# Write an AI content policy so every AI-assisted page passes review before it ships.

The marketing team publishes AI-generated articles with no review. A freelancer submits drafts with undisclosed AI help. Legal has no guidance on copyright risk. When organic traffic drops, the SEO team cannot tell whether AI content caused it or an algorithm change did.

An AI content policy governs how an organization uses large language models to produce content for search. As of 2026, examples include OpenAI's GPT models, Anthropic's Claude, and Google's Gemini. It sets quality thresholds, review steps, disclosure rules, and risk controls. It keeps low-value pages off the site and keeps the productivity gain.

## Know why the policy must be written down

Without a written policy, each team decides for itself, and the results are inconsistent.

Google's March 2024 core update came with new spam policies, including one against scaled content abuse. Scaled content abuse means mass-produced pages that offer little value, however they are made. Some sites that published unedited AI output at volume reported losing most of their organic traffic. The trigger was not AI use itself. It was unreviewed output at scale with no human expertise added.

Google's guidance on AI-generated content, published in February 2023, says the same. Google rewards helpful content however it is produced. Automation used mainly to manipulate rankings violates its spam policies.

A written policy sets accountability. When traffic drops after AI content goes live, the policy answers three questions at once. Who approved publication? Which review stage was skipped? Which quality check failed? Without it, the response stalls in blame.

A policy also protects legal interests. Models trained on copyrighted material leave intellectual property questions open. The New York Times sued OpenAI in December 2023, claiming that training on its articles was infringement. A policy that requires fact checks and originality checks before publication gives the organization a record of due diligence if a claim arrives.

Freelance and employment contracts need the policy too. A clause that bans all AI use is hard to enforce once AI tools sit inside ordinary writing software. The policy states which uses are acceptable, such as research and outlines versus full article generation, and when disclosure is required. ## Define three usage tiers

Classify AI use by automation level and risk.

| Tier | What AI does | Risk | Review required |
|---|---|---|---|
| 1: AI-assisted | Research, outlines, phrasing help, expansion of thin sections; a human writes the core | Low | Standard editorial review |
| 2: AI-generated with expert review | A full AI draft that a subject matter expert revises, fact-checks, and extends with proprietary insight | Medium | Fact verification against primary sources, added original data or cases, voice alignment |
| 3: Automated | AI output published with minimal human work, for high-volume, low-complexity pages such as product descriptions or location pages | High | Template validation, accuracy checks against structured data sources, continuous performance monitoring |

In Tier 2, the AI draft gives structure and covers the basics. The expert adds the depth a model cannot supply.

Prohibit Tier 3 for thought leadership, pillar pages, and any page that targets high-value keywords. Keep automation for supplementary content, where scale matters more than depth.

## Set measurable quality thresholds

"Ensure high quality" fails in practice. Teams need thresholds they can check.

**Originality.** Require a minimum share of original analysis, proprietary data, or expert insight. A model cannot produce this material from its training data. An example rule: "At least 30% of the article's word count is original research, case material, or expert commentary." Check uniqueness with Copyscape or Turnitin. These tools find copied text but miss close paraphrase.

**Factual accuracy.** Require a check against a primary source for every factual claim. Models invent statistics, misattribute quotes, and cite sources that do not exist. The check moves the burden to before publication, instead of after a reader complaint.

**E-E-A-T.** Google's quality guidelines on Experience, Expertise, Authoritativeness, and Trustworthiness apply to AI content as to any other. Require a byline from a qualified expert, citations to authoritative sources, and examples from first-hand experience. An AI draft without these signals goes back for expert work. **Search intent.** Each page must satisfy the intent behind its target keyword. Require keyword research with an intent analysis before production starts. AI tends to produce general coverage of a topic and miss the specific question the searcher asked.

**Readability.** Set a target score with Flesch Reading Ease or the Hemingway grade level, matched to the audience. Technical B2B content might target a 10th-grade level and consumer content an 8th-grade level. Models default to formal, complex language, so a readability rule makes pages more accessible.

Automate the checks where you can. Clearscope and MarketMuse score coverage against the top-ranked pages and flag thin sections. Grammarly Business enforces the style guide. ContentKing, which Conductor acquired in 2022, monitors published pages for quality regressions.

## Decide the disclosure rules

Disclosure builds trust with readers and reduces backlash if AI use becomes public. The debate is whether to disclose every AI-assisted article or only mostly AI-generated ones.

**Full disclosure.** CNET's experience in January 2023 shows the limit of disclosure alone. It published AI-written financial explainers under a staff byline with a note about AI use. Reviewers then found errors in many of them, and CNET paused the program. The disclosure did not prevent the quality failure, and it may have lowered trust in the rest of the site.

**Material-use disclosure.** Disclose when AI generates a substantial part of the published text, for example 50% or more of the final word count. Do not disclose AI used for research or editing. This matches existing practice: writers do not disclose dictionaries or grammar checkers. The test is whether AI shaped the information and its structure, or supported a human-led piece.

**Bylines.** A human byline on content an expert did not substantially write is deception. Google's February 2023 guidance also says that an AI author byline is probably not the best way to show readers that AI took part. Choose one of three rules:

- Allow a human byline only after the author substantially revises the AI draft.
- Use an organizational byline, such as "By the [Company] content team", for AI-assisted pages.
- Use an explicit "AI-assisted" label that shows hybrid authorship.

**Internal records.** Schema.org has no widely adopted property for AI attribution. Keep an internal record of AI involvement for each page even when you do not disclose it publicly. The record is ready if a disclosure standard or a legal requirement arrives.

Ask legal counsel to review the disclosure rules. In August 2024, the Federal Trade Commission issued a rule against fake reviews and testimonials that covers AI-generated ones. Content that presents AI output as human expertise could draw similar scrutiny.

## Build the review workflow and approval chain

A quality rule without enforcement fails. The review workflow sets who checks AI content, what they check, and who approves publication.

Match the review depth to the content type:

| Content type | Review |
|---|---|
| High-value: pillar pages, product launches, executive thought leadership | Subject matter expert, SEO, and legal review of claims |
| Standard blog posts | Editorial review for accuracy and brand voice, plus SEO spot checks |
| Supplementary: glossaries, answers to common questions | Automated quality checks plus human review of a sample |

Give reviewers an explicit checklist instead of a general quality mandate. An AI content checklist includes these items:

- Every factual claim is checked against a primary source, with a citation.
- Original insight or data makes up at least 30% of the word count.
- The author shows first-hand experience with the topic.
- The content matches the search intent of the target keyword.
- No section is generic advice that any model could produce.
- Brand voice and terminology meet the standard.
- Every statistic has an attribution and a publication date.

Define an approval authority matrix by risk. A standard blog post can need one editor. High-stakes content needs sign-off from several stakeholders. Low-risk, template-based product descriptions can pass on automated approval, which keeps the workflow fast without weakening control over strategic content. Keep version history and an audit trail: the AI draft, each editorial revision, and the approval time. The record shows due diligence if a quality problem arises. Google Docs version history and Git repositories both give a trail at no extra cost.

The Associated Press published its AI standards in August 2023. They tell staff to treat output from a generative AI tool as unvetted source material. Staff apply AP's editorial judgment and sourcing standards before any of it reaches publication.

## Manage copyright and legal risk

AI content raises intellectual property questions that the law has not settled. The policy must address them now and change as courts decide.

**Copyright ownership.** The US Copyright Office issued registration guidance in March 2023 and a report on copyrightability in January 2025. Both say that AI material made without sufficient human control lacks the human authorship copyright requires. Substantial human revision of AI drafts helps make the result protectable, which protects the organization's investment.

**Training data claims.** Models trained on unlicensed copyrighted material may create liability for the people who use their output. Fair use defenses may apply. A cautious policy still requires fact checks and a rewrite, so the published text is original expression and not reproduced training data.

**Indemnification.** Contracts with AI vendors should include indemnification against copyright claims about the tool's output. OpenAI announced its Copyright Shield for enterprise and API customers in November 2023. Consumer and free tiers do not carry the same protection. Restrict content production to tools licensed under contracts that include it.

**Plagiarism.** Models sometimes reproduce long passages from training data. Require a plagiarism check on AI output before publication. Copyscape and Turnitin find exact matches. Close paraphrase is harder to find, so a manual review of citations and claims catches what the tools miss.

**Regulated industries.** Finance, healthcare, and legal services have content rules. FINRA rules govern investment communications, so AI-generated financial content needs compliance review. FDA rules restrict health claims, so AI content on medical topics needs expert verification. Require compliance review for regulated content, whatever produced it.

Involve an IP attorney when you draft the policy. Key questions are still open in court. Build in a review step that updates the legal guidance as precedent arrives.

## Track performance and adjust the policy

A policy needs measurement to show whether AI content helps or harms SEO.

**Segment AI content in analytics.** Tag AI-assisted and AI-generated pages in Google Analytics 4 with a custom dimension. Track organic traffic, engagement rate, bounce rate, and conversions for AI and human-written pages separately. Falling performance in the AI segment points to a quality problem.

**Filter Search Console.** Create filters for AI content URLs in Search Console. Watch impressions, click-through rate, and average position. A ranking drop concentrated in AI content suggests algorithmic targeting.

**Build a quality dashboard.** Track readability scores, originality percentages, and fact-check pass rates over time. A falling quality trend warns of a traffic problem before the traffic moves.

**Watch manual actions and updates.** Assign someone to check Search Console for manual actions and to assess each algorithm update. Some updates target low-value scaled content, as the March 2024 update did. After such an update, audit the volume and quality of AI content published in the months before it.

**Watch competitors with caution.** Detection tools such as GPTZero estimate whether a competitor's pages are AI-generated. Their accuracy is limited, so treat the result as a signal, not proof. If competitors publish large volumes of AI content without penalty, your policy may be too strict. If they lose rankings, that supports your current rules. Review the data every quarter, and review the policy immediately after any major update aimed at low-value content. Assign ownership of the policy to a named role, usually the head of content or the marketing lead.

## Handle three objections from the team

**Enforcement.** A firewall block on consumer AI tools is easy to get around. Align incentives instead: pay for quality, not only volume, and reward human expertise with bylines and career progress. Provide approved AI tools that log usage, so compliance is easy to check.

**Ranking potential.** AI-assisted content can rank as well as human content when AI supports expert authors who add original insight. Pure AI output rarely ranks for competitive keywords, because it adds nothing unique. For most content types, AI speed plus human expertise beats both pure AI generation and unassisted writing. **Internal documents.** Internal documentation carries less risk: no search penalty and less reputational exposure. A looser policy there allows experiments. Keep the strict review for published content that affects the brand and organic traffic.
