# NYPD arrest trends: check the covered quarter before a staffing review

Before a defense-firm staffing meeting, check which arrest dates the public file covers. Then compare the same completed period under the same counting rules. A current-year label does not establish coverage through today.

The NYPD describes this dataset as manually extracted each quarter and reviewed by its Office of Management Analysis and Planning. Its update metadata also lists a quarterly frequency. That description does not promise a live feed or a particular next publication date. [NYPD dataset description and Update fields, checked 2026.10.28](https://data.cityofnewyork.us/api/views/uip8-fykc.json).

A practice manager should bring two separate things to the meeting: the latest comparable public aggregate and the firm's own defined intake summary. The [family and criminal defense firm overview](/for/family-and-criminal-defense-law-firms) explains where that preparation fits within partner review.

## Separate the four dates in your notes

Start with the event date. `ARREST_DATE` records the date of arrest for the reported event. It is not the date your analyst downloaded the file. [NYPD dictionary, ARREST_DATE entry, checked 2026.10.28](https://data.cityofnewyork.us/api/views/uip8-fykc/files/f0dbff24-5794-4034-a52d-b091e8dd61a8?download=true&filename=NYPD_Arrest_YTD_DataDictionary.xlsx).

Keep extract timing, publication timing, and first observation in separate fields. The following worksheet is a recommended review structure. It does not claim that the publisher supplies every timestamp for each release.

Table: Four dates for a source-coverage note

| Date or time | What the analyst records | What must remain separate |
| --- | --- | --- |
| Arrest date | Event period used for the aggregate | Download and meeting dates |
| Extract timing | Publisher-confirmed extraction time, when available | A guessed time based on file access |
| Publication timing | Publisher-confirmed release or update evidence | The analyst's first successful retrieval |
| First observation | When this analyst first obtained this version | An assertion that the source first existed then |

If extraction timing is unavailable, write “not supplied in the inspected material.” Do not substitute a website timestamp and call it the extraction time.

Retain metadata field names beside any copied timestamps. A page modification, data update, and first publication can describe different events. The review note should say which one you observed.

Use the analyst's observation time to explain the evidence available for that meeting. It cannot establish when every other reader could first access the file.

## Establish coverage before choosing a comparison

For each candidate file, prepare a coverage summary. Record the dataset, retained version, earliest included arrest date, latest included arrest date, selected geography, and counting rule. Keep the category-map version beside those fields.

Check monthly coverage across the proposed period. A latest date alone is insufficient for your review standard. It does not demonstrate that every earlier month passed the same checks.

Use a visible status for each month: accepted for this comparison, unresolved, or outside the inspected coverage. Define what evidence your reviewer requires before accepting a month. Do not present that local acceptance rule as a publisher certification.

A current-year file also cannot supply a full prior-year comparison by its label alone. Obtain and verify an appropriate retained prior-period source before adding historical totals. This article does not validate a historical release.

If you lack a comparable prior period, the meeting can still review source readiness and internal workload. Leave the year-over-year activity conclusion unresolved. That is a useful result when the alternative would depend on invented coverage.

## Compare completed quarters with the same rules

The next table is entirely synthetic. Its dates, release labels, map version, and totals demonstrate a comparison method. They are not NYPD observations or evidence of an actual trend.

Assume the reviewer has accepted citywide coverage for January through June in each of two retained releases. Both use arrest-record counts and category-map version 2026.10.28-A. Neither includes an estimate for later months.

Table: Synthetic comparable-period worksheet

| Measure | Prior-period example | Current-period example |
| --- | --- | --- |
| Covered arrest dates | January 1 through June 30, example year A | January 1 through June 30, example year B |
| Completed quarters compared | First and second quarters | First and second quarters |
| Retained source version | Synthetic release A | Synthetic release B |
| Geography | Citywide | Citywide |
| Counting rule | Arrest records under accepted filters | Same rule |
| Category-map version | 2026.10.28-A | 2026.10.28-A |
| Example review-group total | 1,000 | 1,100 |
| Unresolved records, separate from that group | 80 | 90 |

The example group difference is 100 records, or ten percent of the earlier group total. It describes that synthetic aggregate only. It does not calculate future matters, future inquiries, or staffing needs.

Keep unresolved records outside the named group but inside the total reconciliation. Otherwise, a change in mapping completeness can hide behind a clean-looking percentage.

If the current file covers only the first quarter, reduce both sides to the accepted first-quarter period. Do not compare three months with six months because both files have a year in their names.

## Show why a partial-year decline can be an artifact

Consider another synthetic comparison. A full-year example contains 2,400 records in a review group. A current first-half example contains 1,100. Subtracting them produces 1,300 fewer records, but the periods have different lengths.

That subtraction does not answer whether comparable activity declined. The missing half of the current year remains outside coverage. It has no observed value in this example.

Do not double 1,100 to fill the gap. That would introduce a forecast with assumptions the worksheet has not tested. For this staffing discussion, use the same completed period or leave the comparison unavailable.

A chart can make this problem harder to notice. A full prior-year bar beside a partial current-year bar may look comparable without careful labels. Prefer a table until the period boundaries are clear.

If the meeting uses a chart, put the covered dates in the labels. Name the count as arrest records. Keep the source version and map version in the adjacent note.

## Give refresh failures their own status

A failed source refresh is an operational result. It is not a new activity observation. Preserve the last accepted aggregate with its original coverage date and mark the attempted refresh as failed.

The publisher describes quarterly extraction. A monthly meeting therefore needs an explicit source-status line even when no new public coverage has arrived. Reopen the metadata before deciding whether a schedule expectation remains appropriate. [NYPD quarterly extraction description, checked 2026.10.28](https://data.cityofnewyork.us/api/views/uip8-fykc.json).

Distinguish three situations in the discussion sheet. First, a successful retrieval with unchanged accepted coverage. Second, a successful retrieval with new coverage awaiting review. Third, an unsuccessful retrieval that supplies no new evidence.

Do not convert any of those situations into zero arrests for missing months. Keep those cells unavailable. A zero should mean an accepted count under the stated method, not an empty download or absent month.

Assign someone to resolve a failed retrieval. Keep the staffing discussion focused on accepted evidence while that person checks the source. The partner can decide whether the missing comparison prevents a particular decision.

## Retain revisions without rewriting meeting history

The publisher's footnotes describe records as a close approximation subject to revisions and updates. They also describe exclusions from the release. A later file can therefore require reconciliation with an earlier meeting's evidence. [NYPD arrest footnotes, notes 1 and 16, checked 2026.10.28](https://data.cityofnewyork.us/api/views/uip8-fykc/files/62a746df-66ca-4603-aae4-46c02bac2972?download=true&filename=NYPD_Arrest_Incident_Level_Data_Footnotes.pdf).

Keep the earlier accepted aggregate and its source-version note. Add a later correction rather than silently replacing the evidence that supported a past decision.

For a synthetic example, suppose a previously accepted quarter totals 1,000 and a later accepted release totals 995. Record the revised value and the five-record difference. Leave the cause unresolved unless the evidence explains it.

Do not claim that five matters disappeared from the courts. The worksheet counts public arrest records under its filters. The interpretation must stay within that unit.

If a category-map revision occurs at the same time, separate its effect from the source revision where possible. The [NYPD category-map guide](/articles/nypd-arrest-offense-codes-law-level-defense-planning) shows how to compare two maps against one retained period.

## Prepare the monthly staffing discussion sheet

A monthly discussion does not require pretending that public data updates monthly. Let the sheet show a fresh internal workload review beside an older public period, with both dates explicit.

Table: Recommended monthly discussion fields

| Field | Entry required before partner review |
| --- | --- |
| Meeting and analyst | Review date and responsible preparer |
| Public evidence | Dataset, retained version, observed update fields, and access date |
| Coverage | Accepted arrest-date range, geography, and unresolved months |
| Definitions | Arrest-record rule and category-map version |
| Internal aggregate | Intake measure, period, geography, and counting version |
| Differences | Timing, category, or geography mismatches still unresolved |
| Decision | Partner's action, owner, and next review condition |

Define the internal aggregate in writing. For example, a synthetic firm might count accepted initial inquiries by the date received. That is a proposed business definition, not the meaning of `ARREST_DATE`.

Record whether repeat contacts, existing-client questions, and matters outside the selected area belong in that internal count. Keep client details out of the public worksheet. The meeting needs accepted aggregates and definitions.

The two date systems may remain different. An inquiry received this month can concern an earlier event. Do not force the series to match by moving internal entries into an assumed arrest month.

## Keep the partner's decision distinct from the comparison

Use the table to ask a bounded question. The partner might request a workload review, improve an intake definition, defer a comparison, or leave staffing unchanged.

A public count alone does not establish attorney capacity or the mix of work already accepted by the firm. Bring separately authorized internal capacity evidence when the partner needs it.

The [public-evidence overview](/intelligence/family-and-criminal-defense-law-firms) describes the wider planning boundary. Arrest activity does not establish convictions, court caseload, private-counsel demand, market share, or family-law demand.

Retain the accepted sheet, unresolved differences, and partner decision in the firm's own record. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how definitions and corrections can remain available across later reviews.

Scale With Search can scope the preparation around accepted source periods, aggregate intake rules, and a named reviewer. Bring one existing discussion sheet and the comparison it needs to support.
