# Predicted and observed tides: prepare a coastal photography backup plan

When an observed water level differs from a tide prediction, document the comparison before changing the shoot brief. Match the station, datum, units, and time. Then identify what remains unknown and who owns the production decision.

This guide proposes a review process for a coastal photography backup plan. Its examples use fictional readings. They do not describe any beach or establish a usable water level. The [photography office guide](/for/photographers) covers the approved briefs and staff decisions surrounding the job.

Begin with the question the team needs to answer. “Does this new evidence require another production review?” is a useful research question. “Can we guarantee the planned location will work?” asks the source to settle matters outside a tide reading.

## Name the product before interpreting the number

NOAA's CO-OPS documentation distinguishes tide predictions, observed water levels, and Operational Forecast System water-level guidance. Its `water_level` product contains preliminary or verified six-minute observations, depending on availability. The `predictions` product supplies tide predictions. The `ofs_water_level` product supplies model guidance. [CO-OPS documentation, Data Products, accessed 2026.10.28](https://api.tidesandcurrents.noaa.gov/api/prod/#products).

Use those product names in the brief. Avoid putting every number under “tide forecast.” A producer reviewing the record should see whether a value was predicted, measured, or modeled without opening three attachments.

NOAA explains that its astronomical tide predictions do not account for short-term effects from wind, rain, and freshwater runoff. The influence varies by location. Weather can affect the height and timing of the water level. [NOAA FAQ, tide prediction accuracy, accessed 2026.10.28](https://www.tidesandcurrents.noaa.gov/faq.html).

That explanation gives a reason to investigate a difference. It does not identify the cause of any particular reading. Do not label a discrepancy “wind-driven” unless the relevant evidence supports that interpretation. In a source-reading brief, “observed above the matching prediction” may be the complete supported statement.

Operational Forecast Systems use hydrodynamic models with observational and forecast inputs. Their nowcasts cover the recent past through the present; forecasts extend into future periods. A nowcast is still model output. [NOAA OFS FAQ, overview and nowcast definitions, accessed 2026.10.28](https://www.tidesandcurrents.noaa.gov/ofs/ofs_faq.html).

If model guidance is relevant, give it its own source entry. Record the model run and the period represented. Do not overwrite an observation with a modeled value because the model supplies a later time.

## Make the comparison reproducible

Choose the observation first, then locate a prediction for the same station and instant. Confirm that both use the same datum and units. Preserve each source's time basis and the conversion, if one was necessary.

The companion [NOAA tide-table settings guide](/articles/noaa-tide-table-photographer-station-datum-time-zone) explains station identity, harmonic and subordinate stations, datums, and clock settings. Resolve those fields before calculating a difference. If a field remains unknown, write “comparison pending” and name what is missing.

Suppose a fictional observation is at 10:00, but the available tide table gives a low at 09:42. Subtracting those values would compare different instants. The result would not describe the observation's departure from its matching prediction. Find an appropriate prediction interval or leave the calculation unfinished.

Likewise, an observation from Station A cannot quietly substitute for missing data at Station B. A location reference can be useful while remaining incomplete. Preserve the mismatch so the decision owner can assess whether more information is needed.

Treat a changed unit as a separate correction from a changed datum. Converting meters to feet does not reconcile two different height references. If the team cannot establish a valid common basis, retain the original values without a calculated difference.

## Read a fictional matched comparison

Assume all values below concern one fictional station. Each height uses feet relative to MLLW, or Mean Lower Low Water. Every time uses GMT. Assume the prediction and observation products contain the listed instants. These assumptions exist only for this arithmetic exercise.

| Fictional time | Predicted height | Observed height | Observed minus predicted |
| --- | --- | --- | --- |
| 10:00 GMT | 1.2 feet | 1.7 feet | +0.5 feet |
| 10:06 GMT | 1.1 feet | 1.7 feet | +0.6 feet |
| 10:12 GMT | 1.0 feet | 1.6 feet | +0.6 feet |

At 10:00, subtracting 1.2 from 1.7 gives a difference of +0.5 feet. The positive sign means the observation is higher than its matched prediction. It does not measure wave height, beach coverage, or water depth at the planned camera position.

At 10:12, the fictional observed level is lower than at 10:00. Its departure from prediction is larger, because the prediction also decreased. “The observed level fell” and “the difference increased” can both describe this table. Keep the measured value and the difference visible so the brief does not confuse them.

Do not extend +0.6 feet across the afternoon's predictions. This short fictional series supplies no basis for assuming a constant future departure. It also does not establish why the readings differ. Record the comparison and ask the authorized reviewer what additional evidence is needed.

A useful note would say: “The latest matched fictional observation is 1.6 feet relative to MLLW at 10:12 GMT, 0.6 feet above prediction.” Add the source status and capture time in separate fields. Avoid compressing the entry into “tide is high,” which removes both the comparison and its limits.

## Keep observation time, capture time, and quality visible

An observation's timestamp identifies the measurement time. The time you opened the page identifies your retrieval. Put both in the record. A page opened moments ago may still show an older observation.

NOAA's response documentation distinguishes preliminary and verified quality labels. It also defines flags for the water-level products. Preserve the returned quality label and consult the matching product's flag definitions when needed. [CO-OPS Data API Response Help, preliminary and verified water levels, accessed 2026.10.28](https://api.tidesandcurrents.noaa.gov/api/prod/responseHelp.html).

Do not rename a preliminary reading “confirmed” because it appears on an official page. Official publication and verification status answer different questions. Copy the source label without improving its wording.

For a fictional example, suppose the producer checks the page at 11:00 GMT and the latest displayed observation is 10:12 GMT. The record should show both times. It should also ask whether the gap leaves the planned review incomplete. Do not insert an estimated 11:00 reading to make the brief look current.

If a value is missing, leave it missing. If the source cannot be reached, record the retrieval failure and the last successfully checked material. A failed check supplies no new evidence about water conditions. The responsible person must decide how that uncertainty affects the job.

## Add forecast guidance without replacing observations

A production review may need a future period that observations cannot yet describe. When using NOAA model guidance, retain the named system, run time, and forecast valid time. The model run time and the time represented by an output are distinct. [NOAA OFS FAQ, output timestamp and simulation time](https://www.tidesandcurrents.noaa.gov/ofs/ofs_faq.html).

For a fictional afternoon session, a morning observation belongs in the recent-evidence section. A modeled afternoon value belongs in the forecast-guidance section. The requested shoot window belongs in the production section. These entries can inform one review without becoming interchangeable.

If guidance comes from a newer run, preserve the earlier run reference and identify the replacement. Compare like periods before saying the outlook changed. A value for 14:00 from one run and 17:00 from another does not isolate a forecast revision.

Do not choose whichever product supports the preferred creative plan. Ask whether the source covers the relevant location and period. If that relationship is unresolved, name the gap. The result can be a useful review packet even when it contains no recommended production change.

## Write contingency questions before choosing an alternative

Build the backup-plan review around evidence, unanswered questions, and ownership. The following is an editorial template. It is not a NOAA checklist or a safety assessment.

| Review area | Question to assign |
| --- | --- |
| Latest evidence | Which station, products, times, and quality labels support the current comparison? |
| Missing information | Which location, observation, forecast, or permission question remains unresolved? |
| Official guidance | Which current official notices, forecasts, or location instructions require review? |
| Production options | Which alternatives are already documented, and what still needs confirmation? |
| Decision owner | Who can authorize a change, and who covers that role if unavailable? |
| Review timing | When must the owner revisit the evidence before making the production decision? |
| Communication | Who approves the exact update before it reaches the crew or client? |

Keep each answer specific. “Weather checked” does not identify the product, location, period, or reviewer. Record the official source used for that check and its relevant time. If the source's applicability is uncertain, preserve that uncertainty beside the reference.

For a fictional product shoot, the backup discussion might concern an indoor set, a different date, or a revised shot list. List those as options to confirm. Do not label any option available until the responsible people verify its location, staffing, permissions, and agreed scope.

A favorable tide comparison cannot settle waves, currents, property permission, or access. NOAA treats tide and current predictions as different products. Its FAQ cautions against assuming slack water coincides with high or low tide. [NOAA FAQ, tides and tidal currents](https://www.tidesandcurrents.noaa.gov/faq.html).

The production lead must consider the full job context and current official guidance. This article supplies no water-level threshold for proceeding or canceling. A numerical trigger would require a separate, qualified basis for the actual location and activity.

## Preserve the decision and the evidence that supported it

Write the final production decision in its own dated entry. Name the owner, the source references reviewed, the unresolved limits, and the next required action. Keep the source comparison intact even if the owner chooses an alternative plan.

If the owner delays the decision, record that status. “Awaiting location confirmation” communicates something different from “backup approved.” The person preparing the brief should not convert a pending response into a commitment.

After the job, record any correction to the station choice, clock interpretation, or source-handling process. Separate those corrections from conclusions about the weather. One shoot does not establish a reusable relationship between a station reading and every future scene.

The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how to preserve instructions and corrections in records the studio controls. The [photographer intelligence overview](/intelligence/photographers) shows where public source research can support office preparation. Neither replaces the production owner's judgment.

Scale With Search can scope a source-linked preparation process with explicit review boundaries. Bring one representative brief, its public references, and the decisions that must remain with your team.
