# Build an SEO responsibility matrix so every task has one owner.

SEO projects die in organizations where ownership is unclear. People do not refuse the work. Nobody knows whose work it is.

A responsibility matrix fixes that. It lists each recurring SEO task and names who does it, who answers for it, who gives input, and who hears about the result. This page shows how to build the matrix and adapt it to a startup, a mid-size company, and an enterprise.

### Tasks without an owner have no deadline

When a task has no owner, it has no deadline. A ticket that says "fix the duplicate title tags" sits in a shared backlog. Content thinks engineering will change the template. Engineering thinks content will rewrite the titles. Marketing assumes someone is on it. Three months later, the titles are still duplicates.

### When everyone owns SEO, nobody does

A leadership statement that "SEO is everyone's job" looks like commitment. Without named responsibilities, it usually produces inaction. Each team adds SEO to its list of priorities, below the work it is measured on. SEO work then happens only when someone has spare time.

### Four reasonable positions and no decision

Take one common request: add structured data to the product pages. Four teams hold four reasonable positions:

- Content says the product descriptions must change first, so the markup matches the text.
- Product says the work must compete with features in the roadmap.
- Engineering says it needs a specification of which properties to output.
- Marketing says it wants the rich results before the next campaign.

Each position is sound. Nobody has the authority to settle the order of work. The project dies in committee.

## Assign ownership by role

Each role owns the SEO work that matches its authority and skills.

## Use RACI to name one accountable owner

RACI assigns four roles for each task:

- Responsible (R): the people who do the work. A task can have more than one.
- Accountable (A): the one person who answers for the result and makes the final call. A task has exactly one.
- Consulted (C): people whose input shapes the work before it is done.
- Informed (I): people who hear about the result after it is done.

Two rules make the matrix work. First, give each task exactly one accountable owner. Two accountable people means nobody is accountable. Second, keep the consulted list short. Consult only people whose input changes the outcome. Each extra consulted person adds a meeting and a delay.

### Map the common SEO tasks

This example covers 10 common tasks for a mid-size company. The columns are the SEO lead, the product manager (PM), developers (Dev), the content lead, and the marketing manager (Mktg).

Read each row across. For template changes, the PM is accountable, because the PM decides roadmap priority. Developers do the work. The SEO lead and the content lead give input before the change ships. For keyword targets, the SEO lead is accountable and does the work, and content and marketing give input.

The matrix also shows where authority sits. The SEO lead is accountable for decisions about what to target and what to fix. The teams that own the systems are accountable for changes to those systems. This split matches authority to accountability. An SEO lead who is accountable for template changes, with no control over the engineering roadmap, is set up to fail.

## Adapt the matrix to your company structure

### Startup: founder plus freelancer

In a startup, accountability sits with the founder. A freelancer or contractor does most of the work: keyword research, briefs, articles, and audits. The founder approves targets and budget, and decides what the one or two developers build.

Keep the matrix small, with five or six tasks. The main risk is the founder as a bottleneck. Write down which decisions the freelancer can make alone. Examples are title changes and article topics within the agreed keyword list. Keep the founder's approval for budget, new keyword themes, and site changes.

### Mid-size: marketing manager plus agency plus developers

A mid-size company often has a marketing manager, an SEO agency, and a development team that serves many requesters. The matrix above fits this model, with the agency in the SEO lead column for most tasks.

The main risk is diffusion between the agency and the internal teams. Define the agency's scope in writing: what it delivers, what it only recommends, and what needs internal approval. Give the agency and the internal teams shared KPIs, so they aim at the same results. Name one internal person accountable for the agency's output, usually the marketing manager. ### Enterprise: SEO manager plus product, engineering, and content

An enterprise has a dedicated SEO manager or team, several product teams, a central engineering group, and one or more content teams. The matrix grows, because each product area can have its own PM and developers.

Three elements keep it working:

1. Governance. A written SEO standard that each team follows, such as URL rules, redirect rules, and schema requirements, reviewed at launch gates.
2. Escalation paths. A named route when a task stalls, with a time limit at each step. The route runs from the SEO manager to the product director, and then to the executive sponsor.
3. An executive sponsor. A senior leader who holds the budget and settles disputes that the matrix cannot.

## Build your matrix in four steps

1. List your 10 most common SEO tasks. Use the tasks your team actually does, not a textbook list. Check the last quarter's tickets and requests.
2. Map the current state. For each task, record who does it today and who makes the final call. Leave gaps empty. Gaps and double entries in the accountable column are the problems to fix.
3. Propose the target state. Give each task one accountable owner whose authority matches the task. Cut the consulted list to the people whose input changes the result. Review the proposal with each team lead.
4. Implement and track. Publish the matrix where teams plan their work. Add the accountable owner's name to each SEO ticket. Review the matrix each quarter, and change it when a task keeps stalling.

### Worked example

This example is hypothetical, to show the method.

A mid-size software company wants Product schema on its pricing and product pages. The request has waited in a shared backlog for two quarters. The current-state map shows the problem: the SEO agency, the marketing manager, and the PM each believe another party is accountable. Nobody has written the property specification.

The target-state matrix assigns the task:

- Accountable: the PM, because the change needs roadmap time.
- Responsible: a front-end developer for the template, and the agency for the specification.
- Consulted: the content lead, to confirm that the visible text matches the markup.
- Informed: the marketing manager.

The agency delivers the specification in one week. The PM schedules the template change for the next sprint. The work that sat for two quarters now has an owner, a date, and a definition of done.

Use the same review on each stalled task. A task that stalls usually has no accountable owner, two accountable owners, or an owner without authority over the system that must change.
