# Machining award research: use NAICS as a starting filter, then check process fit

A machining code can help you find records worth reading. It cannot tell your sales team which parts your shop can make. Start with the code, preserve the award description, and ask an estimator to explain the possible process match. Keep a separate question for whether any work remains available.

This guide gives a job-shop sales lead a way to review public award evidence before choosing an account research task. The worksheets are recommendations. The organizations and award labels are fictional. They describe no live procurement, buyer relationship, or sales result.

For the broader workflow, read [public award evidence for machine shop sales planning](/intelligence/machine-shops-and-precision-manufacturing). The [machine shop overview](/for/machine-shops-and-precision-manufacturing) explains the separate boundaries around RFQs, revisions, quotes, and production records.

## Understand what NAICS 332710 describes

The Census Bureau uses the North American Industry Classification System, or NAICS, to classify business establishments for economic statistics. This purpose differs from qualifying a supplier for a particular part. [Census NAICS introduction](https://www.census.gov/naics/).

In the 2022 manual, 332710 covers machine shops machining metal, plastic, and composite parts on a job or order basis. Its description includes generally low-volume work and several machine-tool processes. The cross-references distinguish precision turned product manufacturing and other activities. [2022 NAICS manual, printed pages 235–236](https://www.census.gov/naics/reference_files_tools/2022_NAICS_Manual.pdf#page=237).

Use that definition to choose a starting filter. Do not treat the code as a specification for material, tolerance, inspection, or outside processing. Write the classification edition beside the code in your research notes. If your search includes another code, record the reason separately.

For example, a shop might investigate milling descriptions under its starting code. It might later examine another classification because an estimator identifies a related buying pattern. That second search is an explicit research choice. It should not silently change the shop's capability statement.

Avoid declaring a record incorrectly coded because its short description looks unfamiliar. Preserve the description and mark the mismatch. Your immediate job is deciding whether further reading is justified. Correcting a government classification is a different task.

## Define process fit before reading award amounts

Give the estimator a short, approved capability reference. Include accepted processes, material families, part-size limits, quantity ranges, and exclusions. Reference the current version. Keep uncertain capabilities out of the positive match list.

For each candidate, record the exact words supporting a possible match. Then name the missing requirement that could reverse that judgment. A reference to a shaft might justify more reading. It does not establish turning operations, dimensions, finish, or a qualified production route.

Use three review states: possible process fit, insufficient description, and outside the stated research scope. Reserve technical acceptance for an actual requirement review. Avoid a numeric fit score unless the team can explain every component and its limits.

Place the amount after the process assessment in the review card. This ordering is an editorial recommendation for keeping commercial interest from replacing technical evidence. An impressive total cannot fill a missing material specification.

Have sales record its own question alongside the estimator's question. Sales may need to confirm organization identity or an existing account relationship. Estimating may need to know whether the work concerns stock material or a finished component. Both questions matter before selecting a next step.

## Build a review table that preserves uncertainty

The following table is wholly synthetic. Office A, Office B, Recipient A, and Recipient B are placeholders. The award labels are worksheet references, not government identifiers.

| Buying office | Recipient organization | Recorded description | Process match | Award identity | Uncertainty and next question |
| --- | --- | --- | --- | --- | --- |
| Fictional Office A | Fictional Recipient A | Aluminum sheets | No machining operation stated | Example award A; original record | Material purchase only; does other evidence describe machining? |
| Fictional Office A | Fictional Recipient B | Milled fixture components | Possible milling fit | Example award B; original record | Dimensions, material grade, and qualification requirements unknown |
| Fictional Office A | Fictional Recipient B | Fixture delivery date change | Not a separate process match | Example award B; modification 01 | Check the action and amount before describing any new spending |
| Fictional Office B | Fictional Recipient A | Hardware assembly | Insufficient description | Example award C; original record | Does the scope contain machining, purchased hardware, or assembly only? |

Keep the third row attached to example award B. It represents another event associated with the same fictional award. Counting it as a second new customer purchase would change the research story without supporting evidence.

In a real worksheet, preserve the official award reference and source link. Record the retrieval date and the date represented by each field. Keep the original description separate from your interpretation. If office information is absent, write “office unknown” rather than substituting a larger agency.

USAspending's award search contract lists description, recipient, agency, generated identifier, and contract-specific fields such as NAICS. Its award-detail documentation includes awarding-office information. Field availability differs between those views. [Award search fields](https://raw.githubusercontent.com/fedspendingtransparency/usaspending-api/master/usaspending_api/api_contracts/contracts/v2/search/spending_by_award.md), [award-detail contract](https://github.com/fedspendingtransparency/usaspending-api/blob/master/usaspending_api/api_contracts/contracts/v2/awards/award_id.md).

## Separate awards from modifications and obligations

Treat an award-level view and a transaction-level view as different evidence. USAspending documents separate award and transaction endpoints. Transaction records include an action date, modification number, description, and federal action obligation. [Endpoint directory](https://api.usaspending.gov/docs/endpoints), [transaction field definitions](https://raw.githubusercontent.com/fedspendingtransparency/usaspending-api/master/usaspending_api/api_contracts/contracts/v2/transactions.md).

An obligation represents a government commitment to spend. [USAspending federal spending guide](https://www.usaspending.gov/data/Federal-Spending-Guide.pdf). Keep its amount and period attached to its label. Do not describe it as cash already paid, a shop's revenue, or the amount available for subcontracting. Check the source definition before comparing it with another monetary field.

The award-detail contract exposes total obligation separately from base and option fields. Preserve those distinctions in the worksheet. Do not merge them into one unlabeled “contract value.” [Award-detail monetary fields](https://github.com/fedspendingtransparency/usaspending-api/blob/master/usaspending_api/api_contracts/contracts/v2/awards/award_id.md).

For a fictional award, suppose one action records a positive obligation and a later action records zero. Keep both actions in the history. Describe the second as zero obligation for that action. Do not infer that it represents another funded machining order.

Likewise, a negative action amount should prompt a closer reading. Keep its sign. Do not convert it into positive demand by taking an absolute value. Ask what changed before describing its commercial meaning.

Never add an award total to its component transaction amounts. That would mix levels of evidence. If the worksheet needs a total, state its source, scope, and retrieval date. Ask the reviewer to resolve differences before using the amount in an account brief.

## Confirm identity before calling a buyer repeat business

Keep the purchasing organization and recipient organization in different columns. One describes the government side of the award. The other describes the award recipient. Do not turn the recipient into the buying office because its name is easier to recognize.

Retain the source identifiers when grouping records. Display names alone are a weak basis for merging research notes. If two names may describe the same organization, leave an unresolved identity question for the account owner.

Define what “repeat” means in your review. A useful internal definition might require separate reviewed awards with related process evidence during a stated period. Another team might study repeat actions within one award. Keep those analyses separately labeled.

A fictional office with three records might have one original award and two modifications. Describe that pattern as activity on one award until further evidence supports another interpretation. Avoid headings that imply three independent machining purchases.

Check existing account notes before assigning relationship status. A public award does not establish whether your team knows the recipient, previously declined its work, or has an unresolved commercial issue. Leave that decision with the responsible account owner.

## Keep past buying separate from current opportunity

Write the research conclusion at the strength the evidence supports. “Past award with a possible milling connection” is a useful conclusion. “Buyer needs milling capacity now” requires additional current evidence.

Before treating a record as current demand, identify the document supporting that claim. Record its publication date and the requirement or request it describes. If no such document exists, retain the candidate as historical account research.

Do not convert a performance end date into a rebid date. Do not assume the recipient will outsource because an award looks large. Ask whether the company performs the relevant work internally. Keep the answer unknown until a suitable source resolves it.

A prime award is also separate from an open subcontract opportunity. Before approaching a recipient, have the account owner confirm the approved supplier or inquiry path. Keep the intended message tied to known capabilities and the specific question. An award record alone supplies neither an invitation nor permission to bid.

Drawing access requires its own authorized path. Do not treat public award metadata as permission to obtain, upload, or process technical files. Refer restricted or unclear material to the responsible technical and information owners before handling it.

## Compare two plausible research decisions

Suppose an estimator reviews fictional award C and finds only the phrase “hardware assembly.” Sales wants to contact the recipient immediately. Ask sales to name the question that a public source could answer first. The question might concern the recipient's published supplier requirements or the kind of assemblies it describes.

If that source adds no machining detail, hold the process judgment. The record can remain useful as organization research without entering a machining opportunity list. Record the limitation where the next reader will see it. Do not hide it in a general disclaimer beneath a ranked account table.

Now suppose another fictional description explicitly mentions turned aluminum spacers. The estimator identifies a possible turning connection but cannot confirm part size or quantity. Approve research into that narrower question. Keep the review state at possible fit. A more specific description improves the question without answering every qualification issue.

At the next review, compare what changed in the evidence. A newly discovered public supplier page may justify an approved inquiry. A repeated copy of the same award summary adds no new technical detail. Keep both retrieval dates if needed, but identify the unchanged underlying record.

This distinction gives the sales lead a defensible explanation for each account research choice. It also gives the estimator a clear place to reject unsupported assumptions before they enter a capability statement.

## Finish with one bounded account research decision

End each review card with investigate, hold, or reject. Explain the decision in one sentence. Name the owner of the next question and the evidence needed to close it.

For fictional award B, the estimator might approve further research because milling is explicitly mentioned. The next task could be checking the recipient's public supplier information. Dimensions and qualification requirements would remain unresolved. No quote or delivery commitment follows from that decision.

For fictional award A, the reviewer might reject the record for this process search because only material is described. Preserve that reason. If later evidence adds machining scope, reopen the decision with a dated reference rather than erasing the earlier judgment.

Keep accepted corrections beside the capability reference and account history. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains why those owned records need to survive individual research sessions. A future reviewer should see what changed and which uncertainty remains.

Public buying research also differs from reviewing an existing quote. For that task, use [machine-shop PPI changes and quote review](/articles/machine-shop-ppi-quote-review-base-month). It separates economic reference evidence from supplier costs and approved selling prices.

For a written scope with Scale With Search, bring one approved capability reference and a small public-record sample.
