# Pending liquor license dates: keep received, first seen, and opening separate

A pending liquor application gives a commercial locksmith estimator a research question. Its received date cannot establish when a venue opens or needs an estimate.

Keep four separate entries: the application received date, your first observation, the published application status, and independently supported project events. Give each its own evidence.

This separation supports the [commercial project research approach](/intelligence/locksmiths). It prevents a dated administrative record from becoming an unsupported construction schedule.

The method below is a proposed review practice. It does not predict processing time, establish a licensing outcome, or confirm a commercial service request.

## Start with the publisher's date definition

New York's Current SLA Pending Licenses dataset defines `received_date` as the date the application was received. It defines `status` as the application status. [Official publisher metadata, checked 2026.10.28](https://data.ny.gov/api/views/f8i8-k2gm.json).

The attached dictionary repeats those definitions. Its Received Date row describes a text field; the current metadata exposes `received_date` as a calendar date. Preserve that distinction when documenting your source. [Official data dictionary, pages 1–2, checked 2026.10.28](https://data.ny.gov/api/views/f8i8-k2gm/files/93e4f318-9396-45bf-b600-8ae6c4c47be3?download=true&filename=SLA_CurrentPendingLicenses_DataDictionary.pdf).

Neither definition calls receipt an opening date. Neither supplies a construction start, an estimator appointment, or a deadline for choosing a locksmith.

Use the label “application received” in your research card. Avoid “business started” or “opening scheduled” unless separate evidence supports those statements.

The agency overview says base information comes from applicants' license applications. It says processing time depends on Licensing Bureau review. It provides no fixed processing-time promise. [Official overview, page 1, checked 2026.10.28](https://data.ny.gov/api/views/f8i8-k2gm/files/400cc2b7-4801-4eea-8a45-65de67a84911?download=true&filename=SLA_CurrentPendingLicenses_Overview.pdf).

An estimator should therefore leave the outcome date unknown. Adding a standard interval to receipt would introduce an estimate unsupported by these definitions.

## Give first observation its own field

Your first observation belongs to your research history. It is not another agency event. Write “first seen by our research process” beside its date.

Record the source location and observation time. If you have no earlier observation, leave earlier presence unknown. Do not describe your first check as first publication.

For example, a fictional application has a September 10 received date. Your estimator first observes it on October 2. These dates answer different questions.

September 10 describes the application receipt shown by the source. October 2 describes your own observation. The gap establishes neither publication delay nor agency inactivity.

If another employee finds an earlier retained observation, update the research history with that evidence. Preserve who corrected the first-seen value and why.

Do not overwrite the received date while making that correction. The agency field and your observation history have different owners and different meanings.

## Read source age without inventing record age

The publisher metadata describes the dataset's time period as current and its posting frequency as daily. That is a dataset description. [Dataset summary, checked 2026.10.28](https://data.ny.gov/api/views/f8i8-k2gm.json).

Keep the retrieval time beside the dataset's reported update time. Do not treat a new dataset update as proof that every application's status changed.

For a weekly review, the estimator needs to know whether the card cites today's observation or a retained copy from last week. Label both explicitly.

An old observation can remain useful history. It should not appear as a fresh status check merely because someone reopened the internal research card today.

Use a simple source-age note: “Dataset checked October 2; card reviewed October 5; current application status not rechecked.” These dates are a synthetic example.

That note tells the next reviewer what happened. It avoids implying that the October 5 review included a new publisher lookup.

## Keep the status wording intact

The official dictionary's Status row says only “Status of Application.” It does not provide a transition table or define a missing record as a particular outcome. [Official dictionary, page 2, checked 2026.10.28](https://data.ny.gov/api/views/f8i8-k2gm/files/93e4f318-9396-45bf-b600-8ae6c4c47be3?download=true&filename=SLA_CurrentPendingLicenses_DataDictionary.pdf).

Preserve the observed status wording beside its observation date. If its meaning needs clarification, record that question rather than replacing the wording with your conclusion.

Use a second field for the estimator's decision. “Hold pending corroboration” describes your review action. It should not occupy the source-status field.

A status observation establishes what the dataset displayed during your check. It does not, without supporting evidence, establish physical work, purchasing activity, or operation.

This distinction matters when a card passes between staff. A short internal label such as “ready” can obscure whether it describes agency review or estimator readiness.

Choose explicit labels. “Application status observed” and “research decision” preserve the two meanings without requiring the next reader to reconstruct your reasoning.

## Walk through a fictional timeline

The following example uses an invented venue, Cedar Lantern Kitchen, and an invented application reference, EXAMPLE-RECEIPT-A. Every date and event is synthetic.

| Date | Evidence available in the example | Permitted research statement |
| --- | --- | --- |
| September 10 | Received date displayed in the application record | The source reports application receipt on September 10 |
| October 2 | Estimator retains the first observation | First seen by this research process on October 2 |
| October 5 | Staff reviews the retained observation without a new lookup | Internal review occurred; source status was not refreshed |
| October 9 | A successful later check does not locate the same application reference | Not located during this check; outcome unresolved |
| October 12 | A separately reviewed project document supports planned commercial work | Project evidence exists within that document's stated scope |
| Unknown | No verified opening evidence | Opening date remains unknown |

The October 12 document does not rewrite the September 10 event. Keep both records, their dates, and their separate descriptions.

The estimator can now ask whether the planned work is relevant to the firm's commercial services. The application alone cannot answer that scope question.

Suppose the project document names a different trade name at the same premises. Pause the combined timeline until someone reviews the identity match.

Use the companion guide to [legal name, DBA, and premises matching](/articles/nys-pending-license-legal-name-dba-premises-match). A chronological sequence is unreliable when its events belong to different entities.

## Treat disappearance as an unresolved observation

When an application disappears from your next view, write what you checked. Include the application reference, source, date, and any filters that limited the view.

First distinguish an unavailable source from a successful check that did not locate the record. A failed request provides no evidence of application absence.

If a filter changed, record that change before comparing results. A narrower county or date selection may make your two observations incomparable.

Once the check is comparable, record “not located in this pending-data check.” Do not substitute “approved,” “withdrawn,” “denied,” or “open.”

Those outcomes need their own supporting evidence. The inspected dictionary does not establish which outcome explains disappearance. Preserve the earlier observation as history.

Avoid deleting the card solely because the application is absent. Retaining its earlier evidence can help a reviewer understand why the question arose.

Set the next action according to the business's research priorities. A responsible person may hold the card, seek official clarification, or close the research question.

Closing an internal research question does not close the agency application. Use a separate internal disposition so the two actions cannot be confused.

## Prepare a project research card

Keep the card readable enough for another estimator to assess without repeating your entire investigation. Link the evidence behind every accepted statement.

| Card section | What to retain |
| --- | --- |
| Application observation | Dataset name, application reference, observed received date, exact status, and observation time |
| Source age | Retrieval date, publisher update information, and whether the current review included a fresh check |
| Identity review | Accepted premises match, unresolved conflicts, and the reviewer's reason |
| Project evidence | Separate document reference, relevant event date, and the narrow claim it supports |
| Unknowns | Outcome, opening, purchasing stage, project scope, and authorized requester where unconfirmed |
| Human decision | Named reviewer, review date, disposition, and evidence needed for another decision |

Keep this as a private commercial research record. Public explanations can use fictional examples instead of publishing applicant lists or premises details.

A useful unknown is specific. “Opening date unverified” tells the next person what is missing. “Needs more research” leaves the task undefined.

If evidence conflicts, retain the disagreement. Describe which document supports each account and which person must resolve the issue before using a combined statement.

The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains why source references and corrections belong in records the company controls. Apply that principle to research decisions.

## Correct a timeline without erasing its history

Suppose an estimator transposes the first-seen date while preparing the card. The retained observation shows October 2, but the card says October 12.

Correct the observation field with a reference to the retained evidence. Describe the mistake in the correction note. Keep the received date unchanged.

Now suppose a later document changes the project's planned date. Add a separate dated project observation rather than rewriting the earlier plan as though it never existed.

These corrections have different meanings. One fixes your transcription. The other records a later statement from another source. The card should preserve that distinction.

When a reviewer summarizes the timeline, require a reference for each event. An event without supporting evidence belongs among the questions, not the accepted history.

If a record contains only a date without an explained event, retain the ambiguity. A date becomes useful when the reviewer knows what happened.

This practice also helps during a handoff. The next estimator can identify the current research decision while understanding the evidence available when earlier decisions were made.

## Choose a decision the evidence supports

Use the following dispositions as editorial suggestions. They organize research work; they are not publisher categories or licensing determinations.

| Evidence position | Suggested estimator disposition | Next review question |
| --- | --- | --- |
| Application observed; project evidence absent | Hold as an application observation | Is there a documented commercial project relevant to our work? |
| Project document found; premises match unresolved | Hold the proposed combined record | Do the documents concern the same premises and entity? |
| Match reviewed; relevant scope supported | Assess the research question internally | What further information would a responsible estimator need? |
| Application no longer located | Keep outcome unresolved | Is there authoritative evidence explaining the later state? |
| Evidence contradicts the proposed project | Record the contradiction | Should this research question be closed with its reason? |

No disposition supplies permission to visit, inspect, or perform work. Handle a legitimate service inquiry through the firm's separate authority and scope checks.

This article proposes no contact enrichment, outreach sequence, or dispatch action. The deliverable is a reviewed research card with an explicit limit.

## Keep the handoff narrow

Before accepting the card, ask another estimator to identify which date came from the agency and which came from your observation history. Both should be obvious.

Ask the reviewer to locate the evidence for any claimed project event. Remove the claim if its supporting document cannot be found or understood.

Check that a missing record has not become an outcome label. Check that an internal review date has not replaced the source observation date.

The [locksmith business hub](/for/locksmiths) connects this work with other office tasks. Keep project research distinct from a customer's authorized request for service.

Scale With Search can scope a research function around your approved sources, retained evidence, and estimator decisions. Bring the card and unresolved questions to a written scope.
