# Should you own your AI system or rent an agent platform?

Decide which records and controls your business must keep. Use that decision to compare owning an AI system with renting an agent platform. Then compare the operating work, recurring costs, and exit process for the same function.

Ask the question component by component. You may own your business facts and operating rules while paying for hosted execution, model usage, and support. A platform proposal may also offer exports or transferable components. Verify the exact arrangement instead of inferring it from the label.

Start with one function. Decide what must remain usable if you change the supplier or stop paying for a particular service.

## Define what ownership means for this purchase

Separate rights, access, and operating ability. Ask which files your business receives, what it may change, and whether another provider may maintain them. Identify any restrictions in third-party licenses.

Then check practical control. Name the administrator for the source records, hosting, connected accounts, and run history. Ask how your operator accesses each one and who can remove the supplier's access.

Finally, plan an operating test. Have your team run a safe example using the delivered instructions. The [AI system ownership transfer checklist](/articles/ai-system-ownership-transfer-checklist) explains this handoff in detail. Do not treat a statement of ownership as proof that your team can restore or operate the function.

## Decide what you want the platform to provide

Ask the platform supplier to list the work included in its service. Check hosting, updates, monitoring, connectors, support, and the review interface. Mark anything your team still handles.

Compare that arrangement with an owned build for the same task. Ask the builder who maintains dependencies and responds to failures. Ownership should come with an operating plan that matches your team's ability and willingness to maintain the function.

Government Digital Service guidance treats technical lock-in as a tradeoff. Managed services can reduce operating work while increasing dependence on a provider. [Managing technical lock-in in the cloud](https://www.gov.uk/guidance/managing-technical-lock-in-in-the-cloud) (checked October 26, 2026). Use that tradeoff to frame your comparison, rather than demanding portability without considering its cost.

## Map the function before comparing vendors

Use an illustrative reporting function: approved project updates go in, an internal draft comes out, and a manager checks it. Identify each component needed between those endpoints.

List the source records, business rules, instructions, execution service, model connection, output folder, approval step, and run history. Ask each supplier where these components live and how your business accesses them.

Keep the map small enough to inspect. A component deserves its own row when its owner, export path, or failure consequence differs. Avoid grouping everything under data. Your source files, working configuration, correction history, and execution logs may need different checks. Record unanswered questions before choosing either arrangement.

## Protect the record your business depends on

Decide where approved facts, policies, templates, and corrections will live. Require your operator to be able to find and update them. Specify how a correction becomes the source for a later run.

Ask whether those records can be exported in a readable format and whether their structure is documented. Test with a safe sample. Check that you retain enough context to explain why a rule exists.

Do not assume a platform lacks memory. Ask who controls the stored context, who can retrieve it, and what remains usable outside the service. The existing [guide to AI memory ownership](/articles/do-you-own-ai-memory) examines custody and portability. Keep the purchasing decision tied to your own records and required uses.

## Test exports against the next use

Request an example export before purchasing. Ask what it contains and what it omits. Check source records, instructions, configuration, relationships, corrections, and history according to your function's needs.

Choose a practical next use. Could a person read the exported report history? Could another builder understand the rules? Could a replacement service run the function from the exported materials? These are different tests. Plan the [subscription shutdown test](/articles/ai-subscription-shutdown-test) before canceling a service your function depends on.

Government Digital Service guidance recommends considering open standards and formats when planning SaaS exits. It also recommends estimating exit time and cost. [Managing technical lock-in in the cloud](https://www.gov.uk/guidance/managing-technical-lock-in-in-the-cloud). Apply that advice by recording the remaining rebuilding work. Do not describe an export as a complete migration unless the replacement has been tested.

## Compare the operating burden

Name the person who starts work, checks output, handles failed runs, changes rules, and watches costs. Ask whether they can do those tasks through the proposed interface and runbook.

For an owned function, specify who updates software and maintains service connections. For a platform, inspect which responsibilities the service accepts and which remain yours. Keep the same responsibility list for both options.

Have the future operator practice a missing-input case. Ask them to find the alert, understand why work stopped, and identify the next authorized action. Choose a setup they can operate with the support you are buying. Avoid selecting an architecture solely because it looks familiar during a demonstration.

## Compare costs across the same period and volume

Request initial charges, recurring subscriptions, usage charges, support, and maintenance. Ask which assumptions change the estimate. Include the internal work your team expects to perform, without inventing a value for that time.

Add the cost of leaving to the decision sheet. Request an estimate for exporting records, replacing dependencies, rebuilding configuration, and testing the replacement. Mark unknowns rather than filling them with guessed figures.

For either arrangement, define a function-level spend limit, an alert recipient, and behavior at the limit. Ask what cost evidence appears in each run record. A purchasing comparison should show both how you pay to start and how your business controls ongoing use.

## Check whether you can change the model

Ask where the selected model is configured and which parts of the function depend on its behavior. Request a list of checks needed before a replacement can be accepted.

Do not assume switching is effortless because the supplier offers a model selector. Ask whether a changed model preserves the output format, approval boundary, handling of missing sources, and cost controls. Use a safe sample to inspect the proposed process.

For a platform, ask what choices exist within the actual plan under consideration. For an owned build, ask which dependencies remain tied to a provider. Record limitations explicitly. Keep your business record separate enough that evaluating another model does not require reconstructing approved facts from old conversations.

## Record the choice by component

Use this table to write the arrangement you intend to buy:

| Component | Decision to record | Evidence to request |
| --- | --- | --- |
| Business record | Location, owner, readers, correction process | Sample files and access check |
| Function rules | Rights, maintainer, change process | Delivered rules and safe change test |
| Execution | Service owner and operating responsibility | Runbook and failure exercise |
| Model use | Configuration, limits, replacement checks | Cost record and test results |
| Run history | Retention, readers, export format | Sample export |
| Exit | Kept material and replacement work | Tested sample and estimated transition |

State any dependence you accept and why. A deliberate platform dependency can be a reasonable choice when its service fits the function. Keep that decision reviewable when the work, terms, or operating needs change.

## Choose a function your business can direct

Before committing, ask your operator to explain the input, output, correction path, approval step, and stop control. Ask the budget owner to explain the recurring costs and exit assumptions.

Resolve any gap that prevents the function from being operated or changed as agreed. You can choose to rent an execution service while retaining a business-owned record. You can also choose a platform with understood limits. The purchase should state the actual arrangement.

Scale With Search builds functions on a business-owned record, names the paid services, and trains the people running them. Read [AI systems for your business](/ai-systems) for the method and terms. To scope a first function, [send your brief](/work#send-your-brief).
