# Temporary occupancy certificates: read renewal history before calling a business newly open

A recent temporary occupancy certificate belongs on a document timeline before it belongs in a new-opening claim. For a commercial locksmith estimator, the useful result is a set of project questions supported by evidence. The certificate event alone cannot supply the business's opening date or a request for your services.

Keep three questions separate. What certificate evidence was published? What does the reviewed document cover? What has an authorized project contact confirmed about the current commercial scope? A recent date can help organize research without answering all three.

The [locksmith office overview](/for/locksmiths) covers service inquiry preparation. The [commercial project intelligence guide](/intelligence/locksmiths) explains the broader research setting. This article focuses on temporary-certificate history and the evidence needed before describing a business as newly open.

## Compare temporary and final evidence without inventing a business milestone

DOB describes a certificate in terms of legal use and permitted occupancy. Its [temporary certificate guidance](https://www.nyc.gov/site/buildings/property-or-business-owner/temporary-certificate-of-occupancy.page) explains that a TCO can be issued when occupancy is considered safe but issues remain before a final CO. The same guidance says TCOs typically expire after 90 days and may renew when outstanding issues remain.

DOB's [final certificate guidance](https://www.nyc.gov/site/buildings/property-or-business-owner/certificate-of-occupancy.page) states that a CO has no expiration date. The page describes final issuance in relation to completed work matching submitted plans. These are certificate distinctions. Neither description provides the opening day of a named commercial tenant.

For research, record temporary or final evidence as the document supports it. Then add separate columns for current business use and opening evidence. Leave them unknown when the material inspected does not establish those facts.

Avoid extending an agency description into a field assessment. A temporary certificate does not tell your estimator which locks are installed or whether hardware work remains. A final certificate does not establish that a commercial inquiry exists. Relevant service scope needs its own authorized discussion.

## Use the published date fields for the events they describe

The [DOB NOW occupancy dictionary](https://data.cityofnewyork.us/api/views/pkdm-hqz6.json) defines `submitted_date` as the date a certificate request reaches DOB. It defines `c_of_o_issuance_date` as the certificate issuance date. Preserve those separate meanings in the research sheet.

The same dictionary describes `c_of_o_filing_type` as the requested certificate type. It defines `c_of_o_sequence` as the ordering of requests within a series. `c_of_o_status` records certificate status. These definitions do not turn submission into issuance or a later sequence into a new business. See the [field metadata](https://data.cityofnewyork.us/api/views/pkdm-hqz6.json).

Add a separate local review date. That date tells the estimator when someone inspected the evidence. It should not replace a source event date. If a reviewer first sees an older certificate today, today's review does not make the underlying event new.

Preserve the source's original values in the evidence note. If you add a plain-language interpretation, label it as the reviewer's interpretation. Do not replace a published category with “new opening” because it fits the research list's heading.

## Read a synthetic renewal timeline from left to right

This example is entirely synthetic. Building Alder and all request references are invented. The months illustrate ordering only. They do not describe a real certificate or calculate any expiry date.

Assume a reviewer has already confirmed that these entries concern the same building and relevant filing history. The type descriptions below summarize hypothetical document-review findings. They are not claimed to be literal category values from the feed.

| Synthetic request | Submission evidence | Issuance evidence | Hypothetical document-review finding | Business opening evidence |
| --- | --- | --- | --- | --- |
| Request A | January | February | Temporary certificate reviewed | Not supplied |
| Request B | April | May | Temporary renewal reviewed | Not supplied |
| Request C | July | August | Further temporary renewal reviewed | Not supplied |
| Request D | September | Not established | Request awaiting further evidence | Not supplied |

Request B adds a renewal event to the reviewed history. It does not add a second building, a second tenant, or an opening in May. Request C adds another document event under the same synthetic premise.

Request D supports a submission observation only. Leave issuance unestablished until suitable evidence is reviewed. Copying September into an issuance column would convert a request into an unsupported result.

The timeline does not prove continuous occupancy between these months. It supplies no exact effective period, no verified expiration date, and no account of what happened in a gap. Those questions require the actual documents and appropriate project confirmation.

If the estimator needs a one-line summary, use “temporary-certificate history reviewed; commercial opening date unknown.” That sentence states what the example establishes. It does not imply that an opening has occurred or that the business is still preparing one.

## Check identity before interpreting the newest event

A timeline is useful only when its entries belong to the intended building and history. Confirm that relationship before describing the latest request as a renewal of the earlier one. Similar dates or addresses are insufficient for the worksheet decision.

The companion [building, filing, and request identity guide](/articles/nyc-occupancy-building-filing-certificate-request-identity) explains how to keep those levels distinct. In particular, preserve the building reference, filing evidence, certificate-number field, and request sequence together. Do not assume sequence is a citywide unique key.

For a candidate match, keep the timeline provisional. Show the unresolved entry apart from the confirmed history. Ask which document or project confirmation would settle the relationship. A provisional timeline should not quietly become a completed account history during a meeting.

If the reviewer discovers that one entry belongs to another filing, correct the grouping and retain the reason. Reconsider any conclusion that depended on its place in the timeline. A later date cannot repair a mistaken relationship between records.

## Read the certificate before asserting expiration

The inspected [occupancy field dictionary](https://data.cityofnewyork.us/api/views/pkdm-hqz6.json) does not define an expiry column. Do not invent one by treating submission, issuance, or the next observed request as expiration. Keep calculated review reminders separate from verified certificate facts.

DOB's general statement that TCOs typically expire after 90 days is a reason to inspect the document. It is not evidence of a particular certificate's expiry. The [temporary guidance](https://www.nyc.gov/site/buildings/property-or-business-owner/temporary-certificate-of-occupancy.page) is the source for that general statement. Verify the certificate's own dates and scope before describing a particular period.

Use an evidence note with four local items: document reference, date reviewed, date wording found, and unresolved questions. Record “expiry not verified” when the document has not been inspected. Avoid a red warning label based only on arithmetic applied to a general rule.

An internal reminder can still be useful. Label it “document review due” and explain how the company chose that reminder. It is an administrative task for your staff, rather than a claim that the city record has established expiration.

DOB's [certificate search guidance](https://www.nyc.gov/site/buildings/property-or-business-owner/certificate-of-occupancy.page) distinguishes searches by request date. It points to BIS for requests before March 1, 2021, and DOB NOW for requests on or after that date. Follow that guidance when locating the relevant certificate evidence.

Keep the retrieved document with its review note in the company's approved record. If the search does not produce readable evidence, name the missing document. The absence of a reviewed copy does not establish the absence of a certificate.

## Keep opening evidence in a separate decision

Define what “newly open” would mean for the research question before filling that column. Does the estimator mean a customer-confirmed opening date, an announced future opening, or the first date staff observed a public announcement? These are different statements.

For this worksheet, require a named evidence item before assigning an opening date. A project contact's confirmation and an announcement may answer different questions. Record the wording and scope of the evidence instead of collapsing them into a single unsupported milestone.

Imagine the synthetic Building Alder contact confirms that an existing business remains in the same space during further project work. Keep that confirmation separate from the renewal events. Nothing in the synthetic request timeline independently established the business was new.

Alternatively, imagine the contact supplies a planned opening date. Label it planned and retain the date of confirmation. Do not rewrite the earlier certificate issuance as that opening date. If the plan changes, update the business evidence without altering the historical document event.

When no opening evidence exists, leave the field unknown. A useful estimator review can concern the scope of an ongoing project. It does not need a new-opening label to justify keeping a clearly stated research question.

## Prepare a worksheet the commercial estimator can challenge

Use these recommended local columns. They organize review work and do not claim to expand the city dataset.

| Local worksheet column | Review question |
| --- | --- |
| Confirmed building and filing context | Which reviewed history does this event belong to? |
| Original request sequence and type | What did the source publish without interpretation? |
| Submission and issuance evidence | Which event does each available date describe? |
| Certificate document reference | Has the relevant document been inspected? |
| Expiry evidence | What exact document evidence supports the stated date? |
| Business opening evidence | Is there a separate confirmed or planned milestone? |
| Commercial scope | What does an authorized contact say needs estimating? |
| Unresolved item and reviewer | Who will resolve the missing evidence? |

Keep unknown entries visible during review. Ask the estimator to challenge one apparent new-opening conclusion and trace it back to its evidence. If the only support is a renewal issuance date, change the conclusion to a certificate event.

Retain source status separately from your team's next action. “Needs document review” is a local work item. It is not a DOB status and should not replace the original value. This separation lets the next reviewer distinguish agency evidence from your company's interpretation.

## Turn the review into bounded project questions

Ask an authorized project contact which space and current use the discussion concerns. Ask what scope needs estimating and who can approve it. Ask which current project documents the estimator should review before preparing a proposal.

Leave lock condition, installed hardware, credentials, and entry methods outside this public research sheet. A public certificate gives no authority to visit, inspect, or perform service. Use the company's established authorization process for any operational step.

Record the answer and its date in the approved commercial project record. Preserve any correction to the building match or timeline. The [business memory guide](/articles/business-memory-for-ai-agents-guide) describes the broader value of keeping reviewed information available to the next person.

Scale With Search can scope a document-review worksheet around a defined estimator decision. Bring a synthetic sample and the evidence your team needs to distinguish certificate history from business milestones.

## Sources and review date

DOB's temporary and final certificate guidance and dataset `pkdm-hqz6` metadata were reopened October 28, 2026. No numbered dictionary edition was identified. No real property rows or property-specific certificates were collected. Every timeline reference is synthetic. Certificate expiry, opening, current use, commercial scope, and authority remain separate checks for an actual project.
