# SAM sources sought and presolicitation notices: choose the machine-shop research task

A notice mentioning machined components gives an estimator a research question. Before opening a costing sheet, identify what the notice asks readers to do. Separate the stated request from the technical information still missing. Then decide whether the shop should investigate, hold, or decline that research task.

The useful first output is a short evidence card. It records the notice, relevant process words, unanswered requirements, and a named reviewer. It contains no invented part specification, price, delivery commitment, or claim that the shop qualifies.

This guide proposes an internal reading method for public notices. It does not prepare a response or identify a live opportunity. The [machine-shop office guide](/for/machine-shops-and-precision-manufacturing) covers the later handoffs around actual RFQs, drawing references, and approved quotes.

## Read the notice type before assigning estimating work

GSA's opportunities documentation lists separate types for sources sought, presolicitation, solicitation, combined synopsis/solicitation, and award notices. [GSA opportunities API v2, request parameters, accessed 2026.10.28](https://open.gsa.gov/api/get-opportunities-public-api/).

Use those distinctions to organize the reading queue. Copy the actual type into the review card. Keep the title in another field. A title containing a familiar part name should not determine the task by itself.

For a sources-sought record, start by reading the requested information. Identify whether public instructions ask about capabilities relevant to your shop. Do not assume a familiar process word means someone requested a price.

For a presolicitation record, read the announcement and its stated next steps. FAR 5.204 distinguishes the proposed-action synopsis from any resulting solicitation. [FAR 5.204, FAC 2026-01, effective 2026.03.13, accessed 2026.10.28](https://www.acquisition.gov/far/5.204).

For a solicitation record, assign a separate reading of the actual solicitation instructions. The early-notice worksheet below does not perform that review. For an award notice, move the question into historical buyer research rather than treating it as an unanswered request.

This sorting method is an editorial workflow. The specific notice controls what it requests. If its type and instructions appear inconsistent, preserve both and flag the conflict. Do not resolve it by choosing whichever label looks commercially attractive.

## Understand the research purpose without inventing a requirement

FAR 10.001 places market research before certain acquisition steps and includes identifying capable sources among its uses. FAR 10.002 describes research techniques. [FAR Part 10, FAC 2026-01, effective 2026.03.13, accessed 2026.10.28](https://www.acquisition.gov/far/part-10).

That context helps explain why an early notice can deserve attention without supporting a quote. Your shop's immediate question is narrower: what public evidence justifies the next internal reading task?

Write that question before collecting more material. For example, ask whether the stated process resembles an approved capability. Keep a different question for whether the notice requests information your team can substantiate.

Avoid beginning with an estimated contract value or a sales target. Neither answers whether the shop understands the requested work. Keep commercial interest separate from evidence of process fit.

If the request is unclear, describe the uncertainty in plain language. “Public text names components but gives no material specification” is useful. “Good opportunity for our shop” conceals the missing evidence.

## Match public words to an approved capability reference

Give the researcher a current capability reference approved by estimating. Include accepted processes, material families, equipment limits, and known exclusions. Date that reference so another estimator can identify what supported the screen.

Compare exact notice wording with the reference. A mention of turning supports a question about turning. It does not establish dimensions, tolerances, production sequence, inspection requirements, or a suitable machine assignment.

Keep drawing information at the level available through the approved public reading. Record a missing drawing reference as missing. This worksheet does not require downloading technical attachments or deciding whether material is unrestricted.

Use separate rows for material and quantity. “Aluminum” should not become a specific alloy. “Multiple components” should not become a production lot size. A researcher should be able to leave either row unanswered.

Assign qualification questions to the shop's designated quality reviewer. Do not turn an unknown requirement into a certification claim. An approved internal capability reference also does not establish eligibility for a particular procurement.

## Worked example: route an early notice to a research owner

Everything in this example is fictional. The notice label, office, dates, component description, and shop capability reference are invented teaching values.

Imagine worksheet record “Example Notice A” identifies its type as sources sought. Its public text mentions turned components. A fictional shop's approved reference includes turning work within a documented operating range. The researcher has not reviewed a drawing or any qualification requirement.

The first decision is research. The estimator asks for a comparison of the stated process with the approved reference. The task excludes cycle-time calculation, price preparation, production scheduling, and customer communication.

| Fictional review field | Recorded evidence | Open question |
| --- | --- | --- |
| Notice identity | Example Notice A; fictional Office A | Has a second reader confirmed the reference? |
| Type | Sources sought, as stated in the fictional record | What information do the instructions request? |
| Process | Turned components | Does the stated work fit the approved range? |
| Drawing | No drawing reviewed | Is an approved public reference available? |
| Material | Not specified in the example | Which material requirement remains unknown? |
| Quantity | Not specified in the example | Is quantity relevant to the requested capability discussion? |
| Qualification | Not reviewed | Which reviewer must assess the requirement? |
| Next task | Estimator reads the public request | What evidence would permit further research? |

The researcher should deliver that table with a short explanation. The process word supports further reading. Missing specifications prevent technical acceptance. No one has identified a priced job or accepted responsibility for a response.

If the estimator later rejects the match, append the reason to this record. Preserve the initial evidence so another employee can understand the correction. Do not overwrite “turned components” with a more specific description supplied by the shop's imagination.

## Rejected example: a familiar heading with no supporting scope

This second example is also fictional. “Example Notice B” has a heading mentioning precision hardware. The public text available to the researcher gives no machining operation, material, quantity, or requested shop capability.

The shop's equipment list contains the word precision. That overlap is too weak for a positive fit statement. Record “insufficient description” and name the missing process evidence.

The estimator can decline further research under the shop's own queue rules. That decision says the available evidence does not justify this task. It says nothing about another supplier's suitability or the government's eventual purchase.

Alternatively, the estimator can authorize one additional public-source reading. Define exactly what the reader must resolve. A vague instruction to “find more opportunities like this” creates a different task with no clear stopping point.

Keep rejection separate from a source failure. If the notice did not load, record “retrieval failed.” Do not describe unseen content as outside the shop's capabilities. A failed read leaves the fit question unanswered.

## Keep the response route and deadline attached to the notice

For each research card, copy any response instructions from the exact notice being reviewed. Preserve the reference, displayed time wording, and retrieval time. If no deadline is found, write that result explicitly.

Do not borrow a deadline from a similar notice. Do not infer a response route from a past relationship or another office's instructions. Keep a question unresolved until the controlling public text supplies an answer.

The researcher can record the route without preparing a message. Assign any later response decision to a named person. That person must check the current notice before work leaves the internal research stage.

If the public record changes, preserve the earlier card and open a comparison. The companion guide explains [how to preserve notice versions and response deadlines](/articles/sam-notice-version-response-deadline-shop-review). A prior research decision should remain traceable to the material its reviewer read.

Keep a separate internal review target. For example, the owner might request a first read before tomorrow's estimating meeting. Label that time as the shop's target. It must not appear as a government response deadline.

## A worksheet for the first estimator review

Use the following headings as an internal worksheet. They are editorial recommendations, not SAM submission fields or procurement instructions.

| Worksheet heading | What to record |
| --- | --- |
| Research question | The single uncertainty this reading should resolve |
| Notice reference | Source link, identifier, title, and type as displayed |
| Source capture | Retrieval time and the approved public material read |
| Requested action | Notice wording describing what readers should provide or inspect |
| Possible process fit | Exact words connected to the approved capability reference |
| Open requirements | Separate drawing, material, quantity, and qualification questions |
| Response details | Exact route and deadline wording, or an explicit unresolved state |
| Review ownership | Estimator, quality reviewer when needed, and next internal check |
| Disposition | Pursue research, hold for evidence, or decline this task |

Attach the capability-reference version to the worksheet. Keep the researcher's observations separate from the estimator's decision. If the estimator adds a technical interpretation, identify its author and supporting source.

For repeated research, retain accepted corrections in business-owned files. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how source references and decisions can remain available across later work. Keep public notice evidence separate from customer drawings and private job records.

## End with reasons the estimator can inspect

Define pursue as authorization for the next named research task. State the supporting words and the remaining unknowns. It does not authorize a quote, capability response, attachment transfer, or production commitment.

Define research hold as an unresolved evidence question with an owner. Examples include unclear instructions, missing material detail, conflicting identity, and inaccessible public text. Give the owner a specific next check.

Define decline as a reasoned decision about this research queue. Record whether the problem is a stated process mismatch, insufficient public scope, or the shop's chosen research boundary. Avoid unsupported judgments about the procurement itself.

The [machine-shop intelligence overview](/intelligence/machine-shops-and-precision-manufacturing) places this screen beside award-history research. Keep those purposes separate when describing a candidate to estimating.

For a proposed internal research function, bring Scale With Search the approved capability reference, review roles, and fictional acceptance examples. Define source access and unresolved outcomes before implementation.
