# NYSERDA project costs: compare reported dollars per DC watt with a solar quote

A reported cost per watt can start an estimator's investigation. It cannot supply the missing scope behind another project's number. Before comparing a solar quote, write down the numerator, capacity basis, project group, and reasons the comparison might fail.

The [NYSERDA Solar Electric Programs dataset](https://data.ny.gov/Energy-Environment/Solar-Electric-Programs-Reported-by-NYSERDA-Beginn/3x8r-34rs) covers program-supported solar projects. Its [publisher overview](https://data.ny.gov/api/views/3x8r-34rs/files/0e05c65f-578f-4659-b6e9-7fca7b4f8e9f?download=true) describes completed projects and projects still under development. Treat this as a defined program population. Do not present its cost distribution as every New York solar installation or every available offer.

The [solar installation page](/for/solar-installation) covers office work around approved quotes and job files. This guide addresses a narrower question: whether a public reported-cost comparison deserves a place in that quote review.

## Read the cost and capacity definitions first

The [official data dictionary](https://data.ny.gov/api/views/3x8r-34rs/files/ef6547a8-b919-4e7d-81de-201d2db0183d?download=true) defines `project_cost` as anticipated installation spending in US dollars, supplied by the contractor. That definition does not establish a paid invoice, a current advertised offer, or the installer's realized margin. Keep the label **reported expected installation cost** on your worksheet.

The same dictionary defines `totalnameplatekwdc` by adding the direct-current capacity ratings of the photovoltaic modules. Its unit is kilowatts DC. A comparison expressed per DC watt must convert that value into watts before division. An inverter's AC rating belongs to a different denominator.

Do not silently substitute annual production for capacity. The dictionary gives expected annual electricity production its own field and unit. A cost divided by annual kilowatt-hours answers a different question from cost divided by module nameplate watts.

Record the source field names beside your calculation. A later reviewer should be able to reproduce the result without deciding which capacity column you intended. If the quote supplies only an AC figure, ask the estimator for its DC module capacity before comparing ratios.

## Work through one synthetic project

Assume a fictional completed record reports an expected installation cost of 28,000 USD and a module capacity of 8 kW DC. These invented numbers illustrate arithmetic. They describe no actual project and recommend no selling price.

First convert capacity: 8 kW DC multiplied by 1,000 equals 8,000 W DC. Then divide 28,000 USD by 8,000 W DC. The result is **3.50 USD per DC watt**.

Dividing 28,000 USD by 8 without conversion gives 3,500 USD per DC kilowatt. That calculation is valid with its own unit label. Calling it dollars per watt creates a thousandfold unit error. Keep the conversion visible even when a spreadsheet performs it automatically.

Next imagine your current quote also has 8 kW DC, with a quoted total of 32,000 USD. Its arithmetic ratio would be 4.00 USD per DC watt. That difference alone does not establish overpricing. Your quote might include work that the reported reference does not document.

Keep both original amounts and both capacity values beside the ratios. The estimator needs the underlying figures to check scope and units. A rounded ratio without its numerator and denominator is harder to audit and easier to misread.

## Choose the comparison group before seeing its result

Use the [publisher's field descriptions](https://data.ny.gov/api/views/3x8r-34rs.json) to define your filters. `sector` separates Residential from Non-Residential records. `purchase_type` distinguishes Purchase, Lease, and Power Purchase Agreement arrangements. Missing purchase information remains unknown.

For a proposed comparison, begin with one reporting period, one sector, one county, and a stated capacity band. Keep purchase arrangements separate where the available records permit it. Add a utility filter when the estimator has a documented reason for doing so.

Write the rule before calculating the median. Otherwise, expanding a size band after seeing an inconvenient result can change the question without admitting it. If the first group is too small, show that limitation before considering a broader group.

Use an explicit boundary such as 6 kW DC inclusive to 10 kW DC exclusive. Saying "similar size" leaves the next estimator to invent the boundaries again. Save the exact rule with the quote version being reviewed.

The dictionary defines `reporting_period` as the period represented by the dataset. It does not make every included project a new installation in that month. To narrow project age, use an explicit application or completion-date rule. Explain that rule separately from snapshot selection.

For the date distinctions behind that choice, read [application age and completion cohorts](/articles/nyserda-pipeline-age-completion-cohorts). An old completed project's presence in a recent file does not turn its expected cost into a recent quote.

## Keep missingness beside the usable sample

The [publisher metadata](https://data.ny.gov/api/views/3x8r-34rs.json) explains that blanks can reflect unavailable information or fields that were not required. A blank cost is not a zero-dollar project. A missing purchase arrangement is not evidence of a cash purchase.

For a positive-cost comparison, require a finite cost greater than zero and finite DC capacity greater than zero. State that rule as your analysis choice. Put excluded records into visible categories rather than deleting them from the explanation.

Report the initial eligible group and the final usable cost sample. Also show missing cost, nonpositive cost, missing capacity, and nonpositive capacity. When exclusions overlap, explain the overlap or assign each record one documented exclusion reason.

For example, a synthetic group might contain 40 completed records but only 30 usable ratios. A median based on 30 should not carry a sample label of 40. Those ten excluded records could matter to the interpretation, even when their prices remain unknown.

Do not describe the usable sample as representative merely because it is large enough to calculate a median. Availability and comparability require separate judgments. If excluded records differ in age or purchase arrangement, keep that difference visible.

## Distinguish the median from the ratio of totals

Consider three invented completed projects. Each passes the same stated selection rules for this arithmetic exercise. The wide size range here demonstrates weighting, rather than recommending a real comparison band.

| Synthetic project | Reported cost | DC capacity | Project cost per DC watt |
| --- | --- | --- | --- |
| A | 12,000 USD | 4 kW | 3.00 USD |
| B | 40,000 USD | 10 kW | 4.00 USD |
| C | 100,000 USD | 20 kW | 5.00 USD |

The median of the three project ratios is **4.00 USD per DC watt**. It answers: what is the middle project-level ratio in this selected set? Each project contributes one ratio regardless of its size.

The combined reported cost is 152,000 USD. The combined capacity is 34,000 DC watts. Dividing those totals gives approximately **4.47 USD per DC watt**. It answers: how much reported cost accompanies each watt across this combined set?

The second calculation gives larger projects more influence through their capacity. It is a capacity-weighted average of the individual ratios. Neither measure is a substitute for the other. Name the statistic before presenting its value.

Use exactly the same usable records for both totals. Including capacity from records whose costs are missing would change the denominator and distort the comparison. Dividing the median cost by the median capacity is also a different calculation from the median of project ratios.

For a quote review, the estimator can inspect both statistics alongside the range and group definition. A large separation should prompt questions about the group's composition. It should not automatically trigger a quote change.

## Ask the scope questions the public ratio leaves open

Before accepting a comparator, ask what your quote includes. Identify storage, roof work, electrical upgrades, unusual access, engineering, and other separately scoped work. These are review questions, not claims that the dataset consistently includes or excludes each item.

Ask whether financing charges or an ownership arrangement affect the number being compared. The presence of a purchase-type field does not explain every financial term. Do not turn a Lease label into a lifetime customer payment calculation.

Review equipment evidence with the same care. The [dictionary](https://data.ny.gov/api/views/3x8r-34rs/files/ef6547a8-b919-4e7d-81de-201d2db0183d?download=true) describes primary inverter and module fields, with possible additional equipment beyond the primary model. A matching primary model therefore cannot establish identical system scope.

Keep unknown items in a separate column. If the comparison needs a fact the public record does not establish, reject or qualify it. The estimator should not fill that gap with an assumption because the resulting ratio looks plausible.

## Prepare the estimator's worksheet

Use one worksheet for each quote version. The following fields make the review reproducible without treating public costs as a pricing instruction.

| Worksheet field | What to record |
| --- | --- |
| Quote reference | Internal identifier, version, review date, and responsible estimator |
| Source version | Dataset identifier, retrieval date, reporting period, and saved definition reference |
| Group | County, sector, purchase type, capacity boundaries, status, and date restrictions |
| Samples | Initial count, usable count, exclusion counts, and overlapping exclusions |
| Arithmetic | Cost field, DC capacity field, conversion, rounding, median, and ratio of totals |
| Scope questions | Equipment, storage, roof work, financing, and unresolved inclusions |
| Decision | Accept as context, investigate a difference, or reject the comparator |
| Reason | Evidence supporting the decision and the person who approved it |

For example, an estimator might reject an otherwise usable group because purchase arrangements are mostly unknown. Another review might retain the group as broad context while refusing to use its median as a quote target. Record that distinction in ordinary language.

If the team later changes a group rule, keep the earlier result and its original rule. Recalculating an old quote with new boundaries can erase the reason a past decision made sense. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains why decisions need maintained source records.

## Use the public comparison as a first look

The [Solar activity comparison](/tools/solar-activity-comparison) offers county and sector selectors with a reporting snapshot. Its cost measure uses positive completed-project costs and positive DC capacities. It is a broad aggregate view, with small-cell suppression and missingness handling.

Its current controls do not select a quote-specific capacity band or purchase arrangement. Do not describe its displayed county median as your finished comparator. Read its period and limitations, then prepare the narrower worksheet required by your quote.

The broader [solar intelligence overview](/intelligence/solar-installation) describes the proposed private comparison work. Your estimator owns the equipment, financing, and commercial judgment. A public aggregate does not authorize a new price or a customer commitment.

Scale With Search can scope work around the records and comparison rules your team approves. Describe the source, private inputs, and reviewer through the [written scope process](/work). Keep commercial terms there.
