# Public cleaning bids: separate solicitations, awards, and walkthrough requirements

Review a public cleaning notice in two passes. First, decide whether its work and notice type deserve attention. Then open the current procurement documents to examine deadlines, site visits, and participation requirements.

Keep those decisions separate. A cleaning keyword alone should not move a result into an estimator's active bid list. Require a notice identity, a source reference, and a clear statement of what remains unread.

This guide proposes a worksheet for a cleaning-company owner or bid coordinator. The [commercial cleaning intelligence overview](/intelligence/janitorial-and-commercial-cleaning) describes the broader research queue. This article concerns the buyer's procurement documents, rather than the cleaning company's website inquiry form.

## Identify what the notice is asking someone to do

Start with the issuing authority, notice title, identifier, notice type, and stated work. Record each as published before writing your own summary. If the title and type appear inconsistent, keep the row unresolved until you inspect the official notice.

The [NYC City Record dataset definitions](https://data.cityofnewyork.us/api/views/dg92-zbpx.json) provide a useful example of why this matters. The dataset covers several kinds of notices, including solicitations and awards. Its fields separately identify the agency, notice type, category, section, and procurement identification number.

Use those distinctions to organize reading. Do not assume another public buyer uses the same field names or notice categories. Write down the definitions for each source your office adopts.

Assign two internal labels to a candidate. The first describes service fit, such as routine custodial, specialty cleaning, goods, or outside scope. The second describes the document task, such as review solicitation, retain award history, or read addendum.

This proposed arrangement prevents a relevant service description from concealing an irrelevant notice type. A historical carpet-cleaning award may be useful research. It still needs a different office task from a current solicitation awaiting review.

## Sort a synthetic set before reading every attachment

The following notices are invented. Their identifiers, titles, and review outcomes describe a sorting exercise. They are not real public opportunities or evidence of a buyer's requirements.

| Synthetic notice | First-pass service fit | Proposed office task |
| --- | --- | --- |
| DEMO-101: office custodial service solicitation | Potential routine-cleaning fit | Open current procurement documents |
| DEMO-102: deodorizer cartridge supply solicitation | Goods purchase | Exclude from service queue unless owner accepts supply work |
| DEMO-103: sewer line cleaning solicitation | Outside routine custodial scope | Route to owner-approved exclusion decision |
| DEMO-104: carpet-cleaning award notice | Potential service fit, historical notice | Retain in award research, outside active solicitation list |
| DEMO-105: Addendum 2 for DEMO-101 | Linked document, scope not yet reread | Attach to DEMO-101 and inspect changes |
| DEMO-106: cleaning services notice, type unclear | Fit unresolved | Verify official notice type before estimating |

For DEMO-101, “potential fit” permits further reading. It does not approve a bid. The coordinator still needs the actual facilities, task frequencies, access conditions, and procurement instructions before proposing the next decision.

For DEMO-102, preserve the goods classification and the exclusion reason. Do not change its wording to “commercial cleaning lead” because the title contains a familiar product. Let the owner decide whether supplying goods belongs in the company's accepted work.

For DEMO-103, avoid deciding technical capability from a keyword. Use the company's written scope boundaries. Ask the responsible owner to classify unfamiliar work before it enters a cleaning estimator's queue.

For DEMO-104, retain the notice only where historical buyer research is useful. The [award end-date guide](/articles/cleaning-contract-end-date-award-research-calendar) explains that separate calendar. Do not invent a response deadline for an award announcement.

For DEMO-105, retain both the parent reference and the addendum identity. Reading only the addendum title leaves the change unresolved. The task is to compare current instructions with the previously reviewed version.

## Build a worksheet that another coordinator can reopen

Use one worksheet per procurement, with separate entries for its notices and document versions. The following columns are a proposed office design. They are not a public authority's official bid checklist.

| Worksheet area | Evidence to record |
| --- | --- |
| Official identity | Authority, notice identifier, procurement number, official link |
| Notice role | Solicitation, award, addendum, or unresolved type |
| Work fit | Stated services, facility type, geography, exclusions |
| Current document set | Document titles, version labels, dates, and retrieval date |
| Response deadline | Date, time, time zone, source location, unresolved conflicts |
| Question deadline | Separate documented deadline and permitted channel |
| Site visit | Stated requirement, appointment details, registration instructions |
| Participation questions | Missing evidence about each stated prerequisite |
| Review decision | Continue reading, request owner decision, defer, or decline |
| Owner and next action | Named responsible role and next internal appointment |

Include a short “documents not read” entry. Name an inaccessible attachment and the question it prevents you from answering. A worksheet with a visible gap is more useful than a complete-looking summary derived from filenames.

Preserve the official identity when the buyer publishes several related notices. Match the stated references before combining them. Similar titles alone are insufficient grounds to treat two rows as one procurement.

## Distinguish publication dates from bid due dates

In the City Record definitions, StartDate and EndDate describe the first and last newspaper publication dates. DueDate describes when a procurement bid or other response is due. EventDate is defined for public hearings and meetings. [City Record field definitions](https://data.cityofnewyork.us/api/views/dg92-zbpx.json).

Do not turn a publication end date into a bid deadline. Also avoid treating an event field as a cleaning walkthrough appointment without reading the actual procurement instructions. Preserve an empty due-date field as missing evidence.

For a fictional DEMO-101 worksheet, imagine publication ends on 2026.11.06 while the response is stated as due on 2026.11.19. Keep both dates with their labels. The later date still needs a checked time, time zone, and current source before your office schedules submission work.

Create separate calendar entries for questions, visits, registration, and response preparation when the documents establish them. Label internal reminders as internal. Do not make them appear to be dates issued by the buyer.

## Read the current document set before choosing a walkthrough

Use a site-visit section with three possible review states: stated mandatory, stated optional, and unresolved. Copy the controlling wording into the private worksheet with a document reference. Do not select a state from a short notice title.

The federal [FAR 52.237-1 site-visit provision](https://www.acquisition.gov/far/52.237-1) urges and expects inspection of service sites. Its text also addresses failure to inspect as grounds for a later claim. That provision alone does not establish the appointment or attendance rule for your particular notice.

For the actual procurement, read its visit instructions and applicable amendments. Ask whether registration is required, who may attend, and what the documents say about late arrival. Leave each answer unresolved until a permitted source establishes it.

In the synthetic DEMO-101 example, suppose the main document lists a visit and a separate attachment describes registration. The coordinator should link both. If one attachment is inaccessible, the owner should see that gap before anyone commits travel or estimating effort.

Keep facility access details in the appropriate private record. The public research queue can state “access instructions require authorized review.” It does not need copies of entry credentials or restricted site material.

## Resolve conflicting instructions through the issuing authority

If two documents disagree, record both statements with their identifiers and source locations. Mark the affected deadline or requirement unresolved. Do not silently choose the later date or the document that appears easiest to satisfy.

For federal negotiated procurements, [FAR 15.206](https://www.acquisition.gov/far/15.206) addresses amendments when requirements or terms change. It lists amendment information that includes the solicitation reference, amendment identity, description of the change, and closing-date revision when applicable. Other procurements require their own controlling instructions.

Use the buyer's current official procurement page to check for a linked amendment or correction. Confirm that it refers to this procurement. Read the change itself, rather than assuming every newer file replaces every older requirement.

When a conflict remains, prepare a question for the authorized coordinator to consider. Include the conflicting references and the exact fact requiring clarification. Use the communication route and timing stated by the authority after the responsible person authorizes contact.

A proposed internal status is “held for clarification.” That status should identify the owner and the affected decision. It should not conceal the conflict behind a guessed deadline or an unsupported statement that the company can participate.

## Keep eligibility questions separate from service capability

An owner may be willing to clean a facility while the participation record remains incomplete. Build separate worksheet entries for scope fit and stated procurement prerequisites. Have the responsible person review the actual instructions before deciding what evidence is required.

For example, a proposed worksheet might ask whether a required registration, insurance document, experience statement, or attendance record has been checked. These are possible review questions, not claims that every public cleaning bid requires them.

Write “evidence not checked” when appropriate. Do not upgrade that status to “eligible” because the company performs similar work for private customers. Also avoid claiming exclusion from a procurement merely because a summary omitted a document.

Give the estimator a bounded handoff: the reviewed scope, source versions, known prerequisites, unresolved questions, and owner's decision to continue. Keep estimates, staffing choices, site judgments, and commercial commitments with their responsible human reviewers.

## Record the reading decision before any external action

Close the first review with a concise office decision. Suitable outcomes include “retain for award research,” “decline as goods,” “read remaining attachments,” and “owner review needed.” Preserve why the decision was made and what evidence supported it.

The reading worksheet does not send questions, register a visitor, accept portal terms, or submit a bid. Those actions need the appropriate person's authorization and the authority's current instructions. Do not let a research queue perform them merely because a row says “continue.”

Keep the reviewed evidence and dated corrections in records your company controls. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains that broader record practice. A later coordinator should see which document changed the decision, without depending on an old conversation.

The [commercial cleaning overview](/for/janitorial-and-commercial-cleaning) covers related office handoffs. For this procurement task, bring Scale With Search a harmless notice sample, accepted service categories, and the person who will check the worksheet.

## Source note and limits

Official sources were reopened on 2026.10.28. City Record metadata was retrieved directly from the linked public endpoint after the web reader could not open it. Its descriptions support the notice and date-field distinctions above.

FAR 52.237-1 and 15.206 support the limited federal statements. Their text does not establish local procurement rules. All example notices are synthetic. No live attachment set, bid deadline, walkthrough requirement, or company eligibility was verified for this guide.
