type with the Google Rich Results Test, and watch rich result impressions in Search Console.

On React, Vue, or Angular sites, use server-side rendering (SSR) or static site generation (SSG) for critical pages. In the URL Inspection tool, compare the live test's rendered HTML with what users see.

On international sites, add hreflang tags for each language and region. Without them, Google can show the `en-US` page to a UK reader. Regional duplicates carry no penalty, but the wrong version can rank. Then take on the harder Core Web Vitals fixes: lazy loading, critical CSS inlining, and JavaScript code splitting.

### Month 12: report and decide

Track 12 metrics. From Search Console: impressions, average position, click-through rate, keywords in positions 1 to 3 and 1 to 10, and indexed pages. From GA4: organic sessions and organic conversions. From Ahrefs: domain rating and referring domains. Add the share of URLs that pass all three Core Web Vitals. Add revenue per organic session: organic conversions divided by organic sessions, times average order value.

Compare Quarter 4 with the Quarter 1 baseline. The quarter with the largest gain shows where to invest in year 2. Sort the year's content by organic sessions. A small share of pages usually drives most traffic. Repeat what they share, such as topic, format, difficulty, and length.

Calculate links for each hour of work by tactic. Competitor outreach at 15 links in 50 hours gives 0.3 each hour. Journalist requests at 8 links in 20 hours give 0.4. For each tactic, stop it, hold it, or scale it. Cut the bottom 30% of activities.

## Adjust the plan to your starting point

This template assumes an established domain between DR 20 and 40.

| Starting point | Change |
|---|---|
| New domain (DR 0 to 10) | Add three to six months. Spend Quarters 1 and 2 mostly on content, start links in Quarter 3, and target a keyword difficulty under 20. |
| High-authority domain (DR 50+) | Compress the timelines. Spend less time on technical basics and more on content quality and revenue for each session. |
| Ecommerce | Extend programmatic SEO to category, filter, and collection pages. Add Product schema across the catalog, and point links at top-selling categories. |
| Local business | Start with the Google Business Profile and consistent name, address, and phone (NAP) citations. Build location pages and earn local links from sponsorships and the chamber of commerce. |
| B2B SaaS | Map clusters to buying stages. Put decision-stage content first in Quarter 2, and earn links with data reports. |

A solo operator needs three to four times longer, so Quarter 1 can take nine months. Work on two or three clusters, not ten, and outsource content once the keyword targets prove out. Hire an agency to scale organic revenue that exists. For early testing, you pay while it learns your market. In March 2026, a delegated budget split roughly three-eighths to content and a quarter each to links and technical freelancers. Tools took an eighth. The free minimum is Google Search Console and Google Analytics. Add Ahrefs or Semrush and Screaming Frog; Clearscope or Surfer and Zapier are optional. In-house execution trades cash for 20 to 30 hours each week.

## Set first-year expectations

Links to thin pages waste their value. Irregular publishing, such as 10 articles one month and none the next, makes results hard to read.

Most programs break even in 6 to 9 months and compound after that. As a planning range for month 12, a new site can expect 1,000 to 5,000 monthly organic sessions. An established DR 30+ site can expect 10,000 to 50,000, and a DR 50+ domain 50,000 to 500,000. With 30+ articles and 10+ links after six months but no top-50 rankings, your targets are too competitive. Narrow to longer-tail keywords with lower difficulty.

In year 2, halve the rate of new content and put the freed time into about two updates each week. Increase link building for your proven content, and expand into adjacent topics.
