# Machine-shop PPI changes: prepare a quote review without automatic repricing

Use a producer price index movement to ask whether a repeat quote's assumptions need another look. Record the series, comparison months, units, and publication status. Then give purchasing and estimating the specific assumptions to review. Keep the approved selling price in the quote record until its authorized owner changes it.

This guide is for a purchasing or estimating lead reviewing an existing quote. It provides a proposed worksheet and a fictional calculation. It does not report current machine-shop inflation or recommend a percentage price increase.

The [machine-shop intelligence overview](/intelligence/machine-shops-and-precision-manufacturing) introduces the quote-review idea. The [machine shop overview](/for/machine-shops-and-precision-manufacturing) explains the separate records controlling revisions, quotations, and commitments.

## Read an output index from the seller's perspective

The Bureau of Labor Statistics defines PPI as measuring average changes in prices domestic producers receive. An industry PPI measures changes for the industry's net output sold outside that industry. It is an output-price measure. [BLS PPI overview](https://www.bls.gov/ppi/overview.htm).

That distinction determines the question your worksheet can answer. A machine-shop output index offers context about producer selling prices. It does not establish what your supplier will charge for a particular bar, plate, casting, or outside process.

Keep your shop's input evidence separate. Use the actual supplier quotation, its validity period, and the material or service it covers. Have purchasing verify whether the quotation still applies to the quantity and delivery requirement under review.

Do the same for internal assumptions. Ask estimating to identify the setup, run, scrap, inspection, and outside-process assumptions that control this quote. Avoid replacing those records with one industry percentage.

For example, a quote with customer-supplied material needs a different purchasing review from one including purchased stock. The same public index movement does not resolve that difference. State the material responsibility before asking whether any material cost assumption needs updating.

## Identify the exact series before comparing months

The machine-shop industry series used here as a reference is `PCU332710332710`. The BLS public API returns observations under that identifier. This article reopened a 2025 observation request to confirm the data path. It does not publish those historical observations as current values. [BLS series API](https://api.bls.gov/publicAPI/v2/timeseries/data/PCU332710332710?startyear=2025&endyear=2025).

The BLS September 2026 Detailed Report lists machine shops under industry code 332710, with a June 1984 index base. Its industry table reports unadjusted indexes. Use the exact series identity with that metadata. [BLS September 2026 Detailed Report, table 11, printed page 210](https://www.bls.gov/ppi/detailed-report/ppi-detailed-report-september-2026.pdf#page=213).

In your own worksheet, copy the official series title and full identifier. Also record frequency, index reference base, seasonal treatment, and retrieval date. If one field cannot be confirmed, mark the comparison incomplete.

Do not choose an index because its title sounds closest to the product being sold. Ask which question the comparison serves. Industry selling-price context differs from reviewing the cost of a particular purchased input.

For a contractual adjustment, have the responsible commercial reviewer assess index suitability against the agreement. BLS recommends identifying exact index titles and codes. Its guide distinguishes selecting input-related indexes from selecting the finished product's index. [BLS price adjustment guide, index selection](https://www.bls.gov/ppi/publications/price-adjustment-guide-for-contracting-parties.htm).

## Distinguish the index base from the quote's comparison month

Two different reference points belong in the record. The index base explains the scale used for published index levels. The quote's comparison month identifies the observation selected for reviewing that quote's assumptions.

An index base such as June 1984 equals 100 does not mean your quote originated then. It does not express a dollar amount. Keep the scale label attached to the observation so another reviewer can interpret it correctly.

Use both observations on the same published index reference base. If BLS rebases the series, retrieve both periods together before comparing them. Do not divide a newly rebased value by an older value retained on the previous scale. BLS recommends using the reference base in effect when calculating a contractual adjustment. [BLS price adjustment guide, guideline 8](https://www.bls.gov/ppi/publications/price-adjustment-guide-for-contracting-parties.htm).

Choose the quote's comparison month from the approved quote history or a documented internal review policy. Record why that month represents the assumption being reviewed. If the original quote has no recorded comparison month, ask the owner to choose one explicitly.

Avoid silently using the first month available in a spreadsheet. Avoid replacing the comparison month whenever the quote is copied. Those choices change what the calculation describes. A new comparison basis needs a dated explanation.

Keep publication date and observation month in different fields. The former tells the reader when the source issued information. The latter tells the reader which period the value represents. Also retain the date your team retrieved the source.

## Record a complete comparison before interpreting it

Use this proposed record to make the review reproducible. Its fields are recommendations for internal purchasing and estimating work. They are not a universal contract clause.

| Field | What to record | Who resolves uncertainty |
| --- | --- | --- |
| Quote identity | Approved quote reference, revision, and relevant line | Estimating |
| Comparison purpose | Internal review trigger or contractual calculation | Commercial owner |
| Series identity | Official title and full identifier | Research owner |
| Index scale | Published units and index reference base | Research owner |
| Comparison periods | Earlier observation month and later observation month | Estimating |
| Seasonal treatment | Exact treatment stated by the source | Research owner |
| Publication status | Release date, preliminary or revised markers, and retrieval date | Research owner |
| Input evidence | Supplier quote reference, validity, material, quantity, and terms | Purchasing |
| Review outcome | Keep assumptions, request new evidence, or prepare a revised quote | Authorized quote owner |

Leave unavailable values blank with a reason. A missing observation is not zero. An unavailable latest month is not permission to repeat the previous value without a label.

If your review uses an earlier available month, record the substitution and its approval. Explain the limitation beside the result. The person reviewing a quote should not need to discover the substitution by comparing hidden spreadsheet cells.

## Use a fictional movement as a review trigger

The following numbers are invented. They are not BLS observations or a forecast. The example assumes matching series, units, index reference base, and seasonal treatment across both periods.

| Fictional review field | Example entry |
| --- | --- |
| Quote | Example Q-104, revision B |
| Earlier comparison period | Fictional January observation |
| Earlier index level | 200.0 index points |
| Later comparison period | Fictional July observation |
| Later index level | 206.0 index points |
| Index-point difference | 6.0 points |
| Percentage movement | 3.0 percent |
| Example internal trigger | Review when movement reaches 2.0 percent |
| Result | Purchasing and estimating review requested; price unchanged |

The percentage calculation is `(206.0 / 200.0 - 1) × 100 = 3.0 percent`. Six index points and three percent describe different quantities. Label both if the worksheet shows both.

The two-percent threshold is also fictional. A shop's authorized owner must choose any internal trigger and its purpose. Do not present this example threshold as an industry norm or an economic rule.

The output is a review request. It identifies the quote, the comparison, and the assumptions requiring attention. It does not multiply the quote price by 1.03. It does not issue a replacement quote, notify the customer, or accept revised supplier terms.

## Review the assumption that can change the quote

Ask purchasing for evidence tied to the actual line item. A useful review might request a refreshed stock quotation for the required grade and quantity. It might instead confirm that an existing supplier quotation remains valid.

Have estimating compare that response with the approved assumption. Preserve differences in quantity, material responsibility, freight, outside processing, and validity. Do not describe two supplier offers as equivalent until the responsible reviewer confirms their scope.

Keep technical substitutions out of a price-only review. If a supplier proposes a different grade or process, send that issue to the authorized technical owner. Record commercial review as pending until the required technical decision is available.

Consider a fictional case where the index trigger fires but the supplier confirms the original price and terms. Estimating might keep the quote unchanged. Record that decision and its evidence. The public comparison still served its intended purpose by prompting a documented review.

Consider the reverse case where the index barely moves but the supplier changes the minimum order. Review the quote because its own evidence changed. An internal index threshold should not suppress a known change in a controlling assumption.

## Preserve seasonal treatment and revision status

Use matching seasonal treatment for the comparison. BLS generally advises unadjusted indexes for price adjustment agreements. The guide also explains first-published, interim, and final values. Identify which version your review uses. [BLS guide, seasonal treatment and revisions](https://www.bls.gov/ppi/publications/price-adjustment-guide-for-contracting-parties.htm).

For an internal review, ask the owner to define how refreshed observations affect an open review. Keep the original retrieved evidence beside the refreshed values. If the change affects the review conclusion, record a new dated decision.

Do not overwrite an approved quotation because an observation changed. A revised source value and an approved commercial action are different records. The former belongs in the evidence history. The latter belongs in the controlled quote process.

If a comparison cannot be reproduced, state why before circulating it. The missing item might be a source snapshot, a scale label, a series identifier, or a publication version. Ask the research owner to resolve that specific gap.

## Keep agreed terms separate from an internal threshold

Before using an index for a customer price change, have the commercial owner read the actual agreement. An internal worksheet does not create a contractual adjustment right. Keep applicable terms and required approvals with the quotation record.

If the agreement contains an index clause, have the responsible reviewer identify its periods, calculation, timing, and treatment of revisions. BLS's guide discusses defining adjustment mechanics in advance. It does not supply your shop's agreed terms. [BLS guide, adjustment mechanics](https://www.bls.gov/ppi/publications/price-adjustment-guide-for-contracting-parties.htm).

When terms are unclear, stop at the review request. Do not infer permission from past customer behavior or an earlier quotation. Give the commercial owner the exact unresolved question and the supporting documents.

Purchasing approves supplier decisions through its own process. Estimating prepares any proposed quote revision. The authorized commercial owner approves the final offer. Keep these responsibilities visible even when one person performs several roles.

## Write a purchasing question someone can answer

A useful review request names the assumption and the evidence needed. For fictional quote Q-104, ask whether the supplier quotation still covers the required stock size and order quantity. Include its reference and validity date. Leave the requested answer separate from the public index comparison.

Avoid sending purchasing a percentage with the instruction to justify it. That wording preselects the outcome. Ask for the supplier's current offer and any changed conditions instead. Purchasing can then report unchanged terms, a new quotation, or a missing response.

If the supplier answers only part of the question, preserve that limit. A confirmed unit cost with unresolved freight does not complete the purchasing review. Ask estimating whether the missing term prevents a proposed revision. Keep the unresolved item visible until the responsible owner decides.

When several quotes share an assumption, confirm their scope before grouping them. The same material family can appear with different quantities, stock dimensions, delivery conditions, or customer responsibilities. A shared index comparison does not make their purchasing evidence interchangeable.

Use the review meeting to resolve specific questions rather than debate a general inflation headline. The desired result is a documented decision about the named quote. The index remains a dated reference in that decision's supporting evidence.

## Retain the evidence and the final decision

Close the worksheet with one of three outcomes: no change supported, additional evidence required, or proposed quote revision prepared. Record the decision owner, date, and controlling quote version. Keep the customer-facing offer separate from the research comparison.

Retain overrides with their reasons. A useful override explains why the index comparison did not justify further action on that quote. Avoid a bare “ignore” marker that leaves the next estimator guessing.

The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how owned records preserve those corrections between sessions. For sales research from public buying records, use [machining awards, NAICS, and process fit](/articles/machining-award-naics-process-fit-research). That guide answers a different question about account research evidence.
