# NYS pending license names: reconcile legal name, DBA, and premises before a match

Before connecting a pending liquor application to a commercial project, separate its application ID, legal name, trade name, and premises evidence. Review the proposed connection explicitly.

A similar business name is a reason to compare records. It is insufficient evidence for accepting that two records describe the same project.

For a commercial locksmith estimator, the useful result is a reviewed worksheet. It should show which connections are supported and which questions remain unresolved.

The [commercial project research overview](/intelligence/locksmiths) explains the broader use. This guide addresses identity and premises evidence within that research, using fictional examples throughout.

## Read the publisher's identity fields separately

The official New York dictionary defines Application ID as a unique serial number for the applicant. Preserve the source identifier as supplied. [Official dictionary, page 1, checked 2026.10.28](https://data.ny.gov/api/views/f8i8-k2gm/files/93e4f318-9396-45bf-b600-8ae6c4c47be3?download=true&filename=SLA_CurrentPendingLicenses_DataDictionary.pdf).

That definition does not make the identifier your company's account number. Do not use it as a substitute for an independently reviewed customer relationship.

The publisher defines LegalName as the corporate name of the licensee and DBA as “Doing Business As.” These labels describe different fields. [Official metadata, checked 2026.10.28](https://data.ny.gov/api/views/f8i8-k2gm.json).

Keep both values in the comparison even when they look similar. A trade name on a project document might match the DBA without matching the corporate name.

The overview says base information corresponds to information applicants provide on license applications. Treat that as the provenance of the dataset. [Official overview, page 1, checked 2026.10.28](https://data.ny.gov/api/views/f8i8-k2gm/files/400cc2b7-4801-4eea-8a45-65de67a84911?download=true&filename=SLA_CurrentPendingLicenses_Overview.pdf).

Do not silently reinterpret the publisher's “licensee” field wording as evidence that a pending application has received approval. Identity review and outcome review remain separate.

## Preserve the premises components

The current metadata uses `premises_county` for Premises County. It exposes separate address, additional-address, city, state, ZIP code, and AKA Address fields. [Official field definitions, checked 2026.10.28](https://data.ny.gov/api/views/f8i8-k2gm.json).

The dictionary describes Actual Address Of Premises as the licensed-premises address. It describes Additional Address Information only as additional address information. [Official dictionary, page 1, checked 2026.10.28](https://data.ny.gov/api/views/f8i8-k2gm/files/93e4f318-9396-45bf-b600-8ae6c4c47be3?download=true&filename=SLA_CurrentPendingLicenses_DataDictionary.pdf).

Read those components together before proposing a match. Do not discard a unit, additional line, or conflicting county because the business name looks familiar.

The dictionary gives AKA Address no explanation beyond its label. [Official dictionary, page 2, checked 2026.10.28](https://data.ny.gov/api/views/f8i8-k2gm/files/93e4f318-9396-45bf-b600-8ae6c4c47be3?download=true&filename=SLA_CurrentPendingLicenses_DataDictionary.pdf).

Keep its supplied wording. Do not invent a rule that every AKA value identifies another entrance.

If address information is incomplete, mark the premises comparison incomplete. A missing component is not permission to supply a plausible replacement from memory.

Use the exact API field names when documenting your evidence. A display label, an API name, and your internal worksheet heading serve different purposes.

## Compare raw values before accepting normalized ones

An estimator may compare punctuation, capitalization, or a standard street abbreviation to investigate a possible match. Retain the original values beside that comparison.

For example, fictional “Cedar Lantern Hospitality LLC” and “CEDAR LANTERN HOSPITALITY, LLC” might be candidates for the same-name comparison. The punctuation difference alone settles nothing else.

Keep a note explaining what you changed for comparison. Avoid replacing source text with a cleaned version that hides the original discrepancy.

Names that differ beyond punctuation require a reasoned review. A familiar trade name cannot compensate for an unexplained corporate-name conflict.

Do the same for premises components. If two documents use different address descriptions, preserve both until a reviewer establishes the relationship.

A readable worksheet can use “candidate,” “supported,” and “unresolved” as internal decisions. Those are proposed review labels, not categories supplied by New York.

## Example one: two businesses share a trade name

This example is fictional. Two invented application records display the DBA “Lantern Table.” One names Cedar Lantern Hospitality LLC; the other names Orchard Room Dining LLC.

The applications have distinct synthetic references, EXAMPLE-NAME-A and EXAMPLE-NAME-B. Their premises county and premises descriptions differ. No real business or location is represented.

An estimator finds a project brief titled “Lantern Table refresh.” The brief contains no corporate name and no sufficiently specific premises reference.

The shared DBA creates two candidate connections. It does not select one. Record both candidates and identify the missing information needed to distinguish them.

Do not attach the project brief to whichever application appeared first. Date order cannot resolve the missing entity and premises evidence.

The reviewer should leave the proposed connection unresolved. The worksheet can still preserve the brief's existence and the reason no match was accepted.

If later evidence names a corporate entity and premises, revisit that specific connection. Retain the earlier decision so another reviewer can follow the change.

## Example two: a shared premises description

This example is fictional. An application and a separate commercial project document both refer to “Example Market Hall.” The application includes additional premises information.

The project document does not identify which commercial space its work concerns. A shared site label establishes a comparison question rather than a complete match.

Keep the application's additional-address wording visible. Ask whether the project document identifies the same space. Leave the connection unresolved when the evidence cannot answer.

Do not treat the shared building description as proof of a shared applicant, shared project budget, or authority over other spaces at the location.

Even a supported premises match cannot establish the requested work. A separate scope review must determine what the project evidence describes.

This is why the worksheet needs two decisions: “premises connection supported” and “commercial scope relevant.” One can remain unresolved after the other is accepted.

The [locksmith business hub](/for/locksmiths) covers separate office workflows. Keep any later service inquiry within the firm's established authority and scope review.

## Example three: a changed trade name

This example is fictional. A retained application observation shows Cedar Lantern Hospitality LLC with the DBA “Cedar Lantern Kitchen.” A later project document says “Cedar Lantern Dining.”

An estimator suspects the trade name changed. That is a hypothesis. Keep the two names, the separate source references, and the dates of observation.

If a reviewed document explicitly connects the old and new names, cite that evidence in the accepted connection. State precisely what it supports.

For example, it may support continuity of the named project. It may leave the application outcome or the project's current commercial schedule unresolved.

Do not erase the earlier DBA after accepting the connection. The historical value explains how the estimator originally found the candidate and why review was needed.

If the later source instead identifies a different corporate entity, reopen the connection. A similar trade name should not override that conflict.

Use the companion [received-date and first-seen guide](/articles/nys-pending-liquor-license-received-first-seen-opening) when comparing dated observations. Identity continuity does not establish an opening date.

## Do not use the map point as premises proof

The metadata describes `georeference` as platform-generated geocoding from supplied address components. It warns that the point represents the centroid of those components. [Official georeference definition, checked 2026.10.28](https://data.ny.gov/api/views/f8i8-k2gm.json).

When the street-address component is absent, the definition says the point does not reflect a specific address. Preserve this limitation in any review using location.

A point near a project does not establish that the application concerns that premises. Compare the actual address evidence instead of accepting visual proximity.

If only county-level information is usable, keep the conclusion at that level. Do not convert it into a precise premises claim with a map pin.

The worksheet should distinguish “geographic context reviewed” from “premises match supported.” Avoid numeric confidence scores that conceal which component remains unverified.

This article provides no premises list or security assessment. All examples use invented commercial descriptions and contain no access-control layout or operational weakness.

## Build a reviewed match worksheet

Use one worksheet for each proposed connection between an application observation and a project document. Keep the underlying source records distinct.

| Worksheet entry | Evidence to retain | Question for the reviewer |
| --- | --- | --- |
| Application reference | Dataset, `application_id`, observation date, and retained source location | Can another estimator find the same observed record? |
| Corporate name | Original `legalname` and comparison document wording | What supports or contradicts corporate identity? |
| Trade name | Original `dba` and any documented name relationship | Is a shared or changed trade name explained? |
| Premises components | County and available address components in their approved record location | Does the evidence identify the same commercial space? |
| Project reference | Separate document identifier, date, and supported scope | What does this document establish about this project? |
| Accepted connection | Reviewer's reason and specific supporting references | Which connection has been accepted, and why? |
| Unresolved facts | Conflicts, missing components, and next review question | What would change the current decision? |
| Relationship authority | Separate approved account or request reference, if one exists | Has an authorized project relationship been established independently? |

Keep contact details out of this research worksheet. Refer to the firm's separate approved relationship process when a legitimate commercial inquiry exists.

An application record does not establish an authorized project contact. A correct name match cannot supply missing authority to request a visit or service.

## Make acceptance reasons inspectable

“Looks like the same business” is a weak acceptance reason. It leaves the next estimator unable to identify which evidence settled the question.

A stronger fictional note reads: “Project document names the same corporate entity and commercial space. Reviewer accepted this premises connection on October 20.”

Add the actual source references behind such a note. Then list what remains unknown, including purchasing stage or current project scope where unsupported.

For a rejected candidate, retain a short reason. “Same DBA, conflicting corporate entity and premises” explains why name similarity did not produce an accepted connection.

If evidence later changes, preserve the correction and its date. The [business memory guide](/articles/business-memory-for-ai-agents-guide) describes keeping useful decisions in company-controlled records.

Use those records to explain the team's reasoning. Do not turn prior decisions into a rule that future similar names must represent the same entity.

## Review the connection before using the project claim

Ask a second estimator to trace one accepted connection from the worksheet back to both source documents. Each supporting claim should have a specific reference.

Have the reviewer identify the corporate name, trade name, and premises evidence independently. If a component is unresolved, preserve its uncertainty in the final summary.

Check that a map point did not replace address evidence. Check that a project match did not become a claim about licensing approval or opening.

Finish with the narrow conclusion the evidence supports. A supported application-to-project connection can still leave authorized contact, work scope, and project timing unconfirmed.

Scale With Search can scope a research function around your approved sources and reviewed match history. Bring the worksheet and its unresolved questions to the written scope.
