# NYC event permit times: separate street setup from restaurant demand

A permit beginning at seven in the morning does not tell a restaurant manager when attendees will arrive. Before changing deliveries or dinner service, identify what each time describes. Keep the permitted street-use window separate from independently confirmed public event hours.

The [NYC permitted-event field definitions](https://data.cityofnewyork.us/api/views/tvpp-9vvx.json) explain that most start times describe setup. Most end times describe breakdown. Those definitions make the record useful for an access question before it supports any discussion about trade.

Use the record to prepare questions for the manager responsible for that date. The [restaurant and hospitality overview](/for/restaurants-and-hospitality) describes the broader office work. This guide focuses on interpreting a public permit before the property changes its operating plan.

## Read the two clocks separately

The publisher describes `start_date_time` as the beginning of the event window, usually when setup permission begins. Its `end_date_time` usually includes breakdown or cleanup. Neither field, by itself, supplies an attendee arrival schedule. [NYC event data dictionary](https://data.cityofnewyork.us/api/views/tvpp-9vvx/files/e0ad2fea-febd-464b-bad1-529699531759?download=true).

Write two lines in the manager's note. Label one **recorded permit window**. Label the other **confirmed public event hours**. Keep the second line unresolved until a current official event source supports it.

Suppose a synthetic record runs from 07:00 to 23:00. Do not copy those times into a dining forecast headed “festival hours.” A separate fictional event notice might show public hours from 12:00 to 18:00. Both windows matter, but they answer different questions.

At 09:00, a delivery could overlap permitted setup while preceding public admission. At 20:00, dinner could overlap permitted breakdown after public activities end. These are questions to investigate. Neither overlap proves that a particular entrance becomes inaccessible.

Preserve the original date as well as the clock time. If a permitted window crosses midnight, show both dates in the note. Avoid shortening it to “Friday evening” when the unresolved access question concerns Saturday morning.

## Read location fields as descriptions

NYC identifies fields for borough, event location, street side, primary permitting agency, and street closure type. Street side and closure type concern street locations. The dictionary does not turn those fields into a verified access map for your property. [NYC location and agency definitions](https://data.cityofnewyork.us/api/views/tvpp-9vvx.json).

Begin with the borough. Then read the complete location wording. Record whether your manager recognizes the relevant street segment or venue. Keep the source description beside the manager's interpretation so another shift can understand the decision.

Treat street side as a qualifier requiring attention. Do not assume that a reference to one side settles access across the street. An entrance, loading point, pedestrian approach, and vehicle approach can require separate questions.

Keep the closure label intact. A recorded curb-lane closure should not become “street closed” in the handoff. Conversely, a broad closure label does not establish which alternative route a vehicle can use.

Name the permitting agency as a source for the next check. It identifies where the question belongs; it does not supply a manager's approval. If two location descriptions appear relevant, keep both until someone resolves their relationship.

Avoid drawing a closure polygon from a street name alone. For this planning task, a clear unresolved location question is useful. An invented boundary would hide the very uncertainty the manager needs to inspect.

## Build a synthetic delivery and dinner timeline

The following example is fictional. It names no business, event, street, or actual permit. Its purpose is to show how different evidence changes different operating questions.

Assume the manager has a recorded permit window of 07:00 to 23:00 on one Saturday. A separately checked official notice gives public event hours of 12:00 to 18:00. The manager still needs to confirm whether the property's service entrance is affected.

| Time or field | Synthetic evidence | Question for the manager |
| --- | --- | --- |
| 07:00 | Recorded permit setup window begins | Could setup affect the planned delivery approach? |
| 09:00 | Supplier's currently agreed delivery time | Has access to the service entrance been confirmed? |
| 12:00 to 18:00 | Independently confirmed public event hours | Which service periods overlap the public program? |
| 17:00 | Restaurant's planned dinner service begins | What do reservations and the property's history support? |
| 18:00 to 23:00 | Permit window continues after public hours | Could breakdown affect evening access? |
| Unresolved | Actual service-entrance access | Who will verify it before changing the delivery? |

The delivery decision follows the access check. If access remains uncertain, purchasing can prepare an alternative delivery question for the supplier. The existing agreement stays separate from that proposed change until its owner accepts it.

The dinner decision follows the property's own evidence. A manager can compare reservations, previous comparable dates, and current operating constraints. The permit adds context to that discussion. It supplies no estimate of covers or spending.

A hotel manager should prepare a separate arrival question. Restaurant covers and hotel occupancy measure different things. Keep any room-arrival planning in the hotel's own record, with its own source and decision owner.

After the date, record what staff observed. “Delivery arrived at the usual entrance” is more useful than “event had no effect.” The first statement names an observable result. The second could hide an unresolved question about another service period.

## Confirm status before changing the plan

Use a short manual review before making an operational change. Open the source again and record when you checked it. Compare its current dates, times, location wording, agency, and closure label with the earlier note.

If something changed, preserve the earlier interpretation in the planning history. State which assumption now needs review. Do not silently replace an approved delivery instruction with a fresh interpretation of a public row.

Check current public event information separately. A permit window and an event announcement can disagree without explaining why. Ask the responsible source to resolve the specific conflict before using either as a settled operating fact.

For access, ask about the entrance and approach your property uses. “Is the event still happening?” is too broad when the practical question concerns a loading point. Keep the answer, check time, and responsible staff role together.

Use a decision deadline tied to the proposed action. For example, the manager might require an access answer before discussing a changed delivery slot. That deadline is an internal planning choice, not a city requirement.

If the answer remains unavailable, write that result plainly. Keep the existing plan and the proposed alternative visible for the authorized manager. A missing answer should not become a reassuring sentence in a guest message.

## Separate access evidence from demand evidence

A permitted event's presence cannot predict restaurant covers, attendance, or hotel occupancy. Treat a demand assumption as a question requiring separate evidence. Do not increase an attendance estimate because a permit lasts longer.

For a useful comparison, choose a previous date for a stated reason. Perhaps the public program overlapped the same meal period. Perhaps staff recorded the same access issue. Explain the match rather than calling every nearby gathering comparable.

Then inspect the property's own records. Separate reservations known in advance from covers observed afterward. Keep weather observations, other local activity, and operating changes as possible context instead of assigning every result to one event.

A manager may conclude that the records are too limited for a comparison. Record that conclusion. It can support a narrow decision to monitor access without inventing a staffing or purchasing forecast.

The [hospitality intelligence guide](/intelligence/restaurants-and-hospitality) explains the wider calendar idea. Its private operating history belongs to the property. Public permit evidence supplies one part of that history, with the interpretation preserved alongside it.

## Use the public calendar as a starting point

The [Event demand calendar](/tools/event-demand-calendar) is the relevant public tool to inspect before preparing your note. Confirm its current controls and limits on the page. Use the official dataset when you need the controlling field definitions.

If a calendar page is unavailable, distinguish an access failure from an empty result. Neither settles the current permit question. Record which source you could inspect and which question remains unanswered for the manager.

When a tool is unavailable, keep the planning question open. The official dictionary still explains how to read the source fields. A manager can use verified source information without pretending that an unavailable summary supplied a complete calendar.

The dataset description focuses on approved applications for the coming month. It also limits film coverage to permits affecting streets for at least five days. Do not treat it as a complete list of every neighborhood activity. [NYC dataset description](https://data.cityofnewyork.us/City-Government/NYC-Permitted-Event-Information/tvpp-9vvx).

The attached workbook says updates occur as needed, while the catalog metadata lists daily updates. Preserve your retrieval time rather than promising either schedule. That disagreement does not change the setup and breakdown definitions used here.

## Keep the decision record useful to the next shift

Write a brief handoff containing the permit reference, recorded window, confirmed public hours, relevant location wording, and unresolved access question. Add the manager's accepted decision. Keep source evidence separate from interpretation and from the final instruction.

Use explicit language such as “public hours confirmed from the current notice” or “service-entrance access awaiting confirmation.” Avoid a bare green status that another shift cannot explain. The next person needs to know what was checked.

The [business memory guide](/articles/business-memory-for-ai-agents-guide) describes keeping reusable business context. For this task, retain the source reference and the manager's correction. Next time, staff can reopen the reasoning instead of repeating an unsupported assumption.

For possible nearby restaurant openings, use the separate [inspection-date and sentinel guide](/articles/nyc-restaurant-inspection-sentinel-new-opening-research). That record concerns establishment research. It should not enter the permit calendar as an event or a demand forecast.

If the recurring handoff needs a dedicated business tool, define the property, evidence, review owner, and stopping point first. Scale With Search keeps paid scope at [the work page](/work).
