# Choose local or cloud AI memory by who controls the data.

ChatGPT remembers your job title. Claude recalls your company name. That information sits on servers that OpenAI or Anthropic operate. A `CLAUDE.md` file, by contrast, sits on your own disk.

Both are forms of AI memory. They carry different risks, and they give you different controls. This article compares the two by threat, by audit access, and by compliance exposure. It ends with a method to sort your business data before any of it goes into memory.

## How cloud AI memory works

ChatGPT's memory feature stores information about you in OpenAI's systems. Claude Projects store uploaded project knowledge on Anthropic's systems. You tell the assistant something once, and later sessions can use it.

Cloud memory can hold these kinds of data:

- personal details, such as name, location, job, and preferences;
- work context, such as company information, project details, and team structure;
- communication patterns, such as preferred tone, length, and format;
- earlier conversations that contained sensitive information.

The data goes to the vendor's servers. You trust the vendor to encrypt it, protect it, and use it only as its terms allow.

Your audit access is limited. The interface shows what the assistant "remembers." It does not show the raw storage, the list of people with access, or the encryption method.

## How local file-based memory works

A `CLAUDE.md` file is a text document on your computer. Claude Code reads it when a session starts. The file does not sync to a cloud service unless you put it in a synced folder, such as Dropbox or iCloud, that you chose.

The file holds only what you write. If your home address should not be in it, leave it out.

You can audit it completely. Open the file, read it, edit it, and delete the lines that you no longer want. It is plain text. For the wider case for text files as the durable layer, read [why plain text is the durable layer for AI memory](/articles/plain-text-ai-memory).

One limit matters. During a session, Claude Code sends the file's contents to Anthropic's API as part of the conversation context. The file is not stored as a separate "memory" record, but its contents do leave your machine while you work.

## Ask who controls the data

Cloud storage is not automatically less secure than local storage. A large vendor's security team probably protects its servers better than you protect your laptop.

The better question is who controls the data.

With cloud memory, the vendor controls what the product remembers, how long it keeps the data, and who can access it. You rely on its security team, its policies, and its compliance with data protection law.

With local files, you control what goes in, when you delete it, and where you store it. You carry the security work yourself, and no third party holds a standing memory record. Session logs still fall under the vendor's retention terms.

## Name the threats for each location

Cloud memory has four main threats:

- **Data breach.** If the vendor is compromised, your stored memory can be exposed. Breaches have happened at other large companies.
- **Policy change.** Terms of service change. A promise about data use today may not hold next year.
- **Legal request.** A government can compel a vendor to produce stored data. Business, client, or intellectual property details in memory are within that reach.
- **Internal access.** Vendor employees can, in principle, access stored data. Most vendors have controls for this, but the access path exists.

Local files have four main threats:

- **Device theft.** If a thief takes an unencrypted laptop, the thief can read `CLAUDE.md`. Turn on full-disk encryption.
- **Malware.** Malware on your computer can read local files. Keep the system updated, and do not install software from unknown sources.
- **Accidental deletion.** You can delete the file by mistake. Back it up, and use version control for important files.
- **No redundancy.** A file that never syncs has one copy. If the disk fails without a backup, the file is gone.

## Check what reaches the API anyway

Local memory does not keep your context away from the vendor. Claude Code sends the conversation to Anthropic's API, and the conversation includes the `CLAUDE.md` contents.

The difference is storage. Session content is processed under the vendor's retention policy for your account type. Cloud memory stays in the product until you delete it.

The original version of this article (January 2026) cited a 30-day retention period for conversation logs, kept for abuse prevention. Retention and training rules differ between consumer and commercial accounts. Anthropic changed its consumer data terms on August 28, 2025, and those terms also apply to Claude Code on Free, Pro, and Max accounts. Under those terms, a consumer account that allows training use has a five-year retention period. An account that declines keeps the 30-day period. Read the current retention and training settings for your plan before you rely on any number.

## Check your compliance exposure

Healthcare, finance, and legal work carry compliance requirements. HIPAA, GDPR, and SOC 2 are common examples.

Cloud memory can conflict with those requirements, depending on your contract with the AI vendor. If patient information, financial records, or privileged legal material enters ChatGPT memory, you may have a compliance problem.

Local files give you more control over storage. They do not remove the vendor from the chain, because each session still sends the file's contents to the API. For regulated data, the contract with the API provider still matters. Keep regulated records out of the memory file, and point to the governed system instead. ## Sort your data before you store it

Use three classes. Put every item that you plan to give an assistant into one class.

| Class | Examples | Where it may live |
|---|---|---|
| Open | Company description, service list, voice rules, public prices, process steps | Local file or cloud memory |
| Internal | Client names, project status, internal decisions, draft positioning | Local file under your control; cloud memory only if your vendor terms allow it |
| Restricted | Passwords, API keys, account numbers, health records, privileged legal material | Neither. Keep it in the governed system, and name the system in the file |

Here is a worked example for a small accounting practice. Its `CLAUDE.md` holds the service list, the tone rules for client emails, and the month-end close procedure. Each client file holds the entity type, the close date, and the contact name. Tax identification numbers, bank credentials, and payroll records stay in the practice's accounting software. The client file records only where that data lives and who may open it.

Then test the sort. Search the memory files for patterns that should not appear, such as `password`, `api_key`, or a nine-digit number. A hit means an item crossed a class boundary. Remove it, and record the correction.

## Set controls for each location

If you use cloud memory:

- Review what is stored on a regular schedule, and delete sensitive items.
- Do not store API keys, passwords, or other credentials in memory.
- Read the privacy policy, and find out where the vendor stores data geographically.
- Turn on two-factor authentication for the account.

If you use local files:

- Turn on full-disk encryption, such as FileVault on macOS or BitLocker on Windows.
- Back up the file on a schedule to an external drive, a cloud account that you control, or a version control repository.
- Do not put secrets in the file. Name the secret by its environment variable or secret manager entry.
- If other people use the computer, keep the file in an encrypted folder.

## Compare memory files with custom instructions

`CLAUDE.md` is a Markdown file that Claude Code reads at the start of each session. It holds your business context: who you are, what you do, how you work, your terms, and your procedures. It works as a briefing document for the assistant.

ChatGPT custom instructions are much shorter. Each account gets a fixed character limit, which holds a few paragraphs at most. A `CLAUDE.md` file can hold far more, up to the limit of the model's context window. It can document procedures, a client roster, decision rules, and a communication style. You can also keep it in Git for a full change history.

A local file does not mean that the content never reaches a vendor. The content goes to the API during each session, and your plan's terms decide retention and training use.

## Make the choice on purpose

If convenience matters more than control, cloud memory is a reasonable choice. An assistant that remembers your preferred email length is not a serious risk for most people.

If you handle client data, proprietary business details, legal documents, or financial records, local files give you more control. You still manage the risk yourself, and the file still passes through the API during each session.
