# NCDOT bid tabulations: read quantity, unit price, and amount bid across the full sheet

Read a historical paving bid tabulation in two directions. Follow each item across the bidder columns. Then follow that bidder through every continuation page. A useful estimator note keeps both paths intact before discussing what a price might mean.

Begin with one document and one reading question. For example: which amount belongs to this item for this bidder? Leave comparison with another job until the item, unit, quantity, and column identity are checked. The companion [historical unit-price comparison guide](/articles/paving-unit-price-comparisons-item-scope-quantities) addresses that later decision.

The [paving contractor overview](/for/paving) covers office handoffs from accepted job records. This guide addresses a different record: a published historical tabulation. Use it to prepare evidence for your estimator, with missing context visible.

## Start with the contract and the document

The worked source is NCDOT's [DH00594 bid tabulation, pages 1–6](https://connect.ncdot.gov/letting/Division%208%20Letting/9-23-2025/DH00594_NC-2%20Midland_Rd%20and%20SR2035_Resurfacing_BID%20TABS.pdf#page=1), accessed October 28, 2026. Page 1 identifies Moore County, resurfacing and pavement markings, and a September 23, 2025 opening. Treat that date as historical.

Save the official link beside your note. Record the date you opened the file separately from the opening date printed inside it. Your retrieval date answers when you checked the evidence. It does not move the historical event into the present.

For a fresh research assignment, start at the [NCDOT bidding and letting index](https://connect.ncdot.gov/letting/Pages/default.aspx), also checked October 28, 2026. Use the official record to locate the relevant document family. Do not let a familiar filename substitute for checking the contract inside the document.

Write the contract identifier before copying prices. Keep any printed project identifier in a separate field. Your internal estimate number can occupy another field. This preserves the distinction between an agency record and your company's research assignment.

If the contract identity is uncertain, stop the price transcription. A perfectly copied figure attached to the wrong job still gives the estimator unusable evidence. Resolve the document match before spending time on arithmetic.

## Read one item as a complete observation

Page 1 has an item-number column, a description, quantity, units, and paired bidder price and amount columns. Item 2 reads `1.5" MILLING`, with quantity `112,421.00` and printed unit `SY`. [DH00594, page 1](https://connect.ncdot.gov/letting/Division%208%20Letting/9-23-2025/DH00594_NC-2%20Midland_Rd%20and%20SR2035_Resurfacing_BID%20TABS.pdf#page=1).

For your reading note, retain six parts together: contract, item number, exact description, quantity, printed unit, and bidder identity. Add the unit price and amount only after those parts are aligned. Keep the original wording beside any shorter internal label.

Do not allow a copied description to drift onto the next numeric line. When a description wraps, inspect the whole row visually. If a copied table loses column boundaries, return to the PDF before using the extracted text.

Preserve printed unit labels in the evidence. If your office uses an expanded unit name, record it alongside the label after checking the controlling specification. An unverified abbreviation should become a question, not a silent conversion.

Separate source transcription from interpretation. One field can say what appears on the page. Another can describe why the estimator considers it relevant. That separation lets a reviewer correct the interpretation without losing the original observation.

## Check the multiplication with a synthetic example

The following numbers are fictional teaching figures. All amounts use fictional currency units. They are not from DH00594 and are not a price recommendation.

Assume a fictional item has a quantity of 2,400 square yards. A fictional bidder lists 3.25 currency units per square yard. Multiplying the quantity by that rate gives a line amount of 7,800 currency units. The units cancel as expected: square yards multiplied by currency units per square yard produce currency units.

A second fictional bidder lists 3.60 currency units per square yard for the same fictional quantity. That produces 8,640 currency units. These two line amounts answer a narrow question about that row. Neither amount is the complete bidder total.

Suppose the fictional sheet also lists a separate mobilization line of 12,000 currency units. A separate traffic-control line lists 9,000 currency units. Adding only the milling amount would omit both. Adding all three would still produce only a subtotal if more work remained elsewhere in the document.

Use arithmetic as a transcription check. If your calculation differs from the printed amount, flag the difference. Check the digits, decimal places, unit, quantity, and bidder column again. Do not overwrite the published amount with your own calculation.

Keep the original and calculated values in separate fields. Record the calculation rule and any rounding assumption. An unresolved discrepancy belongs in the estimator note, where a person can inspect it against the source.

## Follow the repeated item list across bidder panels

In DH00594, pages 1–2 show the first bidder pair. Pages 3–4 repeat the items for another pair. Pages 5–6 show the remaining bidder. The repeated rows extend the bidder coverage. [DH00594, full six-page tabulation](https://connect.ncdot.gov/letting/Division%208%20Letting/9-23-2025/DH00594_NC-2%20Midland_Rd%20and%20SR2035_Resurfacing_BID%20TABS.pdf).

Create a page map before totaling anything. Give each group of pages its own bidder heading. Then check that a row carried onto the next page remains attached to that heading. The page map should explain both a vertical continuation and a horizontal change of bidder columns.

A repeated item description does not by itself identify additional work. Before adding another quantity, ask whether the contract and item number match an earlier row. Then inspect whether only the bidder panel changed. Preserve the observation until that check is complete.

For your research table, use a separate observation for each contract, item, and bidder combination. Attach its page reference. This suggested structure prevents one bidder's price from replacing another bidder's price merely because both share an item number.

Do not sum quantities across bidder observations. They describe different submitted prices against the same listed work. A quantity rollup needs its own rule about unique work items. Write that rule before building a subtotal.

## Distinguish line amounts, bidder totals, and later records

Pages 2, 4, and 6 contain the bidder totals for their respective panels. [DH00594, pages 2–6](https://connect.ncdot.gov/letting/Division%208%20Letting/9-23-2025/DH00594_NC-2%20Midland_Rd%20and%20SR2035_Resurfacing_BID%20TABS.pdf#page=2).

Copy a total only after confirming its bidder heading. Label a subtotal you calculate as your calculation. Do not give it the same label as the document's printed total. A reader should immediately see which numbers came from NCDOT and which came from your worksheet.

Keep any award assertion out of this reading note unless a separate official award record establishes it. Likewise, obtain payment records before describing a figure as paid cost. This guide establishes neither conclusion from the historical tabulation.

A submitted unit price also leaves your competitor's cost structure unresolved. Do not invent their labor expense, production rate, supplier terms, or intended margin. Your estimator can record those as unknowns while retaining the public observation for its limited purpose.

This distinction matters when the note changes hands. An owner may read a short summary without opening every source immediately. Use labels that preserve the evidence boundary even when the detailed worksheet is absent.

## Use a document-reading checklist

Complete the following checks before sharing the research note internally:

1. Match the contract identifier inside the document to the assignment.
2. Record the opening date and your access date separately.
3. Count the pages and identify every bidder panel.
4. Match each selected item to its description, quantity, and unit.
5. Preserve the bidder heading beside each price and amount.
6. Check a selected multiplication without replacing the published value.
7. Trace continuation pages before copying a bidder total.
8. Flag repeated items before any quantity rollup.
9. Attach a page reference to each retained observation.
10. Name the unresolved context and the person who will check it.

For a second-reader exercise, hide your interpretation and show only the evidence fields. Ask the reviewer to find the selected item in the original PDF. If they cannot reproduce your reading, improve the reference before adding more analysis.

Test the handoff with a deliberately shifted column in a harmless practice copy. The reviewer should reject the observation. Keep the original official PDF separate from the exercise. This tests the reading procedure without altering the evidence.

## Preserve corrections without losing the original reading

When a reviewer finds a shifted column, correct the observation and record the reason. Preserve the earlier note as superseded. The next reader needs to know whether the change concerns the source, your transcription, or your interpretation.

For example, a practice worksheet might attach the second bidder's amount to the first bidder's name. Correct both the heading and the affected numeric fields. Then check the other rows copied during that reading session. A corrected cell alone does not establish that neighboring observations are aligned.

Keep a short correction entry with the item reference, affected page, checker, and date. Attach the verified replacement reading. If the source document itself changes, retain the earlier source reference and identify the newly checked version separately. This gives a later estimator a reason to trust the correction rather than choosing between two conflicting notes.

## Write a page-referenced estimator note

Here is a suggested note structure. The reading fields refer to the historical source. The proposed follow-up remains your team's work.

**Research question:** identify the selected item's quantity and bidder-specific price without counting the repeated row as extra scope.

**Evidence:** DH00594, historical opening September 23, 2025. For item 2, page 1 records `112,421.00 SY` of milling. Pages 3 and 5 repeat that quantity for the other bidder panels. Preserve each bidder heading with its own observation.

**Reading checks:** record who checked row alignment and which multiplication was reproduced. Leave a blank check marked incomplete until someone performs it. Do not prefill a reviewer name or an acceptance result.

**Limits:** award, payment, final installed quantity, and the current project's specification remain outside this note. List the next source required for each question that matters to the estimate.

**Next decision:** the estimator decides whether the item deserves a comparison card. The card must carry quantity and scope context. It must not become an instruction to reuse the historical price.

Store the reviewed note with the source reference and its correction history. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains the broader owned-record approach. Apply that approach to the evidence and corrections your company chooses to retain.

The [paving intelligence overview](/intelligence/paving) places this reading task beside letting research and changed-document review. Scale With Search can scope a bounded record-preparation function with named sources and estimator checks.
