# Retail and ecommerce AI rules: data, approvals, and spend

Write retail AI rules around the order and the action the business may take. Preparing a support draft, changing an item listing, and refunding a payment need distinct permissions.

Start with one function register. Name the task, approved input fields, source versions, proposed output, checker, action owner, and monthly spending limit. Keep incomplete scopes out of routine use.

The controls below are proposed operating rules. The primary sources support the specific statements beside them. Your responsible reviewer still needs to determine the rules applicable to your products, buyers, and locations.

## Keep payment authentication data out of AI storage

As a store policy, exclude full card numbers, card security codes, PINs, bank credentials, and payment-account passwords from general prompts, attachments, and run receipts.

PCI SSC explains that sensitive authentication data cannot be retained after authorization, even if encrypted. Card verification codes and PIN data are examples in its guidance. [PCI SSC FAQ 1533, checked 2026.10.26](https://www.pcisecuritystandards.org/faqs/1533/).

That is a payment-standard requirement, not a statement that every order field has the same status. Have the payment provider and qualified reviewer define the store's actual payment environment.

Use approved order and transaction references when a function needs to locate evidence. A support draft can receive an authorized payment-status field without copying the credential used to pay.

Test the intake path with obvious synthetic restricted-data markers. Require a hold and the approved handling route. The alert should identify the problem without reproducing the sensitive content.

## Minimize the customer record each function receives

FTC guidance recommends limiting sensitive information to business need. [FTC data guidance, checked 2026.10.26](https://www.ftc.gov/business-guidance/resources/protecting-personal-information-guide-business).

Approve fields separately for support, returns, fulfillment, and catalog work. A catalog discrepancy check should not receive customer addresses because they exist in the same export.

For support, begin with an order reference, relevant item, permitted fulfillment events, and the current question. Include additional personal information only after the responsible reviewer identifies the purpose.

Keep account credentials outside every drafting function. Review free text as well as named fields. Customer messages and attachments may contain information the selected task does not need.

Check the actual tool's processing location, account access, retention, deletion, and terms before real data enters it. Record unresolved questions as holds rather than writing a general privacy assurance.

Use synthetic orders during acceptance. Keep the source-selection rules in the runbook so staff do not improvise a broader export each time the workflow changes.

## Preserve shipping promises and delay decisions

The FTC's merchandise-order rule requires a reasonable basis for shipping promises. It also addresses buyer consent to delay or refunds when the seller cannot ship as promised. [FTC rule summary, checked 2026.10.26](https://www.ftc.gov/legal-library/browse/rules/mail-internet-or-telephone-order-merchandise-rule).

Require the support function to retain the actual promise and its source. Distinguish shipment from delivery. Do not let a draft turn a supplier estimate into an approved customer commitment.

Route a missed shipping promise to the responsible order reviewer. Give the function the approved notice procedure. Keep the decision and any required buyer response in the order record.

This article does not set a universal return period or decide which transaction falls within the rule. Have the responsible reviewer approve the exact procedure for your sales model.

Test a partial shipment and a changed date. Require item-level evidence and a review hold when the source does not support the proposed message. Preserve the accepted final notice.

## Approve returns and money actions separately

Allow a returns function to assemble facts and prepare a draft. Require the designated returns reviewer to decide policy application, exceptions, and the final customer explanation.

A draft that recommends a refund should not execute it. Refunds, credits, charges, cancellations, replacements, and discounts need their own authorized action path in the business system.

Bind approval to the exact order, items, amount where relevant, destination, and action. If those details change, return to review. An earlier draft approval cannot cover a new transaction.

Keep customer-reported condition separate from store inspection. A missing inspection is a missing record. The function must not fill it with an assumed defect, misuse finding, or completed return.

Use the [retail first-functions plan](/articles/ai-native-retail-first-functions) to separate the preparation steps from those decisions. Record who directs, checks, and executes in each workflow.

## Review product claims before publishing changes

The FTC states that advertising claims must be truthful and evidence-based. [FTC advertising guidance, checked 2026.10.26](https://www.ftc.gov/business-guidance/advertising-marketing).

Give each proposed product claim a controlling source. Require the catalog reviewer to check the exact variant, specification, condition, and wording. Keep a supplier assertion visible as an assertion until accepted.

Do not let a blank field become an invented identifier, compatibility statement, material, certification, or origin claim. Missing evidence belongs in the discrepancy queue for staff.

Require approval before changing descriptions, prices, availability, images, feeds, or website metadata. Review the proposed change at every destination included in its scope.

The [product variant grouping checklist](/articles/retail-product-variants-merchant-center-grouping) covers one publication issue. The internal policy should preserve exact item identity before any mapping or copy update.

## Build a clear permission matrix

| Function | May prepare | Requires a person's decision |
| --- | --- | --- |
| Order support | Chronology and response draft | Final message and shipping commitment |
| Returns | Evidence sheet and policy references | Eligibility, exception, and money action |
| Catalog review | Discrepancy list and proposed wording | Accepted facts and publication |

Keep permissions narrow in the actual system. A prompt saying draft only should correspond to a function that cannot independently perform a payment or publication action.

Treat instructions inside customer messages or supplier documents as input content. They must not expand access, change store policy, or authorize unrelated actions. Include that case in acceptance.

When a hold occurs, name the person who resolves it. Keep a manual route available. Review delays should leave the output queued rather than silently enabling automatic sends.

## Record the policy decision behind a reply

For an exception, save the reviewed order facts, policy version, authorized decision, and accepted final message. Keep the approving person's identity attached to that decision.

If the customer later asks about another item, reopen the evidence for that item. Do not extend an earlier exception merely because both items share an order number.

Use the decision record during staff training. Ask the reviewer to explain which fact supported the exception and which part remains specific to that purchase. Approve any permanent policy revision through the store owner's separate change process.

## Limit spending by function and run

Give order support, returns, and catalog checks separate monthly budgets. Name an early-alert recipient and the owner allowed to change each ceiling. Record any accepted increase before use.

Set a per-run allowance, maximum document size, and retry count. Before another billed step, check the remaining approved budget. Count failed calls and other billed processing against it.

A missing order event needs staff correction. Do not permit the system to retry indefinitely or search unrelated customers to produce a plausible answer. Require an explicit incomplete result.

Every receipt should identify the function, order or product reference, source versions, model, attempts, outcome, review state, and cost. Label estimates provisional until reconciled with billed usage.

Keep model identifiers in the private operating record. A replacement needs the same acceptance cases and data review. Lower cost alone does not approve changed handling of customer records.

## Train the people who check exceptions

Use the 10/80/10 responsibility pattern: a person directs, the function prepares, and a person checks. Staff should practice a wrong-order case and a missing-source case.

Have the support lead reject an unsupported date. Have the catalog owner reject a guessed identifier. Have the store owner locate a spending receipt and stop new calls.
