# SAM notice changes: preserve the version and response deadline in a shop review

An estimator can make a reasonable research decision from an earlier notice and still need a new review later. Keep the evidence behind that decision. When someone returns to the notice, compare what they can read now with the material previously reviewed.

The first task is preserving the connection between source and decision. Record the notice identity, the source's dates, any response deadline, and your own retrieval time separately. A fresh download should not silently replace the record that justified yesterday's instruction.

This guide proposes an internal handoff for a machine shop. All worked records are fictional. It establishes no live opportunity, valid deadline, or authority to respond. The [machine-shop office guide](/for/machine-shops-and-precision-manufacturing) covers the separate controls around quoting and production records.

## Separate the notice record from the review card

Give the original public material its own reference. Then create a review card that points to it. The card should summarize what a person read and what that person authorized next.

Use separate fields for notice identifier and solicitation number. Keep the title alongside them. Do not use a similar title as the sole reason to merge two records.

GSA documents `noticeid` and `solnum` search parameters. Its response definitions distinguish `solicitationNumber`, `postedDate`, `type`, `baseType`, `archiveDate`, and `reponseDeadLine`. The documented deadline label contains that spelling. [GSA opportunities API v2, request and response parameters, accessed 2026.10.28](https://open.gsa.gov/api/get-opportunities-public-api/).

Use the source's exact labels when recording an API-based capture supplied through an authorized workflow. This article requires no API call. For a manual public-page review, preserve the labels the page displays instead.

Do not call every saved capture a government version number. Your local capture label identifies your own evidence. It proves neither that the publisher numbered the record that way nor that you collected every intervening change.

## Keep five different clocks visible

Record the source publication time as displayed. Record a stated response deadline in a different row. Record any archive date separately. Add the shop's retrieval time and the estimator's review time as local events.

These clocks support different questions. Publication identifies a source event. The deadline describes the response timing stated in the material read. Retrieval says when your team obtained its copy. Review says when someone made a decision from it.

Preserve complete time wording, including any offset or zone shown. If the source supplies no zone, mark the clock basis unresolved. Do not let an employee's laptop clock supply a missing source fact.

An internal review target belongs in another field. If estimating wants the card checked before a meeting, label that as an internal target. It should never replace the stated external deadline.

When two displays conflict, retain both values and references. Ask the reviewer to resolve which instruction applies before any response preparation. Choosing the later-looking value could conceal the very issue that requires review.

## Understand the documented latest-active limit

GSA says this API provides only the latest active opportunity version. It points readers to SAM Data Services for all versions. It also distinguishes daily active-notice updates from weekly archived-notice updates. [GSA opportunities API v2 overview, accessed 2026.10.28](https://open.gsa.gov/api/get-opportunities-public-api/).

Treat that coverage statement as a limit when designing the shop's research record. A current result should not become a claim that your local folder contains complete change history. Two captures show what you retained at two moments.

Do not treat a successful collection run as evidence that every intermediate instruction was preserved. The reviewer should be able to see the collection boundary without opening implementation notes.

Keep an earlier approved card available after a later read. Label it as the basis of an earlier decision. The new card should reference that decision and identify what needs reconsideration.

This method does not promise a permanent publisher archive or prescribe access to Data Services. No archive was queried for this guide. If the needed history is unavailable, keep the historical comparison incomplete.

## Worked comparison: a changed deadline needs a new reading

Every value in the following example is fictional. The labels are internal teaching references, not real SAM identifiers. The UTC timestamps illustrate recording discipline and describe no current procurement.

| Field | Fictional earlier capture | Fictional current capture |
| --- | --- | --- |
| Local evidence label | Example A, capture one | Example A, capture two |
| Notice identifier | Fictional notice A | Fictional notice A |
| Solicitation number | Fictional solicitation A | Fictional solicitation A |
| Type | Sources sought | Sources sought |
| Displayed publication time | 2026-10-20 14:00 UTC | 2026-10-23 16:00 UTC |
| Displayed response deadline | 2026-10-27 17:00 UTC | 2026-10-30 17:00 UTC |
| Shop retrieval time | 2026-10-21 09:00 UTC | 2026-10-24 09:00 UTC |
| Instructions reference | Earlier public text retained | Current text awaiting comparison |
| Attachment reference | Earlier listing retained | Changed listing, contents unread |

The visible date difference warrants a new review. It does not justify saying that the shop has an approved extension. The current instructions and their connection to the same notice still need a person to read them.

The researcher first checks identity using the retained references. Next, the researcher describes the changed displayed fields. The estimator receives a list of unresolved questions rather than an edited deadline inside the old approved card.

The changed attachment listing remains unresolved. A different filename does not tell the reader what requirement changed. The worksheet should say that the contents have not been read through an approved process.

The estimator's earlier decision remains traceable: research was accepted using capture one. Any renewed instruction must point to capture two and the completed comparison. Preserve both so another estimator can reconstruct the decision without relying on memory.

## Compare instructions before carrying forward a fit decision

Begin the comparison with the task originally approved. Was estimating researching a process match, locating public requirements, or assessing whether more reading was justified? That context determines what changes need attention.

A changed process description can reopen the capability question. A changed response instruction can reopen the handoff question. Treat either as a reason for review rather than silently preserving the earlier disposition.

Use the companion guide to [choose a research task from sources-sought and presolicitation notices](/articles/sam-sources-sought-presolicitation-machine-shop). It separates an early notice reading from pricing work. A change in the record should not bypass that distinction.

For attachments, preserve the listing and access status. Do not request restricted material to complete this worksheet. Leave drawing, material, quantity, and qualification questions unresolved when the approved public text does not answer them.

Write “not compared” when a comparison has not occurred. Write “no relevant difference found in the material read” only after the named reviewer performs that reading. Neither statement should imply complete notice history.

## Handle archive dates, absent deadlines, and failures separately

An archive-date field belongs to its own source record. Do not use it as a substitute deadline. The review card should show what was read and what remains unresolved without translating one date into another.

If the current material has no response deadline, record “deadline not found in the material read.” Retain the earlier value as historical evidence. Do not carry it forward into the current deadline field without a verified basis.

If retrieval fails, retain the error state and time. Keep the last successful capture labeled historical. A failed read cannot establish that the notice disappeared, closed, changed, or remained unchanged.

If someone supplies a copied excerpt, record where it came from. Keep it separate from a successful source retrieval. The estimator can review the excerpt's limits without mistaking it for a freshly opened notice.

Assign the next check to a person. “Recheck later” leaves no clear owner. State the source reference, question to resolve, and internal target selected by the shop. Keep any response decision held while essential timing or instructions remain unresolved.

## Rejected example: an assumed extension after a failed read

This example is fictional. A researcher retains a notice whose displayed response date is October 27. On October 28, the source fails to load. A coworker says similar notices often receive more time.

Reject the proposed entry “deadline extended.” Neither the earlier capture nor the failed retrieval supports it. Record the earlier date, the failed read, and the unresolved current status in different fields.

Do not change the entry to “still open” because an old search result remains visible. That text has its own retrieval and coverage limits. It cannot fill a gap in the current notice reading.

The estimator can suspend this research task until the controlling material is readable. That suspension is an internal decision. It makes no claim about the government's action or another supplier's response opportunity.

## A dated handoff card for the next reviewer

Use this card as a shop worksheet. Its headings are editorial recommendations rather than SAM requirements. Fill unknowns explicitly instead of deleting their rows.

| Handoff field | Reviewer entry |
| --- | --- |
| Card prepared | Local date, time, preparer, and evidence reference |
| Notice identity | Identifier, solicitation number, title, and exact source link |
| Record type | Current displayed type and earlier type when available |
| Source timing | Publication time, deadline wording, and archive date in separate fields |
| Retrieval state | Success or failure, timestamp, and retained public capture reference |
| Earlier decision | Reviewer, date, approved research task, and supporting capture |
| Observed differences | Field-by-field changes in the material actually compared |
| Unresolved material | Unread instructions, attachments, missing times, and identity conflicts |
| Next check | Named person, exact question, and internal review target |
| Response boundary | Person responsible for a fresh notice check before any response |

For a fictional card prepared on 2026-10-28, an acceptable closing note is: “Current deadline unresolved; estimating lead owns the next public-source check.” This note makes no submission decision. Use the real preparation date on a real card.

Keep cards and accepted corrections in files the shop controls. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains preserving the record behind later work. The [machine-shop intelligence overview](/intelligence/machine-shops-and-precision-manufacturing) connects this review to the broader research queue.

For a proposed implementation, give Scale With Search the source boundaries, current worksheet, review owner, and fictional failure examples. Define acceptance around traceable evidence and unresolved states. Keep any response outside the research function.
