# NYC rodent inspections: show the inspected denominator before comparing service areas

A territory review needs two numbers before it needs a map: properties inspected and properties with a documented finding. Visit counts answer another question. Mixing these quantities can make a heavily inspected area appear to have a larger rodent problem.

NYC's publisher warns that absent properties were not inspected and that inspection intensity can distort neighborhood comparisons. A larger count of properties with rat signs does not establish a larger rat population. Read the [publisher's dataset limitations](https://data.cityofnewyork.us/api/views/p937-wjvj.json) before preparing a comparison.

For a commercial pest manager, the useful output is a bounded evidence brief. It should explain what inspectors observed, where coverage differs, and which questions require field review. The [pest control company overview](/for/pest-control-companies) places that brief within the company's wider account records.

## Decide what the comparison is meant to support

Write the decision at the top of the worksheet. A suitable question is: which territory needs a closer review of public inspection evidence? That question allows the manager to examine coverage and request more information.

Avoid starting with a claim such as which neighborhood has the most rats. These records do not provide a census of rats. Dividing findings by inspected properties also does not make the inspected properties a representative sample.

Define each service area before reading its totals. Use the same boundary definition for both periods if the review compares change. If the company redraws a territory, explain that change before interpreting a difference.

Keep account coverage separate from public inspection coverage. A company may serve several premises on one parcel or no premises on an inspected parcel. Neither count is an automatic substitute for the other.

State the observation window and the retrieval date separately. A September inspection reviewed in October remains a September observation. A later download does not update the condition observed during that visit.

## Read the visit categories before counting them

The publisher's metadata distinguishes several activities. Initial inspections respond to complaints or form part of proactive neighborhood inspection work. Compliance inspections follow an initial failure. Baiting includes rodenticide application or monitoring. Cleanups remove garbage and clutter. These definitions appear in the [inspection-type column description](https://data.cityofnewyork.us/api/views/p937-wjvj.json).

The attached dictionary uses **Treatments** for application or monitoring and also lists **Stoppage** for collapsing or sealing burrows. Its result labels also differ from the older metadata descriptions. See the [publisher's attached rodent inspection dictionary](https://data.cityofnewyork.us/api/views/p937-wjvj/files/db5a94f0-213a-479e-b9e5-c6cb73820b4d?download=true&filename=DataDictionary_DOHMH_Rodent_Inspection.xlsx).

Treat this vocabulary difference as a source-reading task. Preserve the raw category and name the dictionary used for interpretation. Do not silently assume an older report's category list still covers a later extract.

For a territory review, put each category in its own column. Initial inspections describe one set of encounters. Compliance visits describe follow-up activity. Treatment and cleanup records describe other work. Adding them produces an activity total, not a count of newly affected properties.

If an unfamiliar category appears, leave it visible as unresolved. Ask the responsible reviewer to confirm its meaning before including it in a result comparison. An attractive chart is less useful than an honest category boundary.

## Choose the property unit and outcome rule

NYC identifies tax lots with a Borough, Block, and Lot code, or BBL. The dictionary says inspections occur at the tax-lot level. It also states that observations describe conditions at one point in time. Those definitions control the property unit and the time limit of the evidence. [NYC data dictionary](https://data.cityofnewyork.us/api/views/p937-wjvj/files/db5a94f0-213a-479e-b9e5-c6cb73820b4d?download=true&filename=DataDictionary_DOHMH_Rodent_Inspection.xlsx).

For the example below, count each identifiable tax lot once in the initial-inspected denominator. Count it once in the numerator if any accepted initial inspection documents rat activity during the window. This is a proposed review convention, not an official prevalence measure.

Write that rule beside the percentage. A last-visit rule would answer a different question. A rule based on every inspection type would select a different group. Readers need to know which choice produced the number.

Consider a synthetic lot with two initial inspections in the window. The first documents rat activity; the second does not. The example's any-finding rule counts that lot once in both numerator and denominator. A latest-result rule could classify it differently. Keep the two visits in chronological order so the manager can see why the chosen rule matters. Neither classification replaces a present field assessment.

Keep blank or unreadable results in a separate missingness count. They do not become passes. If an initial-inspected lot has no usable result, it remains in this example's denominator and outside its documented-finding numerator.

This convention measures documented findings among identifiable initial-inspected lots. It does not calculate a failure rate among known results. Do not use those two descriptions interchangeably.

## Compare two synthetic service areas

The following numbers are invented for explanation. They describe no NYC neighborhood, account, or current inspection extract. Both areas use the same synthetic September 1 through September 30 window and an October 5 retrieval date.

| Review quantity | Synthetic Area A | Synthetic Area B |
| --- | ---: | ---: |
| Initial-inspection visits retained | 220 | 60 |
| Distinct tax lots with an initial inspection | 200 | 50 |
| Those lots with documented rat activity | 40 | 15 |
| Those lots without a usable initial result | 10 | 5 |
| Documented finding share of initial-inspected lots | 40 / 200 = 20% | 15 / 50 = 30% |
| Compliance-inspection visits retained | 80 | 10 |
| Treatment or baiting visits retained | 60 | 20 |
| Cleanup visits retained | 10 | 5 |
| All retained visits across these categories | 370 | 95 |

Area A has more documented affected lots and more retained visits. Area B has the larger documented-finding share within its smaller initial-inspected group. Neither observation establishes which area has greater underlying prevalence.

The percentages are conditional on the properties inspected and the stated rule. Different complaint patterns, proactive inspection coverage, and follow-up activity can affect what enters the review. The denominator makes that limitation visible; it does not remove it.

Do not divide Area A's 40 finding lots by its 370 visits. That would mix a property numerator with an encounter denominator. It would also combine initial inspections with work that follows different selection rules.

The 220 initial visits across 200 tax lots include 20 visits beyond one per lot. Those visits may matter for chronology. They do not create 20 additional properties in this denominator.

The same principle applies when one property receives multiple compliance or treatment visits. Preserve the sequence for review. Count the property according to the declared property rule whenever the question concerns distinct properties.

## Show exclusions beside the retained totals

In this synthetic exercise, Area A began with 388 candidate rows and retained 370 visits. Area B began with 104 candidate rows and retained 95 visits. The following mutually exclusive exclusions explain the difference.

| Synthetic excluded category | Area A | Area B |
| --- | ---: | ---: |
| Exact duplicate rows | 8 | 4 |
| Missing inspection dates | 6 | 3 |
| Dates after the retrieval date | 2 | 1 |
| Missing tax-lot identifiers | 2 | 1 |
| Total excluded rows | 18 | 9 |

These are illustrative exclusions, not findings about the current dataset. The example also assumes every retained row has an assigned area and a recognized category. An actual worksheet must show unresolved geography or categories when present.

Do not describe excluded rows as unaffected properties. A missing date prevents placement in the observation window. A missing identifier prevents reliable property counting. Neither condition supplies a result about rat activity.

Distinguish an exact duplicate from a repeat visit. Two identical copies of one encounter should not inflate activity. Two distinct encounters at one lot can remain valid visits while contributing only one property.

If the available fields cannot resolve that distinction, report the uncertainty. Avoid inventing a unique encounter from a case identifier alone. Keep the disputed group outside a precise comparison until its meaning is checked.

## Add the uninspected group without inventing its condition

Suppose an independently maintained territory list contains 2,000 tax lots in Area A and 1,000 in Area B. These totals are also synthetic. They must not be inferred from the inspection file itself.

Under the initial-inspection rule, coverage is 200 of 2,000 lots in Area A and 50 of 1,000 in Area B. That is 10% and 5%, respectively. These percentages describe initial-inspection coverage within the hypothetical territory lists.

The remaining lots have no accepted initial inspection in this window. Some could have another visit type. Some could have an observation outside the window. Their current condition is not established by this comparison.

This distinction matters when a manager asks for a territory-wide percentage. The initial-inspected denominator supports the conditional finding share already shown. The territory-list denominator supports a coverage statement. Neither supports assigning a condition to the unobserved group.

If there is no independent territory list, leave territory coverage unknown. Report the number of identifiable lots inspected and explain the missing denominator. A blank coverage field is more informative than a fabricated zero.

## Keep the territory-review worksheet tied to evidence

Use separate columns for official observations, company field findings, and the manager's interpretation. The worksheet below proposes a structure for internal review. It is not a statement that a monitoring system already exists.

| Worksheet field | What the manager records |
| --- | --- |
| Review question | The specific territory decision under discussion |
| Boundary and period | Area definition, observation window, and retrieval date |
| Source version | Dataset identifier, dictionary version, and category wording |
| Inspection coverage | Unique inspected lots, visit counts, exclusions, and unknowns |
| Official observation | Dated finding and exact source reference |
| Licensed field finding | Separate service-record reference, date, and responsible reviewer |
| Unresolved difference | What the two records do not establish or agree on |
| Review disposition | Named owner, next question, and date for reconsideration |

For example, an official observation may precede the company's latest field visit. The worksheet should preserve both dates. It should ask the licensed reviewer to reconcile the evidence without rewriting either record.

An apparent match also needs scrutiny when one tax lot contains several premises. Confirm which location the company serves before connecting a public record to an account. Keep private account mappings outside any public brief.

The [pest-control intelligence overview](/intelligence/pest-control-companies) describes the broader source context. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how source references and dated decisions can remain in company-owned records.

## Turn the comparison into a review question

An appropriate closing note for the synthetic example is specific: Area B has a smaller inspected group and more missing results proportionally. Review its coverage before discussing territory differences. Area A's larger visit total also warrants a separate look at follow-up activity.

Neither statement ranks neighborhood infestations or directs treatment. The manager can request a better denominator, inspect the selection rules, or ask a licensed colleague for a field assessment. Those are concrete responses to the evidence available.

Publication relevance requires a different reading process. The companion [pesticide Federal Register guide](/articles/pesticide-federal-register-notice-triage) separates a search result from a product-specific use instruction.

## Source note

Sources were reopened on October 28, 2026. The [NYC catalog](https://data.cityofnewyork.us/Health/Rodent-Inspection/p937-wjvj) identifies dataset p937-wjvj. Its metadata retains release notes dated April 20, 2015. The attached dictionary's revision history includes a June 1, 2026 field update. Older metadata and dictionary category labels differ, as described above. No live property rows or personal contact fields were retrieved. Example area names, observation windows, retrieval dates, counts, percentages, and worksheet entries are synthetic.
