# Paving unit-price comparisons: keep item scope and quantities beside the historical number

Choose a historical paving comparison by its documented work before discussing its price. Keep the description, unit, quantity, date, and scope beside the number. If those fields do not support a comparison, a familiar dollar figure cannot repair the evidence.

This guide proposes a review method for your estimating team. It does not recommend a current rate. Every cross-job example below uses fictional currency units and invented job conditions. No example describes another contractor's costs or a verified market price.

The [paving contractor overview](/for/paving) describes office work from your company's accepted records. The [paving intelligence overview](/intelligence/paving) introduces public research. Here, the specific decision is whether a historical observation deserves a place beside your current estimate.

## Establish the source before selecting a comparison

NCDOT's [DH00594 historical tabulation](https://connect.ncdot.gov/letting/Division%208%20Letting/9-23-2025/DH00594_NC-2%20Midland_Rd%20and%20SR2035_Resurfacing_BID%20TABS.pdf#page=1), reopened October 28, 2026, provides the document example. Its opening date is September 23, 2025. Page 1 separately lists surface course, binder, mobilization, and temporary traffic control. Surface course is item 4; binder is item 5. Their printed quantities are `9,972.00 TONS` and `658.00 TONS`, respectively.

That separation is a reason to inspect package boundaries before comparing a selected row. It does not establish what a different project's quoted price includes. Obtain the second project's controlling documents before asserting equivalence.

For another historical search, use the [official NCDOT letting index](https://connect.ncdot.gov/letting/Pages/default.aspx), checked October 28, 2026. Verify the chosen contract and tabulation directly. Record the source page, document date, and access date in your research note.

If your team needs help reading a single sheet, start with [quantity, unit price, and amount bid](/articles/ncdot-bid-tabulation-quantity-unit-price-amount-bid). Complete that reading before selecting observations across jobs. A misaligned bidder column remains a transcription error even when the item descriptions match.

## State the comparison question in one sentence

Write what the estimator wants to learn. A useful question might ask whether a historical milling item has enough shared scope to inform a review. Another might ask whether the current work package includes costs excluded from the historical row.

Avoid a question that presumes the answer, such as what rate to copy. The evidence review should be able to return an exclusion. It should also be able to return a useful observation with unanswered conditions attached.

Keep the current estimate in its own record. Its approved quantities, supplier information, production assumptions, and commercial decisions remain the estimator's responsibility. A historical card supplies context for that work. It does not approve any changed assumption.

Decide the comparison unit before gathering figures. You might review a single pay item or an explicitly defined work package. Do not switch between those levels midway through the worksheet. Label a package subtotal as a subtotal and list its included items.

## Check description, unit, and specification separately

Copy each historical description exactly into the evidence field. Place your internal cost-code mapping beside it. A shortened label such as paving or milling is too broad to establish the detailed work represented by either record.

Keep the printed unit unchanged during initial review. When units differ, ask the estimator whether a valid conversion exists. Record every required conversion input. If the information is missing, exclude the direct numeric comparison until the gap is resolved.

Check the material specification using the documents that govern each project. The tabulation's short item wording may supply a reference without supplying the complete requirement. If you have only that wording, describe specification equivalence as unverified.

Review the work boundaries independently from the material. Your comparison note should ask about included operations, excluded operations, access conditions, and responsibilities. Keep an unanswered question visible instead of filling it with a typical practice from another job.

Use a small status set for this review: candidate, qualified, or excluded. Define these as your team's research labels. They do not express an agency ruling or a conclusion about the current estimate's adequacy.

## Synthetic case one: a candidate with matching documented fields

All quantities, prices, and job conditions in this section are fictional. They illustrate the review method only.

Assume fictional Job A lists 10,000 square yards of a specified milling item at 4.00 currency units per square yard. Fictional Job B calls for 11,000 square yards. For the exercise, assume the estimator has checked matching units, depth, included operations, specification, and access requirements in both document sets.

Job A's fictional line amount is 40,000 currency units. That arithmetic confirms the relationship between the invented quantity and rate. It says nothing about the appropriate rate for Job B. The useful result is a candidate comparison with documented similarities.

Record why the estimator accepted the match. Name the documents that established each shared field in the exercise. Keep the quantity difference visible. Do not shorten the accepted note to comparable job, because that removes the basis for the decision.

Even this favorable example leaves a new pricing decision. The estimator still develops Job B's estimate from its own inputs. A candidate comparison can prompt an investigation when the new estimate differs. It cannot decide which estimate is correct.

## Synthetic case two: a qualified comparison with different quantities

Continue with the fictional rate of 4.00 currency units per square yard from Job A. Fictional Job C requires only 900 square yards. Assume its short item description and unit match. Its documents also describe several separated work areas, while Job A's exercise assumes a continuous area.

Retain the observation only with those differences attached. Call it a qualified comparison, using your team's research label. Do not imply a measured adjustment for the smaller quantity or separated work areas. This example establishes no adjustment factor.

A useful follow-up asks the estimator to review equipment movements, setup assumptions, and the work sequence using the current job record. These are investigation questions. They are not claims about the historical bidder's production method or cost allocation.

Write the unresolved drivers beside the rate. If your worksheet cannot display them together, use a separate comparison card. The person reviewing the number should encounter the limits before treating it as evidence for another quantity band.

Do not invent a quantity threshold that makes every comparison valid. Have the responsible estimator define the screening rules for the item family. Record when those rules change and which earlier cards require another review.

## Synthetic case three: exclude an incompatible item

Fictional Job D lists a surface-treatment item measured in square yards. Fictional Job E lists a different material package measured by weight. The example supplies no verified conversion inputs or evidence that the operations match.

Exclude the direct price comparison. Both items concern road surfaces, but that broad relationship does not establish a common denominator. Keep the rejected card with the reason. A later reviewer should understand why the attractive number stayed outside the comparison set.

Do not convert area to weight using an assumed thickness or density. If the estimator later obtains suitable project inputs, they can assess a new comparison. Preserve the earlier exclusion rather than silently replacing it with a newly calculated figure.

A rejected observation can still identify a research question. For instance, the team may need the specification or detailed quantity basis. Record that next source explicitly. Do not leave the rejected rate visible without its exclusion label.

## Compare work packages without hiding separate items

Before comparing a work package, define the package in words. List the selected items and their units. Keep mobilization, traffic control, and any separately listed binder visible. Do not assume those costs are included in a surface-course rate.

The following arithmetic is another fictional example. Assume a package has 1,000 tons of a surface item at 70 currency units per ton. Its line amount is 70,000 currency units. Add a fictional mobilization amount of 12,000 currency units. Add traffic control of 9,000 currency units and a separate binder line amount of 18,000 currency units.

Those selected lines sum to 109,000 currency units. Dividing that subtotal by 1,000 gives 109 currency units per surface-item ton for this defined teaching package. It does not change the original fictional surface-item rate of 70 currency units. It is a calculation with a different scope.

A comparison against another package requires the same boundary check. If the second package includes markings and the first does not, show the difference. Do not describe the two subtotals as equivalent until the estimator has resolved the included work.

Keep the calculation reproducible. Name every included line and every excluded line. Attach the source quantity used as the denominator. If someone changes the package boundary, give the revised calculation a new review state.

## Build an evidence card that can survive a handoff

Give each retained observation a compact evidence card. The card should remain understandable when separated from the researcher's browser and spreadsheet.

**Identity:** record the agency, contract, historical opening date, document version, access date, and page reference. Keep the bidder column identity with the observation.

**Item evidence:** retain the exact description, unit, quantity, unit price, and amount as separate fields. Identify any transcription or arithmetic exception.

**Current comparison:** name the current item and its approved quantity source. Record the checked specification and scope documents. Do not paste private estimate details into a public research example.

**Decision:** choose candidate, qualified, or excluded under the team's written definitions. Record the estimator's reason, reviewer, and review date. Leave the decision incomplete until an authorized person checks it.

**Exclusions:** list the operations and separate line items outside the comparison. Identify whether the displayed number is a source rate, line amount, or calculated package figure.

**Unresolved drivers:** keep supplier terms, haul assumptions, site access, schedule, production assumptions, and other unanswered questions visible when relevant. Mark unknown fields as unknown.

**Next evidence:** name the document or internal input required to resolve each material gap. Assign the follow-up to a role. Avoid a generic check later instruction with no source or owner.

## Preserve the reason for each selection

Keep the accepted card, excluded cards, source references, and corrections in records your company controls. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains this broader record discipline. Here, the useful memory is why your estimator accepted or rejected a comparison.

Count the observations retained for each item family. Also record how many were excluded and why. Do not call a small selected set the market. Several bidder observations from one project should retain that shared project identity.

Before the next estimate review, reopen the evidence behind any card you plan to reuse. A checked card can support a question without becoming a standing price rule. The responsible estimator decides how current costs and project requirements affect the estimate.

Scale With Search can scope source intake and comparison preparation around your accepted item mappings and review rules. The resulting record should show evidence, exceptions, and decisions. It should leave pricing and commercial judgment with your authorized staff.
