# Score SEO work with RICE so it competes fairly against the product roadmap.

Engineering leadership compares two backlog items: "implement structured data markup" and "launch pricing tier feature". The pricing tier wins every time. It has revenue projections, urgency from the sales team, and executive attention. The SEO item has a paragraph about rankings.

SEO initiatives die in the backlog because they cannot compete on the criteria the product team uses. The fix is not an argument that SEO matters more. The fix is to score SEO work with the framework product teams already trust: RICE.

RICE stands for Reach, Impact, Confidence, and Effort. It gives each initiative a number, so an SEO item and a feature request sit on the same scale. When an SEO initiative scores higher, the framework makes the case that the product manager otherwise makes through politics.

## How RICE works

RICE scores four dimensions.

| Dimension | Question | Scale |
|---|---|---|
| Reach | How many users does the initiative affect in a defined period? | A count of users or sessions |
| Impact | How much does each affected user's experience change? | 3 = massive, 2 = high, 1 = medium, 0.5 = low, 0.25 = minimal |
| Confidence | How certain are the Reach and Impact estimates? | 100% = high, 80% = moderate, 50% = low |
| Effort | How many person-months of engineering, design, and product time does it take? | Person-months |

The formula:

RICE score = (Reach × Impact × Confidence) / Effort
```

A higher score means a higher priority. The formula forces a numeric comparison between initiatives that have nothing else in common. SEO needs exactly that to compete on fair terms.

## Adapt each dimension to SEO

### Reach: use search volume and session data

For SEO work, Reach is the number of users that a ranking or performance change affects. The data source depends on the type of work.

For content work, Reach is the monthly search volume of the target keywords. Pages that target keywords with 25,000 combined monthly searches get a Reach of 25,000.

For technical work on a page set, Reach is the monthly organic sessions on the affected pages. A page speed fix on product pages with 40,000 monthly organic sessions gets a Reach of 40,000.

For site-wide technical fixes, Reach is the total monthly organic sessions across all affected URLs. A canonical tag fix on 200 pages with 60,000 monthly sessions gets a Reach of 60,000.

Pull the numbers from three sources. Google Search Console gives impressions and clicks. Ahrefs gives keyword search volume. Google Analytics 4 gives organic sessions per page.

For keywords where you do not rank yet, start from the search volume in Ahrefs or Semrush. Then apply a conservative click-through rate for the target position, for example 5% for position 5. The result is a Reach that you can achieve, not the total demand.

SEO results also arrive late. Content published today can bring traffic for years. To capture that, measure Reach over 12 months instead of one month, and lower Confidence to match the longer forecast.

### Impact: map to outcome categories the product team uses

SEO impact does not always show up as direct revenue. Map each initiative to the Impact categories your product team already uses.

| Impact | Meaning for SEO | Examples |
|---|---|---|
| 3, massive | Directly increases organic revenue or reduces dependence on paid acquisition | E-commerce schema that enables rich results on commercial pages; a rendering fix that lets Google index conversion-critical pages |
| 2, high | Clearly improves the organic traffic trend for commercial keywords | Landing pages for high-intent keyword clusters; crawl error fixes on category pages |
| 1, medium | Improves informational keywords or adds small gains to current rankings | Content optimization for mid-funnel keywords; internal link improvements |
| 0.5, low | Minor ranking benefit or an edge case | Image alt text; minor schema validation warnings |
| 0.25, minimal | Maintenance with negligible ranking effect | Copyright year in the footer; broken outbound links to low-authority pages |

### Confidence: grade the quality of your evidence

SEO forecasts carry real uncertainty. Google's ranking systems are not public, competitors move, and the time from action to result is months. Set Confidence from the evidence you have.

**100%.** You have historical data from similar work on your own site. For example, you added structured data to a similar page type before and measured the click-through change. You know the effect because you have done the work before.

**80%.** Strong directional data supports the forecast, but the size is an estimate. For example, Search Console shows high impressions and low click-through on pages that lack rich results. The direction is clear. The magnitude is a guess.

**50%.** The initiative is logical but has no support from your own site data. For example, every top-ranked competitor uses server-side rendering and your site renders on the client. Industry evidence supports the hypothesis, but your domain has not confirmed it.

**30%.** The initiative is speculative. The data is thin, the hypothesis is untested, or the result depends on factors outside your control. Score it at 30% and say so openly.

### Effort: count every resource, not only engineering

SEO work draws on more than engineering. Count all of it:

- Engineering time: implementation hours from the development team's estimate.
- Content time: writer, editor, and designer hours.
- Product manager time: requirements, cross-functional coordination, and test oversight.
- SEO specialist time: research, analysis, and QA of the implementation.

Express Effort in person-months. One developer for two weeks is 0.5 person-months. One writer for a month plus one developer for a week is 1.25 person-months.

## Four scored examples

The first three examples are SEO initiatives. The fourth is a feature request, scored the same way, for comparison. The Impact and Confidence values below are planning estimates for a sample site, not measured results.

### Example 1: implement Product schema in JSON-LD

RICE score: (35,000 × 2 × 0.8) / 1.5 = **37,333**

### Example 2: fix Core Web Vitals on product pages

RICE score: (40,000 × 1 × 0.5) / 2 = **10,000**

### Example 3: create a 10-article content cluster for high-intent keywords

RICE score: (18,000 × 3 × 0.5) / 4 = **6,750**

### Example 4: launch a pricing tier feature (non-SEO comparison)

RICE score: (5,000 × 3 × 0.8) / 3 = **4,000**

### Read the comparison

The Product schema item scores 37,333, more than nine times the pricing tier's 4,000. The Core Web Vitals fix, at 10,000, and the content cluster, at 6,750, also score higher than the feature. Both carry 50% Confidence. Review their evidence before either one takes a sprint slot.

Without the scores, the pricing tier would win on urgency alone. With the scores, the team has to explain why it would ship the lower-scored item first.

## Present RICE scores to engineering leadership

### Frame the scores as opportunity cost

Do not present RICE scores as an argument for SEO. Present them as an opportunity cost analysis. For example: "These five initiatives scored higher than three items in the current sprint plan. Here is the comparison."

When an SEO initiative scores 37,000 and a competing feature scores 4,000, the question changes. Leadership stops asking "why should we do SEO?" and starts asking "why are we doing the lower-scored item first?" ### Keep one shared backlog

Put SEO initiatives in the same backlog as all other product work, scored with the same RICE method. A separate SEO backlog is a silo. It is not visible during sprint planning, so it loses by default.

### Handle maintenance work outside RICE

Maintenance work, such as broken link fixes or sitemap updates, scores low on RICE. Each fix affects few users by a small amount. Do not score dozens of small tasks one by one. Reserve 10 to 15% of sprint capacity as a recurring SEO health allocation instead. This keeps the maintenance backlog from growing and avoids the overhead of scoring each small item.

### Rescore every quarter

SEO Reach and Impact change as traffic patterns, competitors, and business priorities change. Review and update the RICE score of each SEO initiative once a quarter.

A content cluster that targets keywords with growing search volume gains Reach over time, so its score rises. A technical fix for pages with falling traffic loses Reach, so its priority drops. The quarterly review keeps stale SEO items from holding priority positions they no longer deserve.

## When the team uses a different framework

Some engineering teams do not use RICE. Adapt the principle to the framework they use. If the team uses ICE (Impact, Confidence, Ease), map the SEO data to those three dimensions. If the team uses a custom priority matrix, enter SEO initiatives with the same criteria as every other item. The rule stays the same in every framework: evaluate SEO work with the same method as everything else in the backlog.

## When leadership disputes a score

A RICE score starts a discussion. It does not end one. If leadership disagrees with a score, find the dimension they dispute: Reach, Impact, Confidence, or Effort. Then discuss the data under that dimension and adjust the score if new information supports a change.

RICE does not make the score infallible. It makes each disagreement specific. A dispute about whether Confidence is 50% or 80% has an answer in the data.
